Information technology plays an important role supporting educational services and providing access to the students of LTCC.
Under the general direction of the Vice President of Administrative Services, this position will coordinate and administer a comprehensive college-wide information technology department that integrates data informed approaches to information systems and procedures; provide strategic leadership and advocacy to service and programmatic areas involving service to academic programs, instructional support, administrative support, student services and District leadership; support campus technology, electronic classrooms and labs, telephone, video, audio, project development, event support and emerging technologies; identify opportunities to ensure technology is focused on the comprehensive master plan and strategic goals.
Administrative Services provides the campus with essential services to ensure the ongoing operations of the college and serves as the liaison to classified staff. Each of the departments within the Administrative Services provides critical support to ensure continued safe and sound operations of the college. The Information Technology department supports virtually all areas of the College.
On July 17, 2019, LTCC received approval from the California Community Colleges Chancellor's Office to proceed with the Remodel for Efficiency and Science Modernization (RFE) project. The RFE project will renovate and modernize laboratory, office, and other space totaling 23,014 square feet of LTCC’s Main Building, the Fine Arts Building, and the G Buildings. The modernization of this space will replace outdated classroom and lab spaces and address safety and security deficiencies. The project will also provide accessibility improvements inside the Main Building and at the campus main entrance. Construction on this project is set to begin on July 1, 2021.
The college currently serves just over 8,000 students annually, helping them to earn terminal degrees, preparing them for transfer to four-year institutions, instructing them in basic skills, and readying them for successful careers through the college's career and technical education offerings.
Normal hours of work are Mondays through Fridays, 8:00 a.m. to 5:00 p.m.; however, hours may vary according to the needs of the department and workweeks exceeding 40 hours are typical during high workload periods. Under the direction of the Vice President of Administrative Services, plan, organize, control and direct the activities and operations of Information Technology; evaluate, develop, modify and implement information systems and procedures; provide strategic leadership and advocacy to service and programmatic areas involving service to academic programs, instructional support, administrative support, student services and District leadership; support campus technology, electronic classrooms and labs, telephone, video, audio, project development, event support and emerging technologies; identify opportunities to ensure technology is focused on the comprehensive master plan and strategic goals.Representative Duties:
Plan, organize, control and direct the activities and operations for the Information Technology department; evaluate, develop, modify and implement information systems standards and procedures.
Design the appropriate IT organization structure; coach and develop personnel, providing real time feedback; ensure that the responsibilities and accountability of all direct and indirect team members are defined and understood; provide guidance to all team members on technical and architectural issues.
Develop, implement and monitor goals, priorities, procedures, schedules and standards related to internal information systems operations that support established district goals and priorities.; ensure compliance with established goals, priorities, procedures, schedules and standards.
Analyze existing systems and operations; assess and advise on hardware, software and alternative methods of meeting District information requirements; review proposed hardware and software projects as well as provide revisions to existing platforms; understand the lifecycle management of software and hardware solutions.
Lead a comprehensive information security program that leverages collaborations and campus-wide resources, facilitates information security governance, advises on security direction and resource investments, designs appropriate measures and policies to manage information security risk, and provides strategic guidance and technical assistance in securing and accessing University-wide systems.
Develop technological vision and strategy, including the information technology of the organization, enterprise architecture, vendor strategy, IT department objectives and roadmap in alignment with the overall goals and objectives of the District.
Oversee the development and control of District’s databases; develop and implement District-wide database standards.
Provide leadership in enterprise-wide project selection, prioritization and sequencing balancing desired outcomes against available resources; propose alternative solutions to business problems and opportunities with recommendations on value, costs and risks; proactively recommend process enhancements and new solutions to improve business effectiveness, security and efficiency.
Plan and oversee the implementation of IT related projects and new systems, including ERP system customization and integration and network and mobile device security.
Coach and support District employees to help them more effectively utilize technology solutions.
Develop and maintain business recovery plan to ensure timely and effective restoration of IT services in the event of a disaster.
Lead negotiations with vendors; create optimal portfolios of vendors to ensure the highest values of delivery from technology suppliers.
Design and support wide and local area networks; troubleshoot network problems; install networks; maintain District servers.
Manage computer system activity including security, problem analysis, troubleshooting system hardware and software components, crisis recovery, hardware and software updates and tuning of computer systems for efficient operation and support for District students and personnel.
Build and design technology infrastructure, including networks, applications and computer systems to ensure service delivery for students and employees.
Perform systems analysis, system design and database management work; participate in the testing and de-bugging activities of District programs; perform related systems activities including configuring new computers, installing systems and repairing systems as needed.
Provide technical expertise, information and assistance to the assigned administrator regarding assigned functions; assist in the formulation and development of policies, procedures and programs.
Assist personnel regarding the technical aspects of data processing including system and program operations, equipment, costs, operations problems and other related areas.
Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned activities and personnel.
Communicate with other administrators, vendors, consultants, personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts and exchange information.
Maintain a thorough understanding of current trends in the areas of computer hardware and software, telecommunication, systems analysis and design, automated office procedures and public policy and law related to technology in a higher education context.
Create, maintain and evaluate clearly understood business performance metrics to assess the gap between desired versus actual outcomes and cost effectiveness.
Develop and prepare the annual preliminary budget for Information Technology; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations; prepare cost estimates on data processing activities and project control as directed.
Assist with the development of District planning documents, policies, procedures, manuals and guides related to effective college operations.
Provide technical expertise, information and assistance to the Vice President regarding assigned functions; assist in the formulation and development of policies, procedures, prioritization and programs.
Perform related duties as assigned.Qualifications:
Education and Experience:
Any combination equivalent to: Bachelor's degree in Computer Science, Management Information Systems or related field and five years of experience managing medium-to-large scale enterprise network and server infrastructures including supervising, mentoring, and developing technical support staff; proven track record of leading complex IT projects, building and implementing test plans, as well as creating and maintaining technical and organizational policies; may substitute a combination of education, experience, certifications, and training that would produce the required knowledge and abilities.
