Description
This position determines and implements strategies for university staff recruitment and selection, and job evaluation and compensation. Position ensures compliance with CU Board of Regents laws, and policies, UCCS policies and state and federal employment laws and regulations. This position also communicates internally and externally regarding human resource practices and specific actions. Position assists the manager, talent acquisition/compensation and other campus personnel in exempting positions from the state personnel system. This position will provide guidance and collaborate with supervisors and department heads on recruitment strategies to attract diverse populations for employment.

Job Duties: 

Recruitment and Selection 

  • Advises and consults with appointing authorities and search committees in the recruitment and assessment activities for university staff and classified staff by providing consultation on the best method of filling vacancies, identifying critical position competencies and recruitment strategies, and the assisting with the interpretation and application of university policies in the hiring process. 
  • Fosters a collaborative relationship with hiring departments. 
  • Perform job analyses of university staff positions or job codes in adherence to professional standards Assists departments in determining what type of announcement information might be the most effective; may provide quality review of job postings. 
  • Advises on the selection and design of assessment/evaluative devices and rubrics in compliance with professional standards 
Job Evaluation and Compensation 

  • Determines appropriate classification of positions by comparing with positions as described in various survey sources such as CUPA, the state personnel System, MarketPay, and similarly defined internal positions. Applies appropriate standards in determining potential exemptions under the FLSA. 
  • Works with the appointing authority and supervisor throughout the process to ensure the position description accurately reflects the qualifications required and duties of the position. 
  • Provides guidance to supervisors on compensation strategies and adjustments and ensures authorizations for actions are obtained.
  • Assists in conducting compensation analyses and establishes pay ranges for positions.  Analyzes internal matches and external surveys such as CUPA, EC, and the state classified compensation plan. 
  • Evaluates positions to determine if they meet the criteria for designation as exempt from the state personnel system according to state law (C.R.S. 24-50-135). 
Job Competencies: 

  • Knowledge of and ability to interpret and apply professional human resource methods including theories and principles, preferably in higher education. 
  • Knowledge and experience with human resource rules and policies, with emphasis on compensation, selection and appropriate classification. 
  • Ability to work effectively in both independent and team situations. 
  • Ability to take initiative and champion change. 
  • Ability to interact effectively with diverse, multicultural populations in identifying and providing effective human resources; and serve as an advocate in promoting inclusiveness in all human resources processes. 
  • Ability to maintain confidentiality and exercise discretion. 
  • Excellent oral and written communication skills, interpersonal and organizational skills. Experience with MicroSoft products, including Word and Excel.  
This position has been determined to be exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).

Salary Range: Generally starting at $47,623 - $59,528

Tentative Search Timeline: 

  • The potential dates for interviews with the search committee will be the week of March 1, 2021.
  • The potential dates for interviews with the supervisor and appointing authority will be the week of March 8, 2021. 
  • The potential employee start date is March 29, 2021.

    Qualifications
    Minimum Qualifications: 

      Bachelor’s degree from an accredited institution of higher education.
    • One year of progressive responsible human resources experience.
    Preferred Qualifications: 

    • Experience with PeopleSoft or other Human Resources data management system.
    • Experience with recruitment and selection.
    • Knowledge of the Colorado state classified employee recruitment & selection.
    Physical Requirements: 

    While performing the duties of this job, the employee is frequently required to sit.  Employee is occasionally required to move. Tasks may involve looking at computer screen continuously for long periods of time. The employee must occasionally lift and/or move up to 10 pounds.
