The El Camino Community College District Superintendent/ President is responsible for all aspects of college management and reports directly to the five-member Board of Trustees. The Superintendent/President provides leadership and advocacy in support of the District’s mission of student access and success.
In leading the District, the next Superintendent/President will address the following Opportunities and Challenges:
PARTNERSHIPS / COMMUNITY AND EXTERNAL ORIENTATION
• Advance the efficacy of the College Foundation and pursue community support and philanthropic contributions to support students and the College’s mission;
• Leverage opportunities for ECCCD to serve as a leader in regional economic development by partnering with business and industry and other potential partners;
• Foster relationships with feeder K-12 districts and university partners to create pathways for students to improve access, retention and completion for ALL students.
• Lead and engage in developing community support for the College through fundraising, foundation activities, and alumni, as well as business and industry partnerships;
• Be committed to addressing educational issues and priorities by improving articulation among educational segments and joint ventures with business industry and community groups;
STUDENT LEARNING/ACADEMIC EXCELLENCE
• Be committed to student access, success, empowerment, equity and diversity;
• Provide leadership in responding to growing accountability expectations relating to student learning outcomes and attainment of educational goals;
• Be committed to maintaining the academic standards for continued accreditation of the College;
• Lead the College in implementing Guided Pathways, AB705 and other student success initiatives emerging from the California Community College System’s “Vision for Success”.
EQUITY AND INCLUSION
• Lead the College in an all-inclusive, institution wide dialogue on creating a culture of equity, inclusion and racial and social justice districtwide;
• Create a framework to take action that would support rooting out racism and inequity by developing policies and practices to address intended and unintended racial inequities that exist.

• Provide leadership and management practices that reflect strategic thinking/planning and rigorous accountability.
• Provide leadership and support to allow faculty, staff, and administrators to develop and deliver effective and equitable virtual learning and student services to meet the needs of students now, particularly during the pandemic, and in the future.
• Understand enrollment management and enrollment strategies for increasing and stabilizing enrollment in the current environment;
• Provide leadership in organizational planning, human resource development, collective bargaining, curriculum and instruction, student support services, facilities planning;
• Be committed and provide leadership in community and government relations;
• Act effectively and creatively with the fiscal constraints and budget uncertainties associated with the evolving funding models and the pandemic;
• Advocate for integrating the principles of environmental sustainability throughout all aspects of the District;
• Work with the Board of Trustees and represent the college internally and externally with a high level of professionalism, sensitivity and integrity;
• Evoke the respect, trust and confidence of the students, staff, faculty and Board of Trustees;
• Be able to communicate in public and private with all constituent groups;
• Committed to the welfare and well-being of faculty, staff and students.
• Provide leadership in addressing changing demographics within the community;
• Support for current and new programs and services to address the needs of the service area;
• Monitor the campus climate on race and equity and ensure progress in diversity in hiring that reflects the diversity of students we serve;
• Focus on meeting the needs of underserved student and community populations;
• Support for District efforts to recruit, hire and retain talented and diverse faculty, staff and administrators who reflect the District’s service area, and provide them with the opportunity to achieve high standards of performance in order to succeed;
• Lead the College in implementing the California Community College System’s “Vision for Success: Diversity, Equity and Inclusion,” recommendations made by the DEI Task Force to increase faculty and staff diversity in California community colleges.
• Provide leadership in working with an elected Board of Trustees;
• Encourage a high level of professionalism, sensitivity and integrity throughout the District and its communities;
• Be committed to the collegial consultation process and an understands the delegation of authority and responsibility.
• Advocate for the District with all relevant governmental entities, agencies, and community leaders;
• Advocate and engage in activities and partnerships that strengthen the District’s image, reputation and community relations by developing and maintaining relationships with local educational, civic and business interests.
• Provide leadership and fiduciary oversight of the District’s facilities bonds to assure accomplishment of the construction and modernization of buildings, technology enhancements, and other facility priorities particularly in a post-Covid19 return to campus.
The next Superintendent/President shall be one who possesses the following Personal and Professional Characteristics:

• Understands economic development as an integral mission of the College and demonstrated experience in leading a college or organization in the creation of business and employment opportunities in the community;
• Establishes mutually beneficial relationships with cities and unincorporated communities in the District to improve the social and economic well-being of the region;
• Demonstrates successful external resource development experience, including pursuit of private, state and federal grant funding.
• Participates and demonstrates success in developing community support for the college through fund raising, foundation activities, alumni and business and industry partnerships;
• Has experience in creative solutions to educational problems through avenues such as improving articulation among educational segments and through joint ventures with business, industry and community groups;

• Understands and is committed to the philosophy and goals of a comprehensive community college;
• Demonstrates experience in student access and success;
• Demonstrates leadership, sensitivity and a commitment to excellence in a highly diverse and changing environment;
• Embodies a management philosophy and practices that are guided by the needs of students and community in all strategies, tactics, and decision making; focused on student access and success.
• Understands and is committed to the philosophy and goals of the comprehensive community college;
• Leads with a focus on continuous improvement of institutional effectiveness, grounded in: clear visions, effective planning and budget prioritization, on-going assessment and improvement of student learning and other institutional outcomes;
• Demonstrates experience in fiscal management, complex budget development and financial resource development;
• Interacts positively with students, faculty and staff;
• Is committed to the collegial consultation process and respects and values the contributions of constituent groups and individuals;
• Provides leadership in the integration of the principles of environmental sustainability throughout all aspects of the District from our educational mission to the management of our physical plants and purchasing;
• Identifies opportunities for advancing the use of innovative technology in the areas of teaching, learning, assessment, student services and administration;
• Implements leadership and management practices that reflect strategic thinking/planning and rigorous accountability;
• Expects accountability of self and others;
• Monitors the campus climate on race and equity and ensure progress in diversity in hiring that reflects the diversity of students we serve.
• Understands the California collective bargaining environment and the need to work effectively with employee groups.
• Serve as the secretary to the Board of Trustees.
• Represent the Board and the College before all constituencies and funding sources.
• Assure development of a maintenance, repair, remodeling and new construction plan to house all educational programs in clean, dignified facilities, that support [the] educational process.
• Develop plans and policies for the improvement of instruction, the development of new curricula and the evaluation of existing programs.
• Administer the College’s Budget.
• Develop plans and policies for student-oriented programs.
• Assure the operations of College wide governance mechanisms involving all constituencies.
• Recommend personnel actions to the Board of Trustees.
• Assure the smooth operation of the College.
• Plan the future of El Camino College
• Assure the visibility of El Camino College among community colleges in California and around the nation.
EDUCATION AND EXPERIENCE
• Master’s degree from an accredited institution or equivalent.
• Evidence of successful senior executive level experience in leading a large and complex organization.
• Sensitivity to, and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students.
• Doctorate from an accredited institution.
• Minimum of three years demonstrated experience as a successful senior administrator.
• Postsecondary teaching experience, preferably in community colleges.
• Experience in collegial consultation governance and demonstrated collective bargaining experience within a college environment.
• Experience in economic development.

The District shall reimburse reasonable travel expenses to those invited to the first level interviews and finalists who are
invited to an interview with the Board of Trustees.
