General Statement of Job

The Technical Business Analyst Lead (Lead BA) for ERP provides oversight for the ERP implementation business analysis (ERP-BA) team, including establishing and monitoring work and deliverables and reviewing work for consistency, completion, and quality. The Lead BA is responsible for analyzing, recommending, documenting, and tracking requirements, current-state business processes and solutions, and future state-designs at an enterprise level with end-to-end business processes in mind through the entire life-cycle of the ERP implementation. Description of Duties and TasksEssential duties and responsibilities include the following. Other duties may be assigned.

  • Ensures all requirements and business processes dependent on ACC's current ERP or should included in ACC's new ERP are accounted for in the future-state.
  • Identifies, analyzes, and provides recommendations for policy and procedure changes that may be needed as a result of the ERP implementation.
  • Plans, manages, and monitors all business analysis activities related to the ERP implementation for HCM, Payroll, and Finance.
  • Develops, maintains, and reports on detailed business analysis work breakdown structure for ERP implementation.
  • Provides regular written and verbal reports to project team, project Steering Committee, and other key stakeholders as needed.
  • Defines, plans, and manages business analysis requirements architecture and life-cycle management, including requirements tracing, verification, validation, and prioritization.
  • Defines, plans, and manages business analysis governance approach including tracking change requests, performing or coordinating impact analysis, and approvals, and managing communication to appropriate stakeholders.
  • Defines, plans, and manages the business analysis information management (requirements documentation and artifacts) approach including designing and maintaining templates and standards and maintaining a requirements repository.
  • Defines, plans, and manages the business analysis stakeholder engagement approach including the development of a communication and collaboration plan with each major stakeholder group.
  • Creates and maintains enterprise level requirements and business process documentation for current-state and future-state.
  • Oversees end-to-end enterprise-level business process design.
  • Performs solution limitation analysis to identify and document solution gaps, risks, and constraints, and provide recommendations for addressing gaps; track resolutions.
  • Identifies policy and procedure gaps and limitations, make recommendations, and track resolutions.
  • Plans, designs, manages, and monitors stakeholder elicitations including workshops, interviews, surveys, and focus groups.
  • Facilitates business analysis lessons learned workshops at key milestones and define and develop improvement measures based on lessons learned.
  • Oversees final business analysis documentation design and delivery to stakeholders, including new business process design, system configurations, interface documentation, user guides, and work instructions.
  • Assists vendor with enterprise readiness analysis and validate results.
  • Oversees business analysts participation in system and user acceptance testing.
  • KnowledgeMust possess required knowledge and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

    Business analysis methodologies. Business analysis modeling notations (UML, BPMN, etc). Project management methodologies. Qualitative and quantitative data analysis. Continuous improvement models. Technical writing and presentations. Principles, best practices, and trends in human resources. Strong business acumen for effective identification of processes and standards. Knowledge of applicable state and federal laws and regulations for human resources. Generally Accepted Accounting Principles (GAAP), financial reporting, and annual auditing processes.SkillsMust possess required skills and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

Experience using requirements management software to track and trace business analysis artifacts. Experience using project management solutions to manage project work. Experience and strong comfort level in interacting with stakeholders at every level of an organizations from customers to frontline staff to executives and administrators. Strong analytical, planning, organizational, and time management skills. Strongly proficient at maintaining effective working relationships, including the ability to coordinate the work of others. Experience working in cross-functional and project teams. Experience leading teams, preferably for a multi-year project or initiative.Technology Skills

    Use a variety of spreadsheet, word processing, database, and presentation software with emphasis on statistical charts, tables, and graphs.Required Work Experience

  • Three years related work experience.
  • Preferred Work Experience

    Seven years related work experience. Experience working with HCM and payroll systems. Experience with implementing an ERP, CRM, or similar enterprise solution. Experience working with financial and budgeting systems. Two years of experience leading a business analysis team. Experience with Workday HCM and Finance either as a user, business analyst, or as part of an implementation team. Higher education experience. Public sector experience.Required Education

  • Bachelor's degree.
  • Special RequirementsLicenses/Certifications; Other

    Valid Texas Driver's License and reliable transportation for travel in the Austin area as required.
    Other Preferred Qualifications

    CCBA, IIBA-AAC, PMI-PBA , CPRE foundations, CFLBA, CSM, CSPO, PMP, ICGB, or related degree or certification. ITIL Certified. CBAP, CELBA, CPRE advanced level certified.Physical Requirements

    Work is performed in a standard office or similar environment. Subject to standing, walking, sitting, bending, reaching, pushing, and pulling. Occasional lifting of objects up to 10 pounds.Safety

    This is a benefit eligible position funded through January 31, 2022 and is subject to renewal.
