Description
The University Research Services Administration (URSA) division is Georgia State University's research support resource for all grants and contracts activities, compliance and laboratory safety. Within URSA, the Office of Sponsored Proposals and Awards (OSPA) department is comprised of four sponsor-specific teams which will provide the Georgia State research community with sponsor-specific expertise focused on proposal submission and award management by creating a distributed/shared administrative structure that will be implemented across all colleges. OSPA will foster a collaborative environment by building partnerships between OSPA and academic units, reducing process steps and expediting all tasks, especially award set-up, reviews all proposals for sponsored awards for completeness and verifies that all approvals have been obtained or applied for and award management. Additionally, OSPA other strategic efforts will include concentrated management and mentoring of all research administration staff enhancing delivery of professional services.  OSPA seeking to hire a Sponsored Programs Officer. 


This scope of responsibilities will include these essential duties but is not limited to the following,

  • Provides basic technical and guidance to faculty and campus administrators in the development and preparations of funding proposals.  

  • Reviews accuracy of proposals to ensure compliance with the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.

  • Reviews basic grant applications, proposals, budgets and award documents for accuracy and to verify regulatory compliance, and compliance with sponsoring agency requirements and University requirements before submission. Develops and demonstrates compliance with Fastlane and modular budget NIH submissions.  

  • Prepares notices of award for acceptance.

  • Develops and processes basic and intermediate level no-cost extensions, subcontract continuations, and contract modifications.  Monitors project technical reporting requirements as indicated by sponsoring organizations.

  • Prepares and disseminates award notifications, amendments and related documents, as directed by supervisor.

  • Sets up awards in Spectrum.

  • Verifies compliance with University training requirements and conflict of interest disclosures.  Utilizes a variety of proposal review and submission systems.  Maintains internal proposal/award tracking database.  Develops ability to negotiate terms and conditions of basic grant awards.  Serves as an expert resource for university personnel.  Assists in the monitoring and mentoring of research administrators.  

  • Cross-trains to understand responsibilities of Senior Associate Financial Officers.  Once trained, handles core responsibilities of that position as needed and directed by supervisor. Prepares sponsored programs activity reports as directed by supervisor.

  • Participates in training for faculty, staff and students.

  • Perform other professional duties as assigned or requested.




Qualifications
Bachelor's degree and four years of experience in grants administration; or a combination of education and related experience.

The university announced in April 2008 that is will begin Division I-AA football in 2010.

The university’s innovative Touch the Earth program brings outdoor recreation ranging from backpacking, rock climbing, sailing, kayaking, rafting and water-skiing to out-of-state snow-skiing and snorkeling trips.
