Job Description:


Full-Time HR Specialist: Staff Assistant; Human Resources, Haverhill Campus (Lawrence Campus as needed); 37.5 hours per week; Non-Unit Professional Position

POSITION SUMMARY: HR Specialist provides support in all areas of Human Resources administration including issues which are extremely sensitive requiring a high degree of confidentiality. Reports to the Executive Director of Human Resources and works with the CFO/COO as necessary.


ANTICIPATED START DATE: February 2021


RESPONSIBILITIES:


  • Coordinates the recruitment process of all College employees including, but not limited to, personnel requisition forms, vacancy notices preparation, placement of advertisements, scheduling of interviews and coordinating/training search committees.
  • Prepares detailed hiring paperwork for new employees so that they can be properly and timely paid, and costs can be charged to proper accounts.
  • Conducts orientations for all new hires.
  • Drives hiring initiatives for underrepresented candidate populations.
  • Sources diversity talent channels.
  • Conducts and tracks national CORI and SORI criminal background check processes.
  • Maintains confidential personnel records for all College employees.
  • Maintains employee databases via interactive on-line systems, Interview Exchange, HR/CMS and Banner, etc.
  • Provides administrative support to the Human Resources/Compensation Management System (HR/CMS) for the Human Resources sub-systems.
  • Oversees, manages and coordinates annual performance evaluation processes, ensuring that the process is conducted in accordance with collective bargaining agreements or personnel policies handbooks.
  • Provides excellent customer service and assistance to visitors and callers including serving as a resource to College employees for questions regarding personnel policies, procedures, confidential records, etc.
  • Assists the Executive Director of Human Resources with projects on an on-going basis.
  • Collaborates with the President's Office to coordinate the appointment process for all benefitted new hires including but not limited to, personnel action items, tracking, name tags etc.
  • Works independently and/or collaboratively in meeting critical deadlines.
  • Cross-trains in various aspects of Human Resources and Payroll functions.
  • Recommends new approaches to procedures to achieve greater efficiency and improve services.
  • Builds and maintains teamwork with coworkers in Human Resources/Payroll.
  • Assists with the Request to Employ processing.
  • Composes departmental correspondence as necessary.
  • Serves as a Title IX/Affirmative Action Representative in capacities as needed (advisor, investigator, coordinator, etc).
  • Manages, coordinates and tracks requirement in obtaining official transcripts for new hires.
  • Manages, coordinates and tracks required College-wide compliance training for MA State Ethics Commission's Conflict of Interest Law, as needed.
  • Assists with creating Personnel Actions Requests (PARs) for full-time benefitted faculty and staff and coordinates same with appropriate exhibits, administrative and budgetary reconciliation of expenditures, as needed
  • Reviews and updates personnel files by keeping electronic files up-to-date through bar coding and scanning and filing in personnel files
  • Serves on College committees as assigned.
  • Performs related duties as assigned.



Requirements:


MINIMUM QUALIFICATIONS:


  • Bachelor's Degree
  • 5+ years combined demonstrated experience in human resources, office administration, customer service and/or payroll
  • 2+ years demonstrated recruiting experience
  • Excellent oral and written communication skills
  • Excellent organizational skills
  • Ability to work independently and as part of a team
  • Demonstrated computer skills including Word, Excel and ACCESS
  • Ability to establish and maintain harmonious working relationships with faculty, staff, students and the general public
  • Ability to work in a sensitive, confidential environment and maintain the integrity and confidentiality of personnel and payroll data, employee records and other related information

PREFERRED QUALIFICATIONS:


  • Commonwealth of Massachusetts and Department of Higher Education human resources experience
  • Knowledge of computerized human resources information systems
  • Experience with the Massachusetts State Payroll System
  • Experience with employee training software
  • Experience with Collective Bargaining Unit employee issues/contracts
  • Experience with Diversity Recruiting
  • Experience in sensitive personnel investigations
  • Bilingual fluency - English/Spanish.
  • Experience working with and supporting a culturally diverse, urban population in a Hispanic-Serving Institution



Additional Information:


SALARY: Anticipated starting salary range is $42,000.00 - $52,000.00 annually with complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits.
