Job Description:


DISTINGUISHING FEATURES OF THE POSITION


This is a sworn Peace Officer twelve-month administrative position which acts under the direction of the Chief of Campus Safety and Security. The position is responsible for the general protection of students, personnel, buildings, grounds, and equipment of Dutchess Community College. A primary responsibility is the management, review and updating the college's emergency preparedness operations in line with NIMS, ICS and other FEMA regulations. The Assistant Chief is responsible for the management of public safety operations, including scheduling and training. Maintaining and developing an Environmental Health and Safety Program including procedures, guidelines and policies to support the Campus safety programs. Additional responsibilities include managing public safety functions related to campus student housing. Also the Assistant Chief is responsible for assisting with investigations related to violations of the campus code of conduct and criminal activities. Work is performed in accordance with existing New York State Penal and Traffic laws, governmental regulations and college rules. Employees in this position may be required to work day, evening, night, holiday and weekend hours.


The Assistant Chief of Campus Safety and Security serves as administrative support for the department and acts as Officer in command in the absence of the Chief of Campus Safety and Security.



DUTIES AND RESPONSIBILITIES


The following is indicative of the level and types of activities performed by the incumbents in this title. It is not meant to be all inclusive and does not preclude a supervisor from assigning activities not listed which could reasonably be expected to be performed by an employee in this title.


Assist in the development and enforce a comprehensive public safety program in accordance with New York State Penal and Traffic laws, governmental and agency regulations and standards, and college rules.


Coordinates the review and revision of the College's Emergency Management Plan. Facilitates site specific hazards analysis, oversees emergency management training, drills and emergency response exercises for campus employees, including administration, faculty, staff and students to test the readiness of the campus response to emergencies.


Assist in the development and maintenance of campus public safety operations that are focused on Community Oriented Policing philosophy.


Responsible for the oversight of the department's training activities as well as the monitoring and assessing performance of campus peace officers and security staff.


Supervises the Security Information Technology Specialist in the planning, installation, and maintenance of security related equipment and software, including video cameras, electronic access control, and mass communications systems.


Assist with conducting investigations of criminal incidents, employee and student misconduct, and violations of college rules and regulations. This also includes writing detailed investigative follow- up reports for submission to appropriate authority.


Partners with the areas of Student Services, Residential Life and Facilities among other departments of the college to ensure public safety protocols and expectations are met, and concerns are addressed in a timely manner.


Assists the Chief of Campus Safety and Security with compliance of the Jeanne Clery Act and other mandated compliance regulations.


Participate in Departmental, divisional and institutional assessments as required in addition to reviewing public safety protocols for updating and improvement.


Performs related work as required, including but not limited to; assisting the Chief on public safety and/or college related projects, fill in for and/or support shift supervision, make arrests and enforce traffic laws as warranted, act as liaison with local, state and federal law enforcement agencies, participate on appropriate college committees.


The following responsibilities of the position are based on the incumbent's ability to provide coordination, not necessarily expertise in these areas.It is expected that the incumbent will obtain a working knowledge of the programs.


Interpret OSHA/PESH, NYS Fire Code, NYSDEC, NYS Public Health, EPA, SUNY Directives and other applicable safety standards to determine exposure and application of requirements. Develop and update policies and programs, including training programs to ensure compliance with federal, state and local standards.


Performs site inspections, AED and fire extinguisher inspections and maintenance, investigates unsafe conditions reports/complaints, accidents and recommends corrective action to minimize future loss. Coordinates outside agencies in regards to site audits, training, insurance carriers, PESH/DOL visits and contract safety services specialists.



Coordinates with other departments to direct the implementation of health and safety programs, conducts required safety training, fire drills, chemical inventory and maintain the safety data sheet library and training records as applicable in the standards.


Coordinate on site vendor work for compliance with regulations including: construction, asbestos testing and remediation, environmental testing and hazardous waste disposal.


Administrator of the College Respiratory Protection, Hazardous Communication and Supervisor of the Confined Space Entry Programs.


Active member of the Chemical Hygiene Committee with responsibility to oversee laboratory safety inspections, corrective actions, training, emergency response and advise on safety best practices, procedures and protocols.





Requirements:


FULL PERFOMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS:


Ability to qualify as a Campus Peace Officer, according to the standards set forth by New York State Department of Criminal Justice Services (DCJS). Thorough knowledge of the principles and practices of operating a public safety program, with the ability to obtain knowledge regarding, Jeanne Clery Act compliance, Title IX, and FERPA as well as other Department of Education rules and regulations and SUNY guidelines, pertinent O.S.H.A./PESH regulations, National Fire Prevention Act, familiarity with the National Incident Management System (NIMS) and the Incident Command System (ICS), and other safety regulations as applicable; ability to assist with development of a comprehensive safety program; management and supervisory ability; ability to effectively communicate both orally and in writing; ability to establish and maintain effective working relationships with others; ability to work independently; ability to organize workload effectively; possess good judgment; and the ability to react to emerging safety concerns. Must also possess analytical skills to discern relevant information to an investigation for resolution of allegations of misconduct. Possess demonstrated technical literacy regarding database management and proficiency with various software programs including but not limit to; Microsoft Word, Excel, PowerPoint, Access and Outlook. Ability to work in a diverse multicultural academic environment.


MINIMUM REQUIREMENT:


Possession of a current New York State Police Officer or Campus Peace Officer certification, or equivalent as recognized by the New York State Division of Criminal Justice Services (DCJS).


Education: Bachelor's degree in Criminal Justice, or a related field and;


Experience: Five years of experience as a sworn member of a local, state, federal or military law enforcement or private agency which involved duties managing or supervising public safety programs as well as experience in the area of emergency management operations.

Education: Associates degree in Criminal Justice, or related field and;


Experience: Ten years of experience as a sworn member of a local, state, federal or military law enforcement or private agency which duties involved managing or supervising public safety programs as well as experience in the area of emergency management operations.





PREFERABLE REQUIREMENT:


Prior experience as a public safety officer working in a university or college environment as a supervisor or management position.


SPECIAL REQUIREMENTS:


Maintain qualifications of a Peace Officer.
Possess and maintain a valid New York State Pistol License.
Must possess a New York State Driver's License at the time of appointment and during employment.
United States citizenship or permanent residency required.
Required to undergo and successfully complete a Background Investigation that includes a Psychological Assessment.

Students who transfer to a four-year school after Dutchess do better and graduate at a higher rate than students who transfer from other colleges. Plus, we currently have the lowest tuition of any college or university in the state.

Our main campus is in Poughkeepsie, with a major extension site in Wappingers Falls. Students can also take DCC classes at high schools throughout the county.

We offer associate degrees and certificates in more than 60 program areas. Some of these programs are occupationally-oriented, designed to provide the skills students need to enter the job market immediately upon graduation. Other programs are designed to provide the first two years' of study toward a bachelor’s degree at a four-year college or university. The certificate programs provide a condensed program in a particular field of study and usually can be completed in one or two semesters of study.

There are three different types of degrees from which students can choose:

The Associate in Arts Degree (A.A.) is used primarily for transfer programs that lead to the bachelor of arts degree at a four-year college or university. It may be used for general liberal arts programs.

The Associate in Science Degree (A.S.) may be used for certain occupationally-oriented studies, but is primarily designed to serve science or professionally-related programs that lead to transfer to a bachelor of science degree at a four-year college or university.

The Associate in Applied Science Degree (A.A.S.) is structured as an occupationally-oriented degree. However, it may be appropriate as a transfer degree to certain types of specialized baccalaureate program such as the bachelor's of technology.
