Position Summary:

The UCI Office of Equal Opportunity and Diversity (OEOD) is responsible for the University's compliance with federal and state laws and University policies and procedures regarding discrimination, retaliation, sexual harassment, and sexual violence. OEOD works to promote and integrate the principles of equal opportunity, affirmative action, nondiscrimination, and inclusive excellence at UCI.

The Office of Equal Opportunity and Diversity at the University of California, Irvine (UCI) seeks a talented and motivated individual who will advance equal opportunity and the university's commitment to fostering a community free of discrimination, harassment, and sexual violence. Reporting directly to the Associate Chancellor, the Title IX Officer serves as UCI's designated representative with primary responsibility for coordinating UCI's Title IX compliance. The incumbent leads and oversees UCI's sexual harassment/sexual violence strategic planning, ensures compliance with Federal Title IX regulations and University policies, and serves as the lead campus resource person for matters pertaining to the Violence Against Women Act (VAWA) and Title IX. The Title IX Officer facilitates the resolution of discrimination, sexual harassment and sexual violence complaints of faculty, staff and students and others who engage with the university; conducts research and legal analyses on relevant laws and regulations; develops local policies and guidelines; and oversees the training programs designed to educate the University community on discrimination, sexual harassment and sexual violence prevention and mandated reporting. The Title IX Officer directly supervises Deputy Title IX Officers. The Title IX Officer represents UCI on behalf of the Associate Chancellor for Title IX-related matters and serves on various UC and UCI committees.

Required:

Experience supervising or leading a team

Experience investigating sexual harassment or other equivalently sensitive allegations in an empathetic and confidential manner; ability to supervise and mentor professional staff who investigate sexual harassment.

Bachelor's degree in related area and / or equivalent experience / training.

Advanced written and oral communication skills; skill building rapport in an open, friendly, and accepting way; attentive listener. Demonstrated ability to interact diplomatically with diverse personalities and quickly establish rapport and professional credibility and to gain the trust of administrators, faculty and staff at all levels of the University, students and individuals external to the University. Demonstrated ability to conceptualize, analyze, and interpret compliance issues, policies, and regulations as well as complex written material and data, and effectively communicate results of analyses in written and presentation formats accessible to diverse groups, large and small, in formal and informal settings.

Ability to handle highly sensitive and confidential issues that require independent judgment and discretion, and maintain strict confidentiality of privileged information.

Ability to work independently and within a team environment. Ability to collaborate effectively with colleagues and professionals from other organizations, within and outside the University system.

Has broad and thorough knowledge of the compliance and ethics profession, theories, and standards.

Ability to supervise support and professional analyses functions for compliance and ethics programs.

Expert knowledge of best practices and methodologies for conducting investigations, including interviewing, gathering and analyzing evidence, and writing investigation reports; demonstrated thorough knowledge managing professionals who conduct investigations. Expert knowledge of federal and state laws and regulations, case law, and guidance related to sexual harassment in the educational and employment setting, including Title IX of the Education Amendments of 1972, Violence Against Women Act (VAWA), and California (CA) AB1825. Expert knowledge of how to respond to requests from the Office for Civil Rights, CA Department of Fair Employment and Housing, and the U.S. Equal Employment Opportunities Commission. Expert knowledge of the complexities of sexual harassment, including sexual violence, in the postsecondary setting.

Ability to demonstrate professional judgment in the supervision of projects and staff. Demonstrated ability to develop and implement independent recommendations for action as related to complex and varying situations.

Comprehensive project management skills. Ability to meet deadlines and maintain objectivity.

Demonstrated skill, sensitivity and experience interacting with constituents who are diverse in characteristics such as age, education level, race, gender identity and expression, ability, and socioeconomic backgrounds in a culturally-competent manner. Demonstrated understanding of the relevance of trauma in the context of sexual violence (for example, the neurobiology of trauma and trauma-informed investigation techniques).

Demonstrated ability to recognize an emergency situation and take appropriate action.

Preferred:

Professional certification preferred.

Experience working with federal and state agencies.

Experience using a case management system.

Experience resolving TIX issues in a health care setting.

Juris Doctor (J.D.) or professional degree in law.

Leadership expertise and political acumen overseeing sensitive complaint resolutions within a large, complex organization.

Bilingual language skills.

Thorough knowledge of the Clery Act. Experience with Clery reporting. Thorough knowledge of Whistleblower and Whistleblower Retaliation laws.

Special Conditions Required:

Travel within Orange County, including between the Irvine campus and Orange medical center. Occasional travel within state and out-of-state, including overnight stays.
