Job Description
The Center for International Health, Education and Biosecurity (CIHEB), headquartered at the University of Maryland School of Medicine Institute of Human Virology (IHV) is currently comprised of a global team of more than 500 personnel in Baltimore and across sub-Saharan Africa. 
The Program Manager - Finance provides first-level day-to-day supervisory direction to country-based finance staff and support for budgeting, payroll, procurements, accounts payable, and contracts. Provides first-level financial review and oversight, supervises the preparation and review of the journal entries, payroll and transaction data from the local country offices.
This position will require travel 50% of the time. Requires significant international travel or posting in sub-Saharan Africa.

Key Functions:
  • Provides direct day-to-day first level supervision to staff based in country offices.
  • Oversees the financial management function including the monthly close; establishes and analyzes performance metrics, and prepares budget to actual reports for Project Director.
  • Oversees the preliminary review of expenditure, includes appropriate supporting documentation.
  • Ensures MGIC Standard Operating Procedures (SOPs) are followed and reviewed regularly.
  • Confirms that expenditures are allocated to the correct project activity. Reviews transactions and supporting documentation for compliance
  • Reconciles and monitors expenditures against pre-approved budgets, alerting the Project Director to discrepancies. Liaises with project staff to correct discrepancies.
  • Supervises the preparation of continuation budget and working budgets to ensure smooth operation of project.
  • Supervises and oversees the in country accounting staff in the use and implementation of QuickBooks and Workspace/IDMS for the country offices.
  • Supports training of finance team in country.
  • Manages specialized financial reporting, working budgets and redirection requests.
  • Performs other related duties & responsibilities as assigned/requested.


Qualifications
Education: Bachelor's in Accounting, Finance, or Business Administration.  MBA preferred.
Experience: Four (4) years of accounting related experience using general acceptable accounting principles. Experience working with CDC or USAID HIV funded awards is preferred.
Supervisory Experience: One (1) year of direct management involved in recruitment, training, and professional development of staff.
Certification/Licensure: Certified Public Accountant preferred.

Preferred Knowledge, Skills, and Abilities:
  • Knowledge of US Federal rules and regulations on reporting and expenses
  • Strong analytical and organizational skills
  • Strong interpersonal skills
  • Proficiency with QuickBooks and Microsoft Office Suite (e.g., Excel, Word, Outlook, PowerPoint)
