Position Summary:

Reporting to the university Chief Information Officer (CIO), the Director functions as the administrative and business officer for the Division of Information Technology. As such, the Director manages and has chief responsibility of the overall budget, finances, human resources, vendor management, purchasing, and facilities for the Division. The Director is a member of the IT Executive Leadership Council and plays a major role in setting IT direction and policies consistent with the mission of the university. This role provides opportunities to: learn about the activities and responsibilities of the entire university and understand IT’s critical linkage to achieving WCU’s strategic plan and goals; make a difference and implement new ideas and capabilities; solve problems for IT division leadership and staff; contribute to university and UNC system initiatives and goals; continue to learn ever-changing technology capabilities and academic applications; be a service advocate; and be a leader impacting the entire university.

The Director is responsible for the operations, management, processes, and performance of the IT Administration Office. Reporting to this position are the IT Vendor Management Analyst, and the IT Strategic Sourcing and Procurement Officer. The IT Vendor Management Analyst also will have a dotted line reporting relationship to the Associate CIO, Director for Academic Engagement and IT Governance to enable and facilitate key academic business relationships.

•Lead a team of direct reports, manage internal IT administrative services, and foster relationships across IT and the university to effectively plan, manage and operate the administrative functions of the IT Division.
•Understand the business of information technology and proactively apply sound financial, human resource, vendor management, purchasing, and facilities expertise to enable the IT Division to support and meet the university’s IT needs.
•Partner with IT directors and campus business managers to ensure the financial, human, provider, vendor, and facility resources are in place so that the appropriate mix of IT services support the university’s needs.
•As a member of the senior IT leadership team, provide leadership to ensure long term planning for our technical/digital assets and operational excellence is in alignment with the IT strategic plan and needs.

Ideal candidate would be a mid-career or later professional with significant experience in the areas described, demonstrated leadership capabilities, a proven enterprise-wide perspective, and a focus on client satisfaction.

Minimum Qualifications:

•Bachelor’s degree in Business Administration, Computer Information Systems, Finance, Accounting, or another similar/related major.
•Five plus years of experience in the specific responsibilities and areas described in the position description, especially finance.
•Five plus years of experience within an Information Technology organization, or within an area closely related and heavily interacting with an Information Technology organization.
•Demonstrated ability to see the big picture of IT as well as the university; and provide leadership, perspective, and actions toward strategic goals.
•Demonstrated excellent oral and written communication skills.
•Demonstrated ability to conduct and present financial, technical, and trade-off analysis; and present results.
•Ability to handle sensitive information and confidential matters.
•Demonstrated ability to meet timelines and deliverables.
•Experience with an ERP system.

Preferred Qualifications:

•Master’s degree in Management Information Systems, Accounting, Business Administration, Finance, or another similar/related degree area.
•Five plus years of successful experience in higher education technology leadership.
•Five plus years as a supervisor.
•Ten plus years of experience in the specific responsibilities and areas described in the position description, especially finance.
•Ten plus years of experience within an Information Technology organization.
•Experience working with State of North Carolina and/or University of North Carolina System finance, procurement, and human resource systems and processes; or comparable state or university system experience.
•Extensive successful management, organizational, and planning experience, with proven ability to provide leadership in technology administration and analytical analysis with division and university leadership, performing analysis, and proposing solutions.
•Ability to work effectively with technical, academic, and administrative staff.
•Excellent oral and written communication skills, with the ability to effectively articulate highly technical, fiscal, and human resource concepts and details to the lay person.
•Experience working with information technology vendors and providers to develop effective solutions.
•Able to handle ambiguity.
•Ability to effectively and efficiently handle human resource issues pursuant to University, University System, and N.C. Office of State Human Resources guidelines and laws.
•Experience working with strategic software, hardware, and services providers in vendor, reseller, and marketplace relationships.
•Ability to function as a change agent.
•Ability to act in both hands-on and management roles.
•Understanding, knowledge, or experience in process analysis to improve operational capabilities and services.
•Understanding of project management to facilitate successful project delivery.
•Experience with Ellucian Banner ERP system.
•A sense of humor.
