Primary Purpose of the Organizational Unit:

The Office of Sponsored Programs is a full-service operation, facilitating faculty and staff interaction with private, local, state, and federal agencies that provide funds for research, service, or creative endeavors while assuring institutional compliance with state and federal guidelines governing such activity. OSP serves as the central office for pre-award research activities, providing final institutional review and approval of all proposals. The nature of this work is fast paced and deadline driven. OSP assists faculty, staff, and unit/departmental pre-award research administrators with concept development and program design; locating potential sponsors; obtaining and deciphering agency guidelines and forms; editing proposal drafts, including budgets and project narratives; assuring institutional compliance with sponsor, state, and federal rules for research; copying, packaging, and delivering proposals and contracts to potential sponsors (in both paper and electronic formats); and some non-financial post-award activities such as negotiating, issuing sub-agreements, and project extensions, etc. This office is also responsible for maintenance of institutional records regarding this activity and for reporting the same to UNC system office.

Position Summary:

A Grant and Contract Subaward Specialist is an individual who exercises professional judgment and analysis to manage the subaward assessment, development, issuance, negotiation and execution process within a team environment. The position must work with faculty, administrators, OSP Grants Specialists and subrecipient entities to ensure that a subaward supports the work proposed by the faculty, affirm that all parties understand the requirements of the project, and include appropriate terms and conditions in the subaward.

Minimum Qualifications:

A Master’s Degree from an accredited university with 3 years experience in grant and contract administration or a Bachelor’s Degree with 6 years experience.

• Experience with and knowledge of federal and non-federal sponsor regulations and guidance, agreement types, and terms and conditions.
• Knowledge of grants, contracts, MOUs, sponsored research agreements, and subaward agreements.
• Demonstrated ability to manage workload, priorities and deadlines and achieve timeline goals.
• Demonstrated ability to understand, interpret, and communicate policies and procedures.
• Demonstrated proficiency in Microsoft, Adobe, Excel and web-based tools.
• Knowledge of procurement needs (i.e. sole-sourcing, cost analyses, vendor requirements, etc.)
• Ability to work well independently.
• Customer-service focused.
• Extreme attention to detail.

Key Responsibility:

Subaward oversight

Essential Tasks:

• Reviewing/analyzing requests for new outgoing subawards and modifications of existing subawards.
• Evaluating the request to ensure all necessary compliance requirements are met, appropriate risk assessment is performed, and that the subaward is appropriate to issue and execute.
• This position will review subrecipient statements of work, budgets, budget justifications, indirect cost rates, fringe benefits, certifications and representations, conflicts of interest policy implications, human (IRB) and animal subjects (IACUC) documentation, data use, material transfer, perform a preliminary risk assessment, and other compliance considerations prior to issuing agreements.
• The position will draft subawards with accuracy to ensure subrecipient compliance with the Prime award terms and conditions, University policies and procedures, and federal and State regulations.
• Drafting outgoing subaward agreements and amendments.

Essential Tasks:

• Assisting in negotiation of agreements (terms and conditions) with other Institutions of Higher Education (IHEs), nonprofit organizations, and industry sponsors, as required.
• Reviewing and negotiating incoming contracts, sponsored research agreements, and subagreement documents.

Key Responsibility:

Grant Liaison

Essential Tasks:

• Serving as a liaison with the Office of Contract and Grant Accounting in coordination of subagreement/contract language related to invoicing and performance review.
• Serving as a liaison with the Office of General Counsel and the ORE Senior Licensing Associate on IP language, data use, material transfer and prohibited clauses in documents.
• The Grant and Contract Subaward Specialist will have knowledge of award management guidance for a variety of prime sponsors (federal and non-federal), including: Federal Demonstration Partnership (FDP) agreement templates and other sub-agreement formats; appropriate flow-down of award terms and conditions to subrecipient sites, including changes to agreement format during the negotiations stage; and working knowledge of Uniform Guidance, federal contracts, and the Federal Acquisition Regulations (FAR).
• The Grant and Contract Subaward Specialist will document the status of agreement issuance in the internal eRA system through the life cycle of the drafting process, negotiation, and final execution. The position will monitor for accuracy as amendments are issued throughout the award life cycle to ensure continued programmatic correctness and compliance with various regulatory requirements including State, University and OSP policies and procedures.

• Ensuring all appropriate documentation is recorded in databases and electronic systems.
• Participating in process improvement activities such as the development of subaward templates, workflow processes, resources for campus outreach and education and transition to new systems to support the overall subaward process.
• Assisting in the development and implementation of training to faculty and staff regarding best practices in crafting subagreement and contract scope of work narratives and budgets.
• Other duties as assigned.
