Please note, this position is with the Office of the Chancellor, Pennsylvania State System of Higher Education in Harrisburg, PA. Kutztown University HR is only providing HR Administration for this search, and this position is NOT with KU.

The Office of the Chancellor for the State System of Higher Education is looking for a temporary FT Program Manager for the Pennsylvania State GEAR UP-3. This position is Grant-Funded and will continue for the duration of the grant, currently September, 2021.

The Pennsylvania State GEAR UP-3 Program Manager reports directly to the Project Director. The Pennsylvania State GEAR UP-3 Program Manager will be responsible for overseeing annual action plan development and implementation, data collection, program implementation, individual school districts’ budget development and compliance with Federal Regulations, and training school district and university staff.

Representative Duties:
Program Duties

  • Works collaboratively with PASSHE and school district staff in each partner school district and patterning colleges and universities to develop detailed annual action plans that incorporate SMART Goals.
  • Oversees the action plan implementation to assure activities are taking place in a timely manner and to problem solve challenges that arise.
  • Tracks implementation and ensures compliance with the PASSHE contracts with the all partner school districts and partnering colleges and universities.
  • Assists the Project Director in training grantee and partners’ staff regarding the policies and procedures manual, allowable costs and services, in the evaluation process, and reporting requirements
  • Maintains appropriate records and prepares and submits monthly program activities’ reports to the Project Director via monthly meetings.
  • Publicizes GEAR UP-3 goals, services and accomplishments to the target schools and the broader community (NCCEP, website, local media, newsletter).
  • Meets monthly with the GEAR UP-3 school district teams and university-based liaison
  • Oversees monthly review of sign-in sheets
  • Responsible for recruiting collective impact partners that compliment and support school district GEAR UP activities.
  • Coordinate grant related activities with universities
  • Create and oversee program resources and materials for school program implementation
  • Work with director to design and implement the vision for program implementation and theme for each school year.
  • Review and create programming resources including guides, checklists, lesson plans, and presentations. Compile and maintain resources for school use in GEAR UP-3 and in future grants.
  • Represent the GEAR UP programs at school, district, and university functions and as necessary.
Data and Evaluation Duties
  • Work with Data Coordinator to analyze data and to determine the impact of services based on grant and school outcomes. Share data with school staff at regular data meetings and data parties with districts.
  • Assists Project Director with Federal Annual Performance Report narrative
  • Coordinates and participates in on-site evaluation meetings with FHI-360
Fiscal Duties
  • Works with PASSHE’s university-based staff to develop program ideas and strategies for reaching match commitments
  • Collect, review and upload match from universities and colleges into SharePoint
  • Performs other responsibilities as required by GEAR UP-3 to meet the needs of the project
Minimum Qualifications

Skills, Knowledge, and Abilities:

  • General knowledge of the principles, practices and strategies currently used in improving access and retention support to low-income and educationally disadvantaged students.
  • Demonstrated ability to prepare and track budgets and maintain accurate financial records in compliance with Federal Regulations.
  • Demonstrated ability to prepare grant narrative and data reports.
  • Ability to gather and analyze data; ability to reason and draw valid conclusions and make appropriate recommendations; ability to participate in and contribute to group meetings, conferences, and interviews; ability to present clear and concise information orally and in written reports; ability to lead others in effective use of data to make informed decisions about GEAR UP programming.
  • Ability to interpret and apply federal, state, and university policies and regulations pertaining to academic achievement.
  • Demonstrated information and technical literacy.
  • Effective communication skills (oral and written), both internal and external.
  • Ability to effectively train GEAR UP-3 staff and district staff.
  • Experience in coordinating/managing federal grant programs.
  • Ability to use initiative and innovation in planning academic pathway, work assignments, and in implementing both short-term and long-term program improvements.
  • Ability to build relationships with national program staff, other GEAR UP program staff, local and state elected officials, and with local businesses; collaborate with all partners to improve program outcomes and student support systems.
  • Other Qualifications:
  • Master’s degree in Education, Social Work, Business or Public Administration
  • Completion of a successful interview
  • Preferred Qualifications

    • Experience with a GEAR UP-3 program;
    • Administrative experience in K-16 education environments;
    • Experience working with large program data bases

    The annual salary for this position is $63,000 - $67,000 commensurate with experience.
