Air University's Air Command and Staff College-Residence invites applications for the Chief of Institutional Effectiveness position. The position provides leadership and faculty support for assessments on continuous improvement of learning and overall institutional effectiveness. The incumbent will be responsible for informed approaches in developing strategies, services, and support for effective teaching practices. This is an administrative faculty position with open academic rank.


Gathers information from internal and external sources (e.g., students, faculty, staff, other Air Force organizations, and external agencies) for program assessment and strategic planning. Provides institutional data and findings from research and assessment to support institutional planning processes. Maintains expertise in the knowledge of trends in higher education, innovations, research, and best practices for using adult learning methods and technology to assess and improve learning outcomes. Develops institutional partnerships and professional relationships with other Professional Military Education and training institutions, civilian academic institutions, government agencies, and private sector organizations. Conducts special projects in support of institutional effectiveness and outcomes assessment on behalf of Air Command and Staff College, Air University, the Air Force, and/or Department of Defense. Travels to support these activities as directed by the leadership at Air Command and Staff College and Air University. Performs related duties as required.

Provides information and projections needed for internal and external program reviews, and for College and University planning. Formulates and oversees flow processes for institutional effectiveness data, documentation and recommendations. Leads efforts to determine areas of weakness, recommend corrective actions and set deadlines. Assists in the design of reliable measures of student learning. Facilitates and supports College and University collaboration in the scholarship of teaching and learning. Exhibits leadership in various teaching, learning and institutional effectiveness projects and initiatives, sustaining a collaborative team environment with College and University administrators, faculty, and staff.

Coordinates Air Command and Staff College reporting required by the federal government, information required for institutional affiliations such as accreditation reports, and external information requests and surveys that are determined to be of value to the University. Promotes a culture that values and recognizes the importance of teaching excellence and student learning. Collaborates with faculty, staff, administrators, and Committees on quality improvement processes that enhance the design and planning of curricula, courses, learning environments, and faculty development. Facilitates new initiatives and encourage collaborations between curricular and professional development programs that support effective teaching and learning in the College through a variety of instructional modalities. Promotes development of learning environments that accommodate individual learning differences. Assists faculty with design of outcomes ­based instructional materials. Serves on a variety of College and University committees.

Engages in professional research and writing. Actively seeks to publish scholarly works such as articles, monographs, case studies and book reviews in peer-reviewed scholarly journals, professional journals and other outlets. Participates with other Professional Military Education institutions, professional organizations, Air Force/Department of Defense entities, universities and colleges in professional development activities. Prepares and delivers lectures, conducts seminars, participates in panel discussions related to Air Command and Staff College curriculum and in area of expertise at various institutions such as other Professional Military Education institutions, civilian institutions, and learned societies. Maintains academic and professional currency by consistently reviewing professional literature and conducting scholarly research.

Designs, develops, conducts and evaluates subject matter lessons in support of Air Command and Staff College and other Air University educational programs, and advises students pursuing independent study and/or and /or independent research and writing. Delivers lectures and serves as course instructor or alternate course instructor for designated lesson(s), courses, or electives. Selects and assigns preparatory readings, research, and other tasks as necessary to prepare students to achieve the objectives of the lessons. Guides, stimulates discussion and evaluates participation and contributions of students. Reviews, critiques, and approves student research. Acts as research advisor to students, monitoring and directing progress of student research projects. Sponsors appropriate dissemination of student research in briefings, presentations, scholarly journals or commercial and government publications.


A Master's Degree in a relevant academic discipline (e.g. Higher Education, Educational Administration, or Psychology) is required; however a Ph.D. is highly desired. Additionally:

  • Strong qualitative and quantitative research background; experience with statistical analysis techniques, database management, and report writing and presentation.
  • Experience serving as an assessment professional in an institution of higher education, or extensive experience with assessment and accreditation practices is highly desired.
  • Experience leading or supporting academic program review for an academic department, or as an external evaluator.
  • Excellent interpersonal skills and demonstrated ability to work with deans, department chairs, course directors, faculty and administrative staff.
  • Expert-level knowledge of current conditions in the higher education environment, and demonstrate ability to communicate these realities effectively to diverse audiences.
  • Strong presentation skills; demonstrated ability to communicate effectively with diverse audiences, and to facilitate collegial dialogue in academic settings.
  • Experience in faculty development and training.
  • Appropriate computer skills and proficiency in Learning Management Systems.

An understanding of military organizations, and particularly the Air Force is desirable. Broader contextual knowledge of the global environment, national/international strategy and policy, the joint military environment, historical perspectives on the profession of arms, strategy, and innovation are important measures of merit in the selection process.
