Job Description Summary
Reporting to the Chief Wellness Officer (CWO), the Executive Director of Student Health and Counseling will lead a transformative initiative to integrate physical and behavioral health to create a new, integrated Penn Student Wellness (PSW) devoted to nurturing the holistic well-being for a vibrantly diverse student community and a cohesive vision for health and wellness across campus. This position will oversee departments that provide comprehensive, world class physical, mental and behavioral health services that nurture the resilience of nearly 25,000 undergraduate, graduate, and professional students.

The Executive Director will serve as a thoughtful partner and collaborator with the Director of Campus Health and their public health initiatives and the Chief Operating Officer representing other administrative functions including Insurance and Immunization Compliance and fiscal and budgetary issues.

Specifically, the Executive Director of Student Health and Counseling will:

  • Lead a multidisciplinary team of clinical staff including physicians, nurse practitioners, therapists, counselors, nurses and other allied health care providers in the delivery of services that incorporate contemporary and innovative models of care, promote collaboration, and assure cultural competency and continual professional development
  • Further opportunities for integration of clinical physical, mental and behavioral health services to students in order to reduce barriers for access and increase opportunities for engagement with underrepresented populations.
  • Provide strategic vision and campus wide leadership on physical, mental, behavioral health and wellness issues, representing Penn's mission and values with internal and external constituencies including students, families, administrators, faculty, and staff
  • Promote engagement and collaboration with student groups, leaders, and individual students to ensure that Penn continues to provide best-in-class physical, mental, behavioral health care and wellness services
  • Use quantitative and qualitative metrics to assess services and programs and continuously evaluate the efficacy of care to students including discrete, underserved, cohort communities

    Job Description

    • Lead the provision of coordinated and integrated services to undergraduate, graduate, and professional students including individual direct clinical care, counseling, group counseling, outreach interventions, consultation interventions, referral resources, and referral follow-up; provide crisis intervention and emergency coverage when necessary and actively collaborate with UPHS to deliver seamless access to care
    • In conjunction with the Chief Wellness Officer assess the physical, mental and behavior health needs of the Penn community to refine existing organizational structures and programming to ensure access and best in class delivery of services to meet the evolving needs of the student community. Ensure services that are preventative as well as responsive to the diverse needs of the student population including but not limited to differences in sexual/relational orientation, gender identity, racial, cultural, disability, religious, intellectual, and ethnic diversity among students.
    • Serve as a primary member of an integrated Penn Student Wellness team to provide outreach, consultation, training, and professional development to members of the University community. Foster an environment that is beneficial to the development of students. Identify and address issues and problems in the environment that may impede the academic progress of students. Advise University administrators and personnel on relevant health matters.
    • Lead the administration and coordination of the resources and activities of clinical services including integration of existing operations, strategic planning and goal setting; accreditation and compliance; identification and attainment of service objectives; resource allocation; program evaluation and research; evaluate the performance of all clinical staff periodically and, formally, annually. With the staff, develop and implement protocols, policies, and procedures for clinical operations. Maintains ongoing review of the medical and nursing needs, trends, and delivery of primary medical care to students presenting for care at the Student Health Service. Recommends and implements changes in the delivery of health care, staffing patterns, and in services provided, to improve the quality, the cost effectiveness, and the timeliness of services provided. Maintains accreditation as appropriate.
    • Assure the robust use of technology in providing physical and mental health care and wellness resources and assessing student needs. Maintain confidentiality and appropriate management of sensitive student information, records, and data.
    • Lead staff coordination and participation in activities of appropriate professional organizations, clinical research programs, submissions to the Institutional Review Board (IRB) as appropriate, submission of research findings and best practices to appropriate professional organizations for presentation at meetings, and the preparation of manuscripts that are submitted to peer reviewed journals.

    Qualifications: M.D., PhD or equivalent degree required with an emphasis on adolescent medicine or college health preferred. A minimum of five years clinical experience required. Experience with public health initiatives preferred. Significant experience in health care administration with five or more years' experience in college health preferred. Licensed to practice in the Commonwealth of Pennsylvania; certification to dispense narcotics (from the Commonwealth of Pennsylvania and the Federal Government). Experience in the oversight of clinical services, including behavioral health and health promotion and wellness. Experience in effectively managing human resources, risk management, and significant problem solving. Experience in reinvisioning existing structures and operations, strategic planning, budgeting, and fiscal management. Strong clinical communication and writing skills essential; familiarity with the University and hospital organization and administration, budgetary procedures, and business administration procedures. Skill in consensus building with peers and staff, with strong cultural competency in working with diverse populations. Excellent communication and interpersonal skills.
