Job Description:

The Department of Medicine, Division of Hematology Oncology is seeking an Assistant Director, Health Care Administrator. This position will report to the chief of the division of hematology and oncology, the division administrator is responsible for directing and managing the administrative (39 faculty plus research and support staff), fiscal ($15.0 million budget), grant, continuing medical education (15 fellows) and clinical functions of the division in support of advancing the College of Medicine’s education, clinical service and research missions. The division administrator has significant input into the formulation of division policies and procedures based upon a demonstrated understanding of the division's function and role. In partnership with the division chief, develop and implement strategic plans and initiatives for the division. Overall responsibilities include implementation of College of Medicine and University of Florida policies and procedures; preparation and analysis of budgets, financial reports and clinical operations; and administration of personnel policies and procedures. The division administrator has substantial managerial responsibility and requires a broad range of skills and the exercise of considerable judgment and initiative. Working in concert with the division chief, the division administrator must align the division’s financial and administrative procedures with Department of Medicine, College of Medicine, UF Health Physicians (UFHP) and University of Florida objectives by establishing systems to ensure compliance.

Essential Functions Include;


Financial Responsibilities -
• The division administrator is responsible for ensuring the division is in compliance with university accounting rules, which includes federal and state rules and regulations.
• Responsible for the accuracy of the division’s financial transactions; ensures all transactions are processed in a timely manner.
• Responsible for safeguarding division’s assets by protecting and accounting for resources such as cash and fixed assets (inventory items).
• Assist the division chief with developing the divisional budget in accordance with the principles and guidelines developed by the College of Medicine’s Financial Services Division. Provide explanation for any variances in clinical revenue, wRVUs, and expenses when requested by the department.
• Provide financial information and analysis to the division chief for strategic decision-making.
• Assist the division chief and department administrative staff with negotiating, implementing and monitoring contracts with third parties.
• Ensure division fiscal staff is adequately trained.

University Faculty Practice/Revenue Cycle Management Responsibilities -
• Responsible for developing the charge and wRVU budget based on knowledge and analysis of expected provider activity, payor and procedure mix; for educating providers on new coding/reimbursement/compliance, HIPAA, and other regulatory requirements.
• Responsible for providing input to the development of the clinic budget - the division administrator is responsible for collaborating with the UFP Clinic Directors and the Clinic Managers to develop visit projections and expense budgets.
• Responsible for analyzing clinical collections with UFP liaison to identify problems and to develop solutions.
• Responsible for preparing analysis of clinical activity for the division to use in making strategic decisions.

Division Administrative Responsibilities -
• Responsible for coordinating and managing division human resources and appointment activities for faculty, TEAMS, USPS, OPS and graduate assistants regarding hiring, reappointments, promotions, evaluations, timekeeping/leave keeping administration, licensure and immigration. Coordinates with central department administration on all HR activities. Participates in the resolution of personnel issues and problems.
• Ensures that salary and fringe benefit costs are distributed to the appropriate funding source.
• Implements faculty compensation plan and evaluative materials used in determining salary increases. Provides data to division chief regarding faculty and staff salary benchmarks to determine starting salaries, as well as salary increases.
• Supervise all administrative functions of the department. Supervises physical inventory by lab/unit, projects, and other offices having custody of university property.
• Recommends reassignment and/or redesign of facilities to accommodate current and future needs. Facilitator for the division in all major renovations and moves.
• Trains, supervises and mentors division support staff utilizing their abilities by delegating effectively. Provides staff with growth opportunities, professional training and the tools required to work effectively.
• Responsible for the interpretation and application of College of Medicine and University of Florida personnel/payroll policies and procedures; formulates and implements department procedures; ensures the department functions in accordance with all University of Florida, State of Florida and federal regulations. Provides appropriate training for faculty and staff including, but not limited to, billing and research compliance, HIPAA, SPICE (Security Program for Information and Computing Environment), security, lab safety, residency rotations, grants and contracts management and the University of Florida’s Environmental Health & Safety (EHS) regulatory requirements for physicians, nurses, residents and researchers.
• Provide strategic financial leadership and support for potential alliances, investments and other issues affecting the business interests of the division, department, and the College of Medicine. Works with the division chief in the development and analysis of strategic planning initiatives including development of new programs, hiring of faculty, staffing levels, market share, marketing and promotion of clinical programs, and identification of funding opportunities.

Academic Administration Responsibilities -
• Responsible for ensuring that the semester faculty activity reports are completed and authorized in a timely fashion using the University of Florida’s on-line faculty effort report system.
• Provide data to department chair to establish clinical faculty wRVU targets relative to the College of Medicine’s faculty compensation plan.
• Responsible for ensuring that annual faculty evaluations are completed, distributed and returned to the department chair. Verifies that faculty mission assignments and RVU targets are included in annual faculty letters of evaluation.
• Supervise and provide support for the division’s fellowship program activities.

Research Administration Responsibilities -
• Responsible for managing and overseeing grants for the division and maintaining an inventory of the division's grant portfolio. Assists with the development of research funding opportunities relevant to the interests of the division and principal investigators.
• Oversees the pre- and post-award activities for all contracts and grants divisional activities, which requires a thorough understanding of funding agency guidelines. Pre-award activities include budget development, review of faculty effort and potential staffing and space needs. Post-award activities include overseeing billing activity, correct distribution of employees, regulatory requirements, ensuring current certifications, and that actual effort is consistent with budgeted effort.
• Provide administrative oversight of the division proposal process. Ensures that the various agency requirements are met.
• Provide administrative oversight of the division’s clinical trials and drug studies to ensure compliance with College of Medicine and University of Florida IRB, IACOC and billing guidelines and processes.
• Responsible for careful monitoring of grant and contract expenditures for all division projects in accordance with established University of Florida policies and procedures and for providing periodic reports and statistics for department planning purposes.

Expected Salary:

$80,000 - $95,000

Minimum Requirements:

Master's degree in an appropriate area and two years of relevant experience; or a bachelor's degree in an appropriate area and four years of relevant experience.

Preferred Qualifications:

Master’s degree in Health Care Administration, Business Administration or equivalent area of specialization. Experience with extramural grant funding, accounting, health care management or physician management experience preferred
