The Chief Information Officer (CIO) performs highly accountable administrative and managerial work in a complex organizational structure. The CIO exercises considerable independent initiative and judgement. The CIO supervises the following areas: telecommunications; networking; programming; personal computer support for hardware and software; open labs; administrative computer (ERP Systems); and other IT operations. The CIO will lead the Institute’s ongoing commitment to promote and support the strategic use of Information Technology that advances the overall mission of the Institute. This position reports to the Vice President for Finance and Operations.
Key Duties and Responsibilities:
•Plans, supervises and evaluates Information Technology (IT) related activities.
•Plans and implements IT strategy.
•Manages overall IT operation across the campus.
•Plans and maintains overall IT budget.
•Evaluates, approves, and acquires campus-wide hardware and software.
•Plans and implements Disaster/Recovery and Business Continuity.
•Plans and manages IT strategic objectives.
•Creates, maintains, and enforces written IT policies and procedures.
•Coordinates and implements IT security related policies, procedures, and standards with the Information Security Officer (ISO).
•Serves as Information Resource Manager as defined by Texas Administrative Code 211 and the Texas Department of Information Resources.
•Works along with Executive Leadership to ensure IT alignment with the Institute’s mission, academic goals, and decision making.
•Provides leadership and vision for new emerging technology that will align with the Institute’s mission and goals.
•Leads, directs, manages and plans for appropriate training and career growth opportunities for personnel within Information Technology services.
•Plans and manages ERP projects, including third-party-software integration.
•Ensures the Institute stays abreast of new technology and IT best practices.
•Performs other job-relate duties and functions as assigned.
Minimum Qualifications Required:
Bachelor’s degree from an accredited four-year college or university with major course work in Information Systems, Computer Science or related area. Minimum ten years extensive job experience in the field with four years in a supervisory or management position. Experience in system design, selection, installation, and conversion.
Extensive knowledge of operating systems and telecommunications concepts.
Knowledge of computer operations procedures and systems.
Ability to process information logically, to design programs and systems logic.
Ability to interpret technical information relating to system, networking, and telecommunication.
Ability to conduct short-range and long-range project planning.
Ability to assess future needs.
Knowledge of computer hardware and software.
High degree of communication skills, written and spoken.
Ability to solve problems and be multi-tasked.
Ability to supervise the work of others.
Ability to evaluate programs and procedures.
Ability to develop and interpret policies and procedures.
Ability to interact with students, faculty and staff in professional manner.
Must be able to demonstrate sensitivity to the needs of students from diverse backgrounds.

Knowledge of vendor management, shared services, contract negotiation/management.
