The Associate Vice President (AVP), Stanford Health Care, Office of Government Affairs under minimal supervision will be responsible for the day-to-day management and relationships with governmental and legislative bodies and individuals, providing coordinated efforts, research and activities in the legislative and political arenas on behalf of SHC. Provide supervisory oversight for program staff, budget, and priority setting. This position will report to the Sr. Associate Vice President, Office of Government Affairs and will work in close collaboration with the President and Chief Executive Officer of SHC, as the primary client representative.


The Office of Government Affairs coordinates and facilitates Stanford University’s and SHC’s interactions with local, state and federal governments, as well as its relationship with neighboring communities. The Office promotes the interests of the University’s and SHC’s key constituents through contact with public officials, involvement with educational organizations, tracking of pertinent legislation and direct advocacy on a wide variety of issues from land use policies to funding for the basic sciences to health care. The Office of Government Affairs also serves as a liaison between the university and SHC and their neighboring communities by maintaining relations with numerous community-based organizations and individuals. Government Affairs supports campus-community efforts that contribute to the vitality of the greater community.


  • Partner with the Sr. AVP for the Office of Government Affairs, the President and CEO of SHC, and SHC’s senior management to develop strategies, tactics, and policy positions to enhance the legislative and public policy agendas of SHC.
  • Lead, develop, supervise, and evaluate an effective team whose primary responsibility is to meet SHC’s government and community relations objectives
  • Lead execution of governmental relations strategy for SHC in conjunction with and at the direction of the President and CEO, Vice Presidents and COO of SHC , and physician leaders and medical staff on local, state and national legislative, regulatory, and policy matters. Keep fully informed on issues and concerns. Provide leadership, direction and content on positions and response.
  • Coordinate with the community benefits manager at SHC to facilitate strategy development and SHC executive and physician participation in strategy implementation when needed.
  • Conduct active and on-going monitoring and information gathering concerning matters of current and proposed law and public policy that may impact the mission of the university and SHC.
  • Develop effective working relationships with elected governmental officials, their staff and advisors, and facilitate SHC’s efforts in the legislative and public policy arenas.
  • Advocates before public officials to advance and/or defend the mission of SHC.
  • Serves as a primary spokesperson for the hospital on government and community relations matters.
  • Acts as a liaison between SHC senior management and the local, state and national political consultants and with governmental affairs representatives from other institutions.
  • Plan visits for SHC and university leaders to federal, state and local government centers, including identifying key government leaders with whom leadership should meet, informing them of the executive’s goals for his visits, creating briefing materials and ensuring follow-up to the visits.
  • Work with SHC department heads to plan and execute Congressional staff campus visits and other high-level governmental visits to campus, hospitals or clinics.
  • Supervise relevant public reporting requirements for SHC advocacy efforts.

Education & Experience:

Bachelor's degree and ten (10) years of relevant experience in public policy and government affairs, including two (2) years of management experience. Advanced degree (e.g., JD, MBA, MPA, MPP) and experience in the health care industry, hospital setting, and/or public policy preferred. Combination of education and relevant experience may substitute for degree or education requirements.

Knowledge, Skills and Abilities:

  • Experience in a government affairs environment, expert knowledge of local, state and federal government, and familiarity with community issues/concerns.
  • Experience working closely with C-level hospital/healthcare executives, physician leaders and medical staff on government and community relations matters. Proven ability to provide leadership, direction and content on positions and response.
  • Experience in effective communication at all levels of an organization and in serving as the spokesperson for a hospital or healthcare environment.
  • Experience as a lobbyist or employed as an aide/advisor to an elected or appointed government official with working knowledge of the political system and political process at the federal, state and local levels.
  • Knowledge of state and federal regulatory requirements related to healthcare compliance.
  • Demonstrate a high level of judgment, analytical and conceptual skills. Comfortable working at both high-level strategy and detailed implementation, with ability to see the implications of decisions.
  • Excellent communications skills and presence at all levels and for all audiences, nationally and internationally.
  • Ability to diplomatically resolve problems and build key relationships.
  • Experience in shaping public attitude through the effective use of print and electronic media.
  • Experience re-building a government affairs team – attracting, identifying, and selecting talent that meets the long-term needs of the organization.
  • Experience leading a highly effective team in a highly complex environment.
  • Demonstrated experience engaging and motivating groups of diverse individuals.


  • Constantly perform desk-based computer tasks.
  • Frequently stand/walk, sit, use a telephone, grasp lightly/fine manipulation, speaking.
  • Occasionally grasp forcefully, writing by hand.
  • Rarely sort/file paperwork.
