The Institute for the Study of Diplomacy (ISD) at the Walsh School of Foreign Service (SFS) seeks a Director of the Donald F. McHenry Global Public Service Fellows Program. This position, funded by the flagship Donald F. McHenry Global Public Service Fellows Program and the Donald F. McHenry Global Public Service Fellows Endowment, provides critical leadership to and creative initiatives for the program's further evolution from its current successful launch phase to its fullest potential as a permanent high touch/high impact project. This unique program, without precedent at Georgetown University, achieves Ambassador McHenry's vision and intent to strengthen Georgetown University's capacity to recruit exceptionally qualified graduate students committed to careers in transformational global public service leadership. It provides a scholarship that covers full tuition and mandatory fees for outstanding applicants selected from among those admitted to and enrolled in any of SFS's eight master's programs and who otherwise might not have financial resources to attend Georgetown.

The Director must be:

  • An experienced senior global public service practitioner (a retired ambassador or equivalent) well versed in strategic thought and in helping others, especially non-expert political leaders, to understand the interconnections across disciplines between global affairs policy challenges and domestic economic, political, and social priorities.
  • Able to establish cordial, respectful, and productive working relationships with the SFS Dean's office, SFS administrative staff, and the directors and academic coordinators of the eight SFS master's programs to build upon their enthusiastic cooperation and support as the program evolves.
  • Able to expand recruitment outreach in coordination with the eight master's programs, off-campus organizations working with international students, and US and international universities.
  • Able to engage with the fellows in manners that spark enduring eagerness to refine their intellectual capacity for new, innovative, outside the box approaches to conceptualize and resolve current and as yet unknown global public service challenges.
  • Able to must mentor the fellows so that they find within themselves confident leadership potential that they never realized they possessed.

In doing so, the Director will advance SFS and ISD's shared strategic objective of preparing well successor generations of foreign affairs policy makers and thinkers who are diverse in their make-up, understanding, and global outlook.

Fellows will participate in mentored and programmatic activities developed specifically for the group to complement and expand their respective master's program degree requirements in order to ensure they have the full range of academic, professional and personal skills to enter into and succeed in a career in global public service. Interaction with senior practitioners will comprise an integral complement to their academic work.

The program is housed in and administered by SFS' Institute for the Study of Diplomacy (ISD), which already administers a cross-program certificate program for students interested in global public service careers. ISD will build a suite of activities that will foster shared experience and engagement in cutting-edge co-curricular programs, as well as programming to enhance their intellectual, academic and personal skill sets for optimum career success. It will further provide one-on-one mentorship and networking guidance.

Work Interactions

The Director of the of the Donald F. McHenry Global Public Service Fellows Program will report directly to the Director of the Institute for the Study of Diplomacy and seek guidance as appropriate. The incumbent will work closely with the ISD Business Manager on McHenry Fellows matters and with adjunct faculty responsible for core competency courses and other academic offerings.

  • Advanced degree in international relations or related field and 15+ years of senior-level experience in global public service and program development and management.
  • Knowledge and experience in foreign policy decision making, extensive global public service leadership experience (State Department, USAID, NGOs, Peace Corps, Military), college or graduate school classroom experience. Prior interactions with academics, think tank researchers, officials in international organizations such as the UN and its agencies, the OAS, the OECD, NATO, the EU.
  • Senior-level experience in the management and direction of flagship fellowship programs that seek to attract and recruit the best of potential applicants from across the country and globally preferred. Exceptional interpersonal skills both to navigate University administration and to connect credibly with student fellowship candidates and recipients.

  • Ability to prioritize and complete timely, polished, superior quality work with accuracy, thoroughness, and attention to detail.
  • Wise judgement in managing efficiently up, down, across, and beyond.
  • Strong interpersonal and collaboration skills to gain support and buy-in.
  • Keen ability to motivate and guide students and colleagues to aspire higher.
  • Adept in developing others' critical thinking and leadership talents.
  • Skilled in technologies essential to oversight of the program.
