Program Manager of Organizational Development

Description
The Procurement Service Center (PSC) provides leadership to the University of Colorado in the procurement of goods and services and in paying debts to vendors and travelers by combining sound business controls with efficient and timely service. The functional areas of the PSC include Purchasing Services, Strategic Sourcing, Supplier Relationship Management, Payable Services, Commercial Card Program, Travel Program, Small Business Program, Contract Services, and Procurement Systems. PSC is the system owner of CU Marketplace and Concur Travel and Expense.

Position Summary
The Program Manager, Organizational Development incorporates and executes project management best practices and supports activities relating to portfolio and change management within the University of Colorado's (CU) PSC. This position is responsible for executing projects in alignment with Project Management Body of Knowledge (PMBOK) methodology, supporting business analysis to effectively inform the project management process, and leading and/or serving on cross-functional project teams which execute strategic objectives, key initiatives, or operational goals.  This position will also support the development and improvement of overall PSC organizational health, including communication and employee engageent best practices.

This position reports to the Chief of Staff and Director of Organizational Excellence and is exempt from the State of Colorado Classified Staff system.   

Duties and Responsibilities
Duties and responsibilities of the position include, but are not limited to: 

Project Management 

  • Utilizing project management best practices, serves as the project manager, project lead, or supporting project team member on PSC projects.  Project Management Areas of focus include:  
    • Supporting the process of defining or clarifying project scope, goals and deliverables
    • Drafting functional and/or resource requirements
    • Managing project team(s)
    • Evaluating and confirming project resources
    • Performing stakeholder analyses
    • Creating schedule and project timelines
    • Tracking deliverables
    • Supporting and directing team(s)
    • Leading quality assurance and quality testing protocols
    • Monitoring and reporting on project progress
    • Presenting and reporting on progress, issues and proposed solutions to stakeholders
    • Implementing and managing change when necessary to meet project outputs
    • Evaluating and assessing results of projects  
    • Identifying, analyzing, and preparing risk mitigation tactics in support of project management activities
    • Integrating change management activities into project plans
  • In conjunction with subject matter experts, utilizes business process analysis techniques to:
    • Evaluate, document, and define operational objectives
    • Determine strategic, operational, or organizational recommendations
    • Draft change management communications and customer engagement strategies (both internal and external)
    • Construct workflow charts and diagrams and document current and future state process maps  
    • Analyze, document, and communicate the operational impact of any changes 
    • Analyze business processes, anticipate future requirements, uncover areas for improvement, and support the development of proposed solutions 
  • Conducts meetings and presentations to share ideas and findings  
  • Performs requirements analysis as well as document and communicate findings  
  • Gathers critical information from meetings with various stakeholders and produces useful reports and recommendations in relation to project goals and objectives 
Organizational Health Activities

    Evaluates and develops employee engagement and organizational health strategies Plans and executes employee engagement and organizational health activities which support PSC strategies Plans and coordinates diversity, equity, and inclusion initiatives – relative to internal engagementSupports external community engagement opportunitiesSupports and manages communication efforts that impact customer experience, including the continuous evaluation of:
      The design, development, delivery, and management of communications, outreach, and marketing effortsWebsite effectiveness and enhancementsChannel identification, opportunity assessments, and improvements  
    Serves as a model in promoting a positive work environment, spirit of cooperation and support for coworkers, and professionalism within the organization and when interacting with internal customers, external suppliers and business partnersUnder the direction of the Chief of Staff and Director of Organizational Excellence, may serve as a lead or supporting team member identifying best practices, implementing solutions, and ensuring consistency of practice around talent development and management, including, but not limited to:
      PSC Recruitment and Interview ProcessPSC Employee OnboardingContinuous professional development and internal PSC training initiatives
Project Management Strategy & Portfolio Management Support

    Supports the strategy, development, and execution of a project management framework for the departmentServes as a project management expert, mentor, and advisor to others in the departmentIdentifies opportunities for improving the delivery of project management processes and leads or supports the implementation and change management efforts necessary to continuously improve the PSC project management practicesManages updates to the PSC portfolio  Works with the appropriate internal and external partners to ensure goals and resource requirements are clearly defined  Conducts upstream and downstream impact analyses and documents and reports finding to the PSC leadership teamFacilitates the prioritization or re-prioritization process of initiatives with the PSC leadership team, ensuring alignment with the PSC strategic goals and objectives  
Who we are: System Administration, which also houses the Office of the President, is located in the uptown neighborhood of Denver with a few smaller offices located on the campuses.  However, this position is located in Denver or has the ability to work remotely.  Many of our departments support the educational and research missions of the four University of Colorado campuses, but System Administration is not considered a campus. What we offer:

Salary: The salary range has been established at $61,888 - $78,767, with the expected hiring range to be $65,000 - $69,000.

Qualifications
Minimum Requirements:

  • Bachelor’s degree from an accredited institution of higher education, or equivalent professional experience (professional experience may be substituted on a year-for-year basis for the educational requirement)
  • Three (3) years’ professional experience serving as a project manager or on a project team in support of one or more of the following:
    • Technology implementation
    • Process or procedural changes
    • Program management 
    • Drafting outreach or marketing communications
    • Developing training in support of change management activities
Preferred Qualifications:

  • Five (5) years’ professional experience serving as a project manager or on a project team, as indicated above, which may also include:
    • Experience working with or in government or an institution of higher education
    • Experience working in the field of supply chain or procurement management
  • Project Management Profession (PMP) or equivalent project management certificate
