The University of Virginia VP for Finance seeks applicants for a Procurement Category Manager reporting to the Director of Strategic Sourcing, Alita Salley. The Procurement Category Manager works as part of the University’s central Procurement team, Procurement and Supplier Diversity Services (PSDS). PSDS buying functions fall into four spend categories: Information Technology; Research & Professional Services; General Services & Athletics; Facilities Management and Auxiliary Services.

The incumbent procures goods and services, analyzes category spend, assesses business needs, researches market trends, and implements category strategies to achieve cost savings and supplier diversity for the University.

The incumbent provides guidance to stakeholders to reduce spend on supplies and services; executes procurement tasks (including initiating and negotiating requests for proposal (RFP), working with State institutions to leverage and/or to create cooperative agreements and other business arrangements, and building business cases to support sole source justifications); holds strategic sourcing events in partnership with University-wide stakeholders; tracks and reports savings and other key metrics to management; promotes competitive business practices; and facilitates business reviews with strategic contract suppliers to evaluate and report on contract performance to support supplier relationship management efforts.

Procurement Category Manager may lead and/or train a small team of Procurement Managers/Specialists on purchasing operations. The ideal candidate possesses knowledge across multiple category areas, although subject matter expertise may reside in one category of business. Work is independent, and goals are set in coordination with a supervisor. Interim telework applies until June 2021, after which time in-office work and/or telework may be required. Candidate must possess a willingness and ability to support a diverse and inclusive work environment.


Procurement Administration (55%)

  • Performs cradle to grave procurement functions for goods and services. Assists University departments with procurement of supplies and services, to include advising faculty and business managers on University and State procurement procedures. Negotiates sophisticated agreements with vendors to ensure the interests of the University are protected while complying with State procurement laws and University policies and procedures. Runs complex sourcing events and engagements and collaborates with internal and external stakeholders to determine best value sourcing solutions. Works to streamline University buying practices, to create cost savings, and to develop innovative sourcing strategies. Leads business initiatives to streamline and improve operations across PSDS and the University.

Business Intelligence and Reporting (20%)

  • Uses University business intelligence data to review the performance of the University spend category to improve overall procurement efficiency in the marketplace. Leverages data to measure, understand, and forecast the outcomes of strategic decisions in the spend category. Influences department and management buy-in on strategic sourcing opportunities that optimize cost benefits to the University and its peer institutions. Shares industry best practices and defines acceptable performance service levels for suppliers. Develops and presents data-driven reports and sourcing strategies to University departments and leadership.

Stakeholder Engagement (20%)

  • Upholds and promotes good professional rapport with University departments, vendors, partner universities, and State agencies. Proactively engages stakeholders to anticipate business needs, problem-solve, and develop business solutions for procurements. Maintains specific focus on ways to improve supplier diversity, namely for small and woman- and minority-owned businesses, and overall procurement competition. Routinely discusses business trends, barriers to entry, and growth opportunities for suppliers with internal and external stakeholders and proposes effective business solutions.

Special Projects as Assigned (5%)

  • Assumes other duties and special projects as assigned by Director. Completes or initiates all work assigned by the Director in a timely fashion and of high quality to the Director's satisfaction.


Education: Bachelor's degree required, or relevant experience.


  • At least four years of relevant experience is required. Relevant experience applies to the core functions of the job, including Purchasing, Procurement, Contracting, Supply Chain, Strategic Sourcing, Category Management
  • Proven experience with supporting the full lifecycle of procurement activities from requirements development to contract closeout to supplier engagement is required
  • Comprehensive experience with and understanding of requests for proposal (RFP), requests for quote (RFQ), statements of work (SOW), sole source procurements, and strategic sourcing initiatives is required
  • Ability to develop and refine contract sourcing strategies is required
  • Strong working knowledge of different contract types and contract methods used to purchase supplies and services is required
  • Proven track record of achieving cost savings, implementing supplier diversity best practices, and streamlining procurement process while maximizing competition is required
  • Proven negotiation skills and contract management experience is required
  • Proven critical thinking and problem-solving abilities is required
  • Strong verbal and written communication and presentation and reporting skills is required
  • Strong analytical skills and experience developing and reporting on metrics and quantifiable savings is required
  • Ability to build relationships, develop internal and external partnerships, and influence change is required
  • Strong working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) is required
  • Knowledge of multiple category or commodity areas from a procurement and sourcing perspective is preferred
  • Knowledge of various finance functions, such as accounts payable, as they relate to procurement activities is preferred
  • Knowledge of procurement in a university setting is preferred
  • Knowledge of federal and/or state (Virginia) procurement legislation is a plus
  • Knowledge of Salesforce, Workday, and Procure to Pay systems is a plus

Licensure: Certified Purchasing Manager (CPM) or other related federal or state license or certification in relevant area—Purchasing, Procurement, Contracting, Supply Chain, Strategic Sourcing, Category Management—is preferred.

Physical Demands: This is primarily a sedentary job involving extensive use of desktop/laptop computers.

Anticipated Hiring Range: $80,000 - $95,000 (commensurate with qualifications) with UVA Benefits
