Salary will be commensurate with experience. The anticipated salary range is $61,800 - $78,600, though the successful candidate could be hired below or above this range depending on qualifications.

This is a 100% time, one-year term position, with the possibility of renewal.

Overview: The Wheeler Water Institute at the Center for Law, Energy & the Environment is seeking to hire a Research Fellow in water law and policy.

The Wheeler Water Institute is a research and policy institute within the Center for Law, Energy and the Environment (CLEE) at the UC Berkeley School of Law. Building on UC Berkeley's history of and commitment to research and public service and leading environmental law program, CLEE leverages the intellectual resources of Berkeley Law faculty and students in furtherance of applied research in a variety of environmental and energy law and policy areas. CLEE's research priorities include combating climate change, advancing sustainable energy, addressing water allocation and management challenges, and developing solutions to other pressing environmental law and policy challenges.

The fellow will work with the Wheeler Water Institute and our partners at UC Santa Cruz on engagement and applied policy research on water resources issues. The primary focus for the successful candidate will be an effort to develop innovative incentive programs to encourage increased groundwater recharge. This position will involve a hybrid of program design and implementation, project management, outreach, and applied research and publishing.

Additional projects will depend on the fellow's background and interests, but will likely include: sustainable groundwater management; groundwater recharge; innovation in the water sector; water data and decision-making; and/or other water management and policy issues. An overarching emphasis on interdisciplinary collaboration, including engagement with agency personnel, regulators, scientists and engineers, will be central to these projects. The fellow may also work on other water and/or other related initiatives within Wheeler and CLEE more generally, depending on program needs throughout the duration of the fellowship. Pending progress on COVID-19, the fellow must be willing to travel occasionally within California.

Primary Responsibilities:
The Fellow's primary responsibilities include:

Working with Berkeley Law faculty and staff, and with collaborators at other institutions, to conduct research on water resources, with a focus on California issues;

Direct engagement with key decision makers to design and implement novel -groundwater recharge programs;

Help coordinate a multi-institution, interdisciplinary team;

Researching and writing white papers and articles of publishable quality for policy- focused audiences, under the direction of faculty and staff;

Interdisciplinary collaboration on complex issues at the intersection of emerging science and policy;

Coordinating with Center staff in organizing and running workshops or other events (virtual or otherwise) with California water leaders, policymakers, stakeholders, academics, and other audiences;

Speaking at workshops or other events to practitioners, the academic community, the media, and others about research initiatives;

Assisting with other aspects of workshop, research, and report production as assigned; and

Assisting with other miscellaneous program and Center tasks.

When health and safety permits, regular travel in California will be required for this position.

Duties will be adjusted as applicable in response to campus guidelines relating to COVID-19.

Minimum Qualifications:

Candidate must hold an advanced degree at the time of application

Preferred Qualifications:

JD degree or PhD degree (or equivalent international degree);

At least 3 years of experience in a law- or policy or consulting-focused environment;

Excellent research, analytical, and writing skills;

Excellent communication and interpersonal skills, including the ability to communicate clearly, listen actively, interact with a variety of audiences, and share knowledge and information effectively;

Excellent organizational skills;

Self-starter able to prioritize and function both independently and collaboratively;

Demonstrated ability to finish projects and deliver on commitments;

Willingness to plunge into unfamiliar disciplines;

Willingness to take risks by exploring and testing new ideas;

Background in water law, environmental law, hydrology or other water-related science, economics and/or finance are desirable;

Experience and knowledge at the intersection of law, science, and policy and the ability to work with people from a variety of disciplinary backgrounds and policy perspectives; and

A passion for making the world better.
