About the Department:

North Carolina State University’s College of Veterinary Medicine (CVM) is a dynamic community dedicated to developing veterinarians and veterinary scientists through advancing animal and human health from cellular through ecosystem levels. With the graduation of its first class in 1985, the CVM is one of the younger veterinary programs in the country. Located on 180 acres near downtown Raleigh, the College encompasses 20 buildings on the main Centennial Biomedical Campus. In addition to the four-year Doctor of Veterinary Medicine degree, the College offers Masters and Doctoral degrees. Faculty and students work across disciplines, employing cutting edge technologies in both basic and applied research in human and veterinary medicine.

The CVM Office of the Associate Dean for Research provides support to the faculty and their sponsored research, to provide quality proposal preparation to ensure financial compliance and management, to assist the University and principal investigators to manage intellectual properties, to enable the departments to obtain the necessary financial support for graduate student researchers, to manage post award activities and to enable sponsors to expeditiously and satisfactorily do business with the College and University, and to minimize the University’s legal risk exposure in research and service agreements and activities.

Furthermore, the Office of the Associate Dean for Research functions as the main contact point between the faculty and the university research administration (ex. Office of Research Innovation and Economic Development, and Contracts and Grants). Thus, the primary function of the Office of the Associate Dean for Research is to oversee and enhance the research program within the College. This office provides the research infrastructure and support, as well as comprehensive support for faculty and emerging scholars with both proposal and award management.

Essential Job Duties:

  • This position is responsible for all activities associated with the College of Veterinary Medicine (CVM) contract research administration, and reports directly to the Associate Dean of Research and Graduate Studies. The position works directly with faculty and graduate students, and requires substantial knowledge of granting resources and agencies in order to interpret, communicate and advise regarding venues of resource opportunities and requirements.
  • The position serves as the college liaison with NCSU Office of Technology Transfer and Industry Research, the Office of Sponsored Programs and Regulatory Compliance Services, the Office of Contracts and Grants, as well as liaison to external offices and agencies that interact with the College in matters dealing with research administration.
  • This position also works routinely with campus administrative personnel in the development and implementation of institution-wide rules and regulations necessary to maintain compliance with all research regulatory guidelines.

The incumbent in this position is directly responsible and accountable for the grant process for the college, including but not limited to:

  • Work directly with faculty to identify funding opportunities, RFPs and development of proposals; preparation of budgets, justifications,subcontracts and (MOU’s).
  • Ensure compliance with federal, state, and all agency cost-accounting standards related to research activities.
  • Attend and assist with weekly faculty and graduate mentoring in grant writing, meet individually with faculty and trainees for one on one grant guidance.
  • Serve as the liaison with NIH program officers which entails calling to discuss submissions, awards and faculty questions and answers.
  • Ensure compliance with TEARS effort reporting, managing cost share commitments related to sponsored research activities.
  • Manage and direct the pre-award grant process, assisting faculty/students with proposal development and subcontracts, including development of proposal budgets and justifications to ensure compliance and effective post award administration.
  • Functions as TEARS Coordinator, to ensure compliance of effort reporting, managing cost share commitments related to sponsored research activities
  • Ensure all policies, procedures and requirements from the sponsor as well as the cost accounting standards, state and federal requirements are met.
  • Work with research administration at other universities and other colleges on NCSU campus on interdisciplinary proposals.
  • Prepare and process all non-technical portions of pre-award research agreements using university, sponsor and federal systems (delegated authority to submit federal proposals through grants.gov and fastlane)—position is Authorized Organizational Representative.
  • Provide oversight on development Testing Service Agreements with Faculty and SPARCS representatives.
  • Provide oversight on Post-award Close Outs and ensure timely and complete submissions.
  • Monitor Conflict of Interest completions by CVM faculty and staff.
  • Audit of cost share and HR for new proposal awards.
  • Assist faculty with Project Information and Navigation System (PINS) for new proposals, supplements, and continuations (includes the training new
    faculty).
  • Serve as College liaison to SPARCS and Contracts&Grants
  • Submission through eRA Commons of Progress Reports.
  • Partner with C&G as well as faculty on resolution of sponsor invoices delinquent 60 days.
  • Attend RSC Executive Committee meetings as well as RSC meetings and Q&A sessions.
  • Attend CVM Research Committee meetings. Participates in CVM internal research call for proposals, submissions, reviews, awards and follow up with awards.
  • Responsible for college reporting Requirements: AAVMC, NSF, USDA Animal Health formula funds, Annual Reports, and ad hoc reports as required by College/Research Office

Minimum Experience and Education:

Bachelor’s degree required.
Minimum 5-7 years experience.

Other Required Qualifications:

  • Knowledge/experience in research proposal development and submission processes to funding agencies.
  • Ability to understand and interpret guidelines, rules and regulations, and analyze policies and procedures relevant to funding agencies.
  • Proficiency in written and verbal communication with a diverse constituency.
  • Working knowledge of PINS, PAR, RADAR, PSFinancials, PSHR,TEARS, Grants.gov, Fastlane, etc.
  • Ability to prioritize during heavy workloads, shifting priorities, and pending deadlines.

Preferred Qualifications:

  • An advanced degree in a related field preferred.
  • Certification as/Research Administrator (CRA)
  • Ability to establish and maintain effective working relationships with a wide variety of clients and colleagues.
  • Ability in the fiscal and administrative management of complex agreements and relationships with external sponsor/funding agencies
  • Advanced proficiency in Microsoft Office (Word, Excel)
  • Experience in contracts and grants proposal review and oversight
