Provides outreach and activity coordination with federal and state agencies, local governments, and community organizations as well as the State University System's Board of Governors.

Ensures the quality, service and efficiency of the daily operations of Facilities Planning, Space Utilization, Leasing, Property Management, GIS Mapping, and Archives sections within the Facilities Department by managing the planning of major project development, including the preparation of facility programs and capital funding requests (Fixed Capital Outlay Budget Request); maintaining and updating the University’s adopted Campus Master Plan; integrating project details into the University’s Space File; leasing off-campus and on-campus space and property; acquisition and disposal of real property; and maintaining and expanding the Facility Department’s archival resources. Establishes and maintains effective communication and coordination within assigned areas and with other sections and department leadership.

Responsible for analyzing, studying, and evaluating multiple alternative strategies for solving complex planning problems driven by the campus transformation and other programmatic initiatives; quantifying current and future space and/or facility requirements; and assessing the condition/appropriateness of existing facilities and recommend solutions/alternatives to further the University's mission and vision.

Provides leadership and direction in policy development and implementation relating to the Campus Master Plan, Space Utilization, and Facility Program Development efforts; interprets and administers policies established by federal, state, and local agencies; and provides policy interpretation and direction by advising University committees and administration concerning the physical development of the campus.

Responsible for the Department's archival resources. Responsible for maintaining the University's archival resources, in both a hard copy and electronic format to include construction documents, training manuals, photographs and other construction-related and historical materials.

Responsible for the University's GIS Mapping enterprise. Provides guidance and direction related to mapping needs and assists in the administrative direction and growth of the department's mapping and related data analysis initiatives. Responsible for managing the University's mapping efforts.

Responsible for the University's Leasing enterprise, including the lease of off-campus and on-campus land and space. Oversees the Leasing program to ensure that the leasing needs of the institution are met; ensures that leases represent good value for the University; works with various divisions, departments, and the Office of General Counsel to ensure that all leases are in compliance with all applicable statutes, regulations, and policies. Supervises the Department's Leasing Specialist.

Responsible for the appropriate management of newly acquired property and initiates property improvement by communicating with Facilities Department leadership, University officials, and external parties, as needed. Inspects potential land acquisitions for suitability and coordinates all steps needed in making land acquisitions usable. Ensure effective expenditures of land acquisition funds. Ensures that all documentation is in compliance with DEP policy and all applicable statutes, rules and regulations governing land acquisition and disposal. Maintains State Land Management Plans for certain University parcels. Coordinates land acquisition and management activities with the University's Real Estate Foundation, as needed.Qualifications Master’s degree and five years of related work experience; or a Bachelor’s degree and seven years of related work experience.

Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.

Ability to interpret complex written specifications and conditions.

Ability to provide leadership and direction in programmatic, budgetary, and operational functions.

Ability to review project work, quantities, costs, accuracy of specifications, completeness, and constructability.

Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules and regulations.

Knowledge of processes, procedures, and methods used in master planning.
