Organizational Unit Overview:

The University of North Carolina System’s Small Business and Technology Center (SBTDC), in partnership with the US Small Business Administration, is the recognized, primary organization through which the state of North Carolina provides business counseling, management education, and technology development services to help the business community successfully meet challenges, manage change, and plan for the future.

Job Duties :

This position is an intermediate level professional position through which the SBTDC’s counseling, training, research and technical assistance services are provided to small business owners. The Procurement Counselor will counsel clients on a variety of business issues with emphasis on how to do business with federal, state, and local governments. The counselor will help a sizable number of clients, both in the regional offices and elsewhere throughout an assigned multi-county geographic area.
The counselor’s services will include but are not limited to:
a. Identifying marketing opportunities for the client’s products or services through researching award history.
b. Advising and assisting clients in the preparation and proper submission of applications, certifications, registrations, locating government specifications and standards.
c. Advising and assisting clients with preparation and submission of bids and proposals (contract administration).
d. Advising and assisting clients concerning post award functions. As a minimum the assistance should include: Production, Quality Systems, Accounting Systems, Wide Area Work Flow (WAWF), Transportation and Packaging, and Subcontracting.
e. Educating Clients in the following areas: Federal, state, and local government contracting laws, policies, and procedures. Emphasis should be placed on requirements and procedures used by the DoD and other federal agencies.; DoD Mentor-Protege Program, SBIR and STTR and other federal and state specialty programs.
f. The counselor has been designated as part of the SBTDC “Emergency/Disaster Recovery” team being prepared to work with FEMA and provide small business contacts as needed during emergency procedures.
g. Counselor will fast track those clients willing to pay a fee for services above and beyond what would be considered normal counseling services. Examples include: 8(a) Business Development Certification, Service-Disabled Veteran Owned Small Business Certification, HUB Certification (State of North Carolina), Mentor-Protege Development Services, Proposal Preparation, GSA, Marketing and SOD Events.
h. Other tasks as assigned by the State PTAC Program Director and Regional Center Director.
The person filling this position will promote the SBTDC-PTAC throughout the multi-county area served by that center. This includes representing the SBTDC at meetings and conferences, making contacts with potential sources of referrals and with prospective groups of clients. Making public appearances as directed.
The person filling this position has to maintain confidential client records. Specific duties include: A. Maintaining adequate records of client-related activities. B. Providing reports on client counseling and training efforts. C. Contributing to program evaluations undertaken by the SBTDC. D. Assisting in the preparation of other reports and in carrying out other administrative duties as assigned.

The counselor has to design and deliver training programs and provide assistance in group settings through seminars and workshops given across the state of North Carolina.

Minimum Education/Experience:

Bachelor’s degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Preferred Experience, Skills, Training/Education:

The SBTDC Procurement Counselor must have broad general knowledge and experience in government procurement principles and procedures as well as the ability to communicate, execute, and deploy solutions to general business issues. Government contracting experience as well as general business experience is desired. Excellent interpersonal and communication skills are a must. The counselor must have the ability to handle multiple assignments, organize work, and assign priorities with minimal supervision and must be self motivated. Some overnight travel is required. The procurement counselor is responsible for achieving a minimum of 40 continuing professional education credits annually. Part of the credit is met by attending the annual statewide SBTDC professional development training. The counselor should attend the APTAC spring and fall conferences as well to stay abreast of the many changes and developments in contracting and general business.

A Master’s degree in business administration and a minimum of three years of relevant work experience or a bachelor’s degree in business and five years of relevant work experience preferred. Or bachelor’s degree in business or related field and one year of entrepreneurial experience or three years experience in a management capacity.
