Job SummarySupports the Procurement Operations Department’s businessfunctions, which include; Contract Administration, 1295 Ethics reporting, LBBcontract reporting and related reporting, PeopleSoft query reporting,requisition and purchase order workflow maintenance, requisition originationfor the Procurement Department, and purchase order receiving. Supports andworks towards operational excellence with continuous improvement methodologiesand mindset in leading business process change.

ESSENTIALFUNCTIONS

Assist with preparing formal bid documents for goods and servicesfor the purpose of ensuring that materials are in compliance with all Federal,State, local procurement regulations.

Compile reference data from a variety of sources; including, butnot limited to: local and State codes, board policies, vendor sources, etc., toreview compliance with College policies and procedures.

Inform HCC staff and vendors regarding procedural requirements;including, but not limited to: ordering and purchasing procedures, availablefunds, etc., to facilitate the purchasing process with established practices.

Maintain purchasing documents, files and records; including, butnot limited to: Requests for Proposals, vendor files, etc., to ensure theavailability of documentation and compliance with established policies andregulatory guidelines.

Participate in meetings, in-service training, workshops, etc., andgather information required to perform job functions and convey information.

Perform general and program specific clerical functions;including, but not limited to: answering the telephones, responding to emails,scheduling, copying, emailing, etc., in support of departmental activities.

Process financial data and documents; including, but not limitedto: bids, bid/proposal receipts, mail, etc., to update and distributeinformation and/or to acquire resources to support procurement operation incompliance with established guidelines.

May be required to issue requisitions to request departmentalgoods and services within assigned limits for the purpose of facilitatingon-site ability to acquire required supplies and/or equipment.

Review documents and data; including, but not limited to: incomingrequisitions, tabulation sheets, past purchases, reconciliations, inventories,etc., to ensure completeness and accuracy of purchasing process.

Provide customer service assistance to end-users within andoutside of HCC, and follow up with vendors regarding all outstanding purchaseorders, reference checks and inquiries for items or documents not received bybuyers.

Provide system administration for online ordering systemsincluding processing and releasing orders, user set up, approval, andmaintenance.

Conduct internet research for buyers to determine sources ofsupply prior to major purchases or award of contracts.

May be required to send out requests for quotes and determine thebest value offered by vendors in relation to small dollar purchases.

Perform other duties, tasks and assignments as required. QUALIFICATIONSEducation &Experience

• High School Diploma or GED required• 2 years related experience required Licensing &Certification

• Valid Texas Driver License Special Skills• MS Office Programs• Strong abilities in PeopleSoft related to reporting, requisitioncreation, and work flow

General office. May frequently be required to walk; stand; sit;use hands to handle or feel; reach with hands and arms; and talk or hear.Specific vision abilities required by this job include close vision anddistance vision. Use of personal computing equipment, telephone,multi-functioning printer, photocopier, file cabinets, and calculator. Manualdexterity, ability to lift up to 25 pounds, ability to reach and bend, and use2-step stool while safely lifting and lowering boxes. Ability to travel to andfrom meetings, training sessions or other business-related events. May berequired to work after hours to include weekends and holidays.
