The Institute for Reproductive Health (IRH) within Georgetown University's Center for Child and Human Development is dedicated to improving the sexual and reproductive health of women, men and youth through a research-to-practice agenda. Our emphasis is on increasing access to and use of family planning, increasing fertility awareness through life-stage appropriate interventions, expanding access to fertility awareness-based family planning methods in an informed choice context, and developing scalable interventions to transform gender norms and catalyze the diffusion of social norms that support family planning. Cross-cutting themes in the Institute's work include the diffusion of social norms that support adolescent sexual and reproductive health, incorporating gender perspectives in reproductive health and scale-up of innovations. In partnership with a wide range of international and local organizations, IRH conducts research, builds capacity, and provides technical assistance to public and private-sector organizations in lower and middle-income countries and the U.S. The Institute is supported by grants from federal agencies and foundations.

The Senior Program Officer works independently and is responsible for technical, programmatic and research-related activities for assigned projects. The Senior Program Officer will take sole or collaborative leadership on several technical and managerial areas of work to advance project activities and dissemination efforts. The Senior Program Officer will:

  • Apply gained knowledge and experience to complete assigned and sought-out technical responsibilities independently or as part of a team.
  • Mentor colleagues on similar initiatives.
  • Play a leading role in project management and alongside teams will ensure that the activities are implemented on time, within budget, and in accordance with donor requirements.
  • Play a leading role in monitoring and evaluation at project and activity-levels.

The Senior Program Officer may be responsible for and provide managerial support and technical input to research and evaluation activities. The Senior Program Officer may be a researcher on studies, as appropriate. The Senior Program Officer will:
  • Be responsible for and collaborate on research utilization product development to ensure uptake and application of project findings to programming.
  • Lead or collaborate to advance externally-facing events, workshops, consultations, or other similar activities, acting as representation for projects and work to external audiences.

The Senior Program Officer may lead or participate in new business development efforts, identify opportunities for new business, and act as technical and programmatic staff for new grants. In addition, the Senior Program Officer will supervise staff, interns, or other related roles to support project efforts.

Work Interactions

The Senior Program Officer will report to Senior Research Officers and Senior Technical staff on related projects and activities. The Senior Program Officer will interact with Project Directors and Senior Faculty and Staff on a regular basis. The Senior Program Officer will work closely with faculty and programmatic staff developing team-based management and communication systems, identifying solutions for programmatic and research challenges and facilitating team relationships between projects, teams and partners. The Senior Program Officer will also be an active supervisor of staff (one or several, depending), and mentor other staff and interns as deemed appropriate. The Senior Program Officer will also be in contact and in direct management of project partners and consultants on a regular basis and as such, will be responsible for technical and operational management of partner and consultant work deliverables. Further, the Senior Program Officer will also represent projects and organizational efforts externally, as needed.

  • 6-9 years of experience backstopping or managing international public health programs, preferably USAID-supported projects.
  • 3+ years of experience managing a global consortium project required, preferably in the area of adolescent sexual and reproductive health.
  • 3+ years of providing a technical support or leadership role to development initiatives, ideally in with research-related programs.
  • Demonstrated ability to work effectively in international settings with multi-cultural teams and with technical and administrative staff and consultants, with high ethical standards to facilitate program implementation.
  • Proven expertise facilitating collaborative work with diverse partners engaged in complex projects, and demonstrated ability to communicate effectively with these partners and colleagues and build strong professional relationships and networks.
  • Excellent written and verbal communication skills in English and French; including the ability to convey complex concepts in a clear and concise way and to help stakeholders act on the information.

Preferred qualifications
  • Knowledge of donor rules and regulations, with particular emphasis on USAID and other USG agencies.
  • Ability to manage and coordinate diverse tasks and facilitate relationships among multiple parties.
  • Demonstrated ability to respond to changing situations in a flexible manner in order to meet current needs, such as reprioritizing work as necessary.
  • Expertise preparing thorough, well-written and concise documents, summaries and reports.
  • Sensitivity to cultural differences and understanding of the political and ethical issues in assigned areas.
  • Ability to work and effectively communicate across operations, program and research teams.
  • Ability to multi-task and prioritize among multiple highly important tasks.
  • Ability to work well in a team environment as well as efficiently independently
  • Organizational skills and attention to detail.
  • Negotiation skills.
  • Proficiency in use of all programs in the Microsoft Office Suite, knowledge of and experience in other computer programs desired.
