The School of Government (School) works to improve the lives of North Carolinians by engaging in practical scholarship that helps public officials and citizens understand and improve state and local government. The School offers up to 200 courses, webinars, and conferences for more than 12,000 public officials each year. Faculty members annually publish approximately 50 books, reports, articles, bulletins, and other print and online content related to state and local government. The School is also home to a nationally ranked graduate program in public administration and specialized centers focused on information technology and environmental finance.
The Environmental Finance Center (EFC) at the School works to enhance the ability of governments and other organizations to provide environmental programs and services in effective and financially sustainable ways. EFC reaches local communities through interactive training and technical assistance. In addition, EFC works with decision makers to assess and improve environmental finance policies at a regional or state level. Visit efc.unc.edu.
The EFC-Program Manager will assist the Executive Director (ED) in overseeing the management of the Environmental Finance Center (EFC). S/he will work closely with the ED to manage all activities pertaining to business development, budgeting, financing, and personnel administration. This position will report to the EFC Executive Director.
1. Manage the Environmental Finance Center (EFC) This involves supporting the Executive Director in:
a.providing supervision, leadership and delegation of work for staff and students working on EFC-related projects;
b.overseeing the day-to-day administration of the EFC;
c.creating and implementing policies and procedures to ensure EFC’s productivity, profitability, and efficiency; and
d.preparing progress and other reports for clients, the ED and School.
2. Work cooperatively with the School’s marketing and communications division, information technology division, and operational division (program management, development, and publications) to effectively market and promote EFC’s activities, courses, services, products, and events. Provide oversight for EFC’s website content and design to ensure that the site meets the needs of clients.
3. Assist the ED and others at the EFC in assuring the continued financial viability of the EFC through identifying and acquiring funding for new projects in North Carolina and other Southeastern states, but also throughout the country and internationally. This includes assisting in the writing and submitting of grant proposals, and developing contracts with governmental agencies. Additionally, the Program Manager is responsible for the preparation and management of the organization’s overall finance plan and creation and maintenance of internal administrative management documentation for all EFC projects in coordination with EFC and University staff.
4. Manage EFC’s growing budget, which is increasing significant in both revenues and number of grants. Track revenues and expenditures for the center. Forecast revenues based on current and projected projects. Develop expenditure budgets based on projections. Develop and revise center strategy based on budget forecasts and actuals.Education and Experience:
