Basic Function:

The Technical and Operations Manager plays a key role with respect to the operational, systems, technology and data management for NOVA Workforce. The primary role is to provide expertise and support in the development, management and usage of systems, databases, electronic communications, reports and enrollment data used by NOVA Workforce. The Technical and Operations Manager supervises a team responsible for the design, maintenance and support of the Workforce Enterprise System (WES) and related systems. He/she is responsible for ensuring successful completion of biweekly instructor payroll and related activities, and assists the college finance and budget offices in tracking and monitoring a variety of transactions that impact the department. This position reports to the Director of Student & Program Support. As this position is considered essential, the Technical and Operations Manager is expected to perform non-deferrable work during emergency closings due to inclement weather, utility failure, or other emergency circumstances as determined by the college.

*This position is funded with non-continuous or non-recurring funding and is subject to continuation based on fiscal year funds and the needs of the college.

Duties and Responsibilities:

•Leads and supervises the Technical and Operations team members at multiple locations
•Provides technical and data-related expertise to Workforce leadership and staff members
•Leads the development and implementation of procedures to maximize operational efficiencies
•Ensures all VCCS, College, and Workforce policies and procedures are followed
•Serves as technical expert for project development, support, and routine maintenance of VCCS and College sponsored systems
•Develops, performs, and supervises routine and ad hoc quality control checks to ensure the accuracy, completeness, and proper usage of Workforce related data
•Ensures system user interface (WES website) is up-to-date and streamlined for optimal user experience
•Manages and coordinates special projects as needed

Minimum Qualifications:

•Bachelor’s degree in IT/Systems Operation, project management, business administration, or related field or equivalent combination of education and experience
•Several years of experience in management or project coordination roles
•Several years of experience in reporting preparation, data analysis, and making recommendations based on data
•Experience leading groups/teams
• Experience with overseeing technical operating systems

Preferred Qualifications:

•Several years of experience working in a higher education administration
•Experience executing data quality validations, utilizing reporting systems, and creating data visualizations
•Experience with student information systems, including class scheduling, and document management
•Demonstrated experience supporting workforce and continuing education students
•Experience with enrollment operations
•Experience with marketing automation systems a plus
•Experience in web design and development (HTML and JavaScript)
•Knowledge of workforce and continuing education program development and implementation
•Marketing and social media experience a plus

Required Knowledge, Skills, and Abilities:

•Ability to lead activities of the Technical and Operational team
•Ability to operate a variety of computer applications, student data management, statistical and marketing automated tools
•Ability to work with large data sets, verifying and checking data thoroughly for accuracy and completeness
•Ability to effectively communicate technical concepts to end users, business stakeholders and management
•Ability to prioritize and organize tasks to meet deadlines and follow through on assignments with minimal direction, often under pressure
•Ability to exercise sound judgment, discretion, and tact with all levels of constituents.
•Capable of working independently in a changing environment with accuracy and attention to detail
•Strong analytical, troubleshooting, and problem-solving skills
•Ability to learn new skills and adapt to new technology
•Ability to work flexible hours and be willing to work at multiple Workforce locations due to the needs of the division
•Ability to perform his/her non-deferrable work remotely from home or another off-campus location during an emergency closure or curtailment
