Job Summary

Please note, this position is with the Office of the Chancellor at the PA State System of Higher Ed, not Kutztown University. KUHR is only providing HR administration for this search.

This Construction Contract Manager position reports to the Eastern Regional Procurement Office (RPO). Please note, this position is primarily to manage western PA universities and could be based at IUP and further will require travel for construction pre-bid meetings at those western PA universities.

The incumbent is responsible for:

  • Bidding and contracting for design and construction contracting for multiple universities
  • Supporting the planning and construction offices with sourcing/contracting support in accordance with State procurement regulations
  • Minimum Qualifications

    • Bachelor’s degree in business administration or related field.
    • Minimum three years experience in procurement.
    • Demonstrated history of supervisory experience.
    • Experience with integrated ERP systems.
    • Strong management skills including but not limited to directing tasks and project assignments, effective planning, organization, problem solving, oral, and written communications.
    • Experience using various software including but not limited to Microsoft Office, Outlook, Dropbox, etc.
    Preferred Qualifications

    • Experience in a higher education setting, SAP, C.P.M. or CPPB certification, knowledge of centralized purchasing procedures, knowledge of Commonwealth, PASSHE, or public procurement guidelines, Microsoft Office skills, and demonstrated ability to work with diverse populations are all preferred.

    Located on 325 acres in Kutztown (population:4,500), the university is 20 miles from both Reading and Allentown, 90 miles from Philadelphia and 100 miles from New York City.
