Experience in Contracting, Procurement and Solicitations
Ability to create and analyze reports.
Ability to understand, interpret, and retain information related to department and individual job duties.
Ability to provide professional, accurate, and concise communication.
Strong organizational skills.
Strong problem solving skills.
Strong attention to detail.
Ability to work independently and in a team environment.

Preferred Qualifications:

Bachelor’s Degree in Business related field. Knowledge of Jaggaer (Sciquest) system.
Working knowledge of Higher Education, State and Federal rules and regulations in regards to Procurement and Contracting.
This position will be required to have a Certified Texas Purchasing Manager (CTPM) certification or Certified Texas Contract Manager (CTCM) certification as required by UPPS 05.02.05.

Job Description:

Directs activities concerned with contracts and solicitations for purchase of equipment, materials, goods, and/or services. Interpret, utilize and apply State and University procurement and contract guidelines, rules, policies and laws.

Job Duties:

Maintain contract and contractor databases.
Review all correspondence concerning contractors and responds as necessary.
Coordinate work with various University departments to ensure fulfillment of contract requirements.
Assist with resolution of contract disputes.
Prepare, review and award of solicitations. Prepare contracts for contract clauses and legal sufficiency.
Prepare, review and negotiate contract terms and pricing with vendor.
Request and draft contract amendments and extensions.
Monitor contracts to ensure proper performance by contractor.
Keep current on State and University procurement/fiscal rules and regulations.
Advise University departments of contractual rights and obligations.
Perform research and related work as required and assigned.
Ensure contracts are properly closed upon expiration or termination.
