Deputy Title IX Coordinator
Oversees and coordinates the college's efforts to comply with and carry out its responsibility under Title IX of the Education Amendments of 1972; coordinates the college's response to all complaints involving sexual misconduct, harassment, and discrimination, including collaborating with District Human Resources on all complaints involving employees, monitoring investigations, reporting findings, identifying and addressing any patterns, and assessing effects on the campus climate.

Under general administrative direction of the Vice President of Student Services, leads and performs complex and sensitive technical, professional and confidential work required to carry out a college's responsibility under Title IX, including ensuring college compliance with legal requirements, responding to complaints, conducting investigations, creating reports, making recommendations, and coordinating appropriate interim and remedial measures; performs research and analysis to develop information used in training, policies and procedures and formulates and recommends effective language, strategies and techniques related to Title IX; conducts investigations often focused on contested allegations that involve potential violation of the District's policies, procedures, ethics, or the law; and performs related duties as assigned.
Essential Duties & Responsibilities
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
Serves as a subject matter expert on campus to administrators, faculty, staff, and students on Title IX regulations, policies, and procedures, and matters related to diversity, civil rights enforcement, gender equity, sexual harassment, sexual violence, and complaint processing and resolution.
Interprets, applies, and ensures compliance with all local, state and federal laws, including but not limited, to Title IX, the Clery Act, the Violence Against Women Act, and the Campus SaVE Act, and other applicable program policies, procedures, guidelines, and reporting requirements; remains current on applicable legislative decisions and developments.
Collaborates with Campus and District Title IX Coordinators and District Human Resources to develop and implement goals, objectives, and priorities for Title IX; actively promotes the services provided; assists in determining budget needs; reviews, revises, recommends, and administers policies and procedures.
Receives, analyzes, processes, and responds in a timely and equitable manner to inquiries and complaints from faculty, staff, students, and third parties including, but not limited to, complaints of sexual misconduct, sexual and/or gender-based harassment or discrimination, stalking, dating violence, domestic violence, sexual assault, and gender identity; collaborates with District Human Resources on all matters involving employees.
Objectively and effectively oversees, coordinates, and conducts investigations of allegations and complaints of alleged unlawful discrimination, sexual harassment, and other violations of rights; forwards complaint that involve employees to District Human Resources; prepares reports and makes findings and recommendations related to applicable laws and legal precedence; ensures investigations are timely, impartial, and thorough and conducted in a trauma-informed manner; appears in court as necessary.
In consultation with District Human Resources, makes recommendations and coordinates appropriate interim and remedial measures; develops resolution for complex harassment and discrimination cases; provides advice to individuals, including the reporting party, accused party, or a third party about reporting options, processes, rights, and resources available at the District and in the community.
Assists individuals in accessing available resources including advocacy, academic support, counseling, disability, and physical or mental health services; advises complainants, respondents, and witnesses of applicable policies and procedures, including the college's investigatory procedures and Title IX grievance procedures; follows up and regularly checks in with individuals as necessary.
In collaboration with the Director of Athletics and the Dean, oversees compliance of Title IX regulations within the college's athletics department and works closely with appropriate personnel to ensure monitoring of efforts to provide equitable intercollegiate athletics experiences; monitors college's efforts in complying with Title IX measures related to gender equity in athletics including participation and other benefits such as provision of equipment and supplies, scheduling, travel, tutoring, coaching, locker rooms, facilities, medical and training facilities and services, publicity, recruiting, and support services.
Maintains database to organize, manage, and track incidents; maintains investigatory files, Title IX grievance files, disposition reports, and other records regarding harassment and discrimination cases; ensures that documentation of complaint, investigation, adjudication, appeal, and sanctions are thorough and kept confidential within the specific standards and timeframes pursuant to California Community College policies and procedures, or applicable laws.
Collaborates with Campus and District Title IX Coordinators and District Human Resources to develop and implement training and development programs and employee orientation programs to meet the needs of personal, professional, and organizational development related to Title IX compliance and best practices.
Develops, tracks, and provides initial and on-going training to college faculty, staff, and students; participates in faculty, staff and student orientation activities.
Reports complaints defined as crimes under the Clery Act to the District Police Department, or those that may be subject to the Clery Act-required emergency notification; communicates with District Police Department, as necessary and appropriate, regarding the college's responsibilities under Title IX.
Collaborates and coordinates with various departments at the college and in the District regarding Title IX matters such as with the District Title IX Coordinator and the college's Public Information Office when sensitive information needs to be released and to ensure that Title IX reporting and resource information on the District and college website is accurate and current; collaborates and coordinates with outside agencies such as high school dual enrollment partners when overlapping compliance is needed.
Represents the college and participates in state and national program training and development and professional group meetings; makes presentations to various groups within the college, District, other educational institutions, community organizations, and governmental agencies.
Serves on or leads committees, work groups, and task forces; attends meetings and works collaboratively with the District Title IX Coordinator, Campus Title IX Coordinators, and all District investigators.
Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.
Recommends, develops, implements, and revises policies, procedures and operational guidelines to improve and/or clarify processes.
Performs related duties as assigned.

Pertinent federal, state, and local laws, regulations, guidelines, and provisions including Title IX of the Education Amendments of 1972, Title V of the California Code of Regulations, theCleryAct (and the CampusSaVEAct), the Family Educational Rights & Privacy Act (FERPA) and the Violence Against Women Act (VAWA) requirements, applicable sections of the California Education Code and other applicable state and federal laws and regulations.

Develop and implement a comprehensive Title IX compliance program for a college, including developing and implementing goals, objectives and priorities for Title IX and actively promoting the services provided,using a high level of independentjudgementand personal initiative.

EDUCATION AND EXPERIENCE
Graduation from an accredited college or university with a bachelor's degree in human resources, law, personnel administration, business administration or a related field, and at least three years of professional human resources, legal, or related experience in the public or private sector performing investigations; or an equivalent combination of training and experience.
Experience in harassment, discrimination or sexual assault investigations preferred.
LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.
Within 6 months of hire, obtain certification as a Title IX Level 1 Coordinator and Office of Civil Rights (OCR) Level 1 Investigator and maintain certification through continued annual trainings.

APPLICATION REVIEW AND ASSESSMENTS
The application review process includes an evaluation of training and experience based on given application information and answers to supplemental questionnaire.Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.
The assessment process will also include a competency assessment (45% weight) and an oral interview assessment (55% weight). Of those achieving a passing score on the competency assessment, only the 15 highest scoring candidates, plus ties, will be invited to the oral interview assessment.Passing score is 75% out of 100% on each assessment section.
