Job Summary/Basic Function:

Responsible for the configuration, maintenance, integration and deployment of an enterprise backbone network telecommunications system for the Office of Information Technology including but not limited to: network analysis, network design, network security, wireless communications, system design, system analysis, system administration, system improvements, automated system monitoring, 24-hour coverage (best effort), consulting and individualized training. Responsible for the telecommunications infrastructure of Boise State University; to include all Boise State buildings, all campus sites and all cross-connect sites. Responsible for the quality and reliability of telecommunications of Boise State University; to include offering a voice, video and data telecommunications infrastructure that is reliable and available with 99.999% uptime.

This individual must have the ability to determine; time to resolution, possible short-term fixes, prioritize services for the critical needs of the University and implement corrective actions. In addition, this individual communicates to the management of OIT and executive level staff at the University the status of network and the repairs so that timely decisions by the University may be met. This position would liaison with State Government contacts and with other Idaho university positions to assist with statewide communication support and standards developments.

Recognized master in professional discipline with significant impact and influence on campus policy and program development. Establishes critical strategic and operational goals; develops and implements new products, processes, standards or operational plans to achieve strategies. Regularly leads projects of critical importance to the campus; these projects carry substantial consequences of success or failure. Requires significant influence and communication with executive leadership. Problems faced are frequently complex and multidimensional, requiring broad based consideration of variables that impact multiple areas of the organization

Essential Functions:

● Serve as OIT’s LAN Engineer.
● Serve as OIT’s WAN Engineer.
● Serve as OIT’s Wireless Engineer.
● Serve as OIT’s Network Security/VPN Engineer.
● Serve as OIT’s Optical and Copper backbone Engineer.
● Manage assigned work queue for customer needs. Assist customers with planning their future needs.
● This position requires on call and after hours support for maintenance and Service Down scenarios.
● Expert knowledge is required to deal with outside entities – Network Operations Centers (NOC) to respond quickly to outages or issues. Most contacts are through email and telephone.

● Responsible for management of firewalls, including rule changes and optimization of rule sets, working with Network Security to formalize and implement changes.
● Complete upgrades to critical network systems in adherence with network security policy
● Network monitoring to proactively detect issues and identify areas for improvements
● Act as lead engineer for assigned network projects
● Design and implement changes to network systems to improve resiliency, efficiency, and add new capabilities
● Participate in network planning and road-mapping to determine future direction of networking at Boise State
● Develop and maintain relationships with key stakeholders, vendors, and VARs, working with assigned contacts to complete projects and requests

● Understanding Work Environment and Physical Demands
o General Office - Exerting up to 10 pounds of force occasionally (Occasionally: activity or condition exists up to 1/3 of the time) and/or a negligible amount of force frequently (Frequently: activity or condition exists from 1/3 to 2/3 of the time) to lift, carry, push, pull or otherwise move objects, including the human body. General office work involves sitting most of the time, but may involve walking or standing for brief periods of time.
o Server Equipment Maintenance – Occasionally lifting and racking (or un-racking) servers and server components weighing up to 35 pounds (NIOSH lifting limit). Occasionally working in a server control room in an environment with loud background noise.
o Network Equipment Maintenance - Occasionally lifting and racking (or un-racking) network equipment and components weighing up to 35 pounds using proper lifting techniques and while working with peers.
o Telecommunications Wiring - Individual must be able to distinguish and identify color coded cabling in a telecommunications environment. Individual must be capable of carrying common communication wire construction equipment weighing up to 35 pounds. Individual must be able to work from OSHA approved ladders of varying heights up to 16 ft. Individual must be capable of installing, testing and terminating communication cabling following a structured cabling system. Individual must be capable of safely working in variable field conditions including manholes, crawlspaces, attic spaces and suspended ceilings. Individual must be capable of working in a construction environment.
o May be required to travel with overnight stays.

Knowledge, Skills, Abilities:

● Requires use/knowledge of Cisco (Routers, Switches, wireless products, load balancers), Microsoft DNS/DHCP services
● Expertise in the design, analysis, optimization and operation of LAN/WAN and Wireless Services.
● Highly skilled in interpersonal relationships, teaching, planning, negotiation, and communication.
● Ability and desire to work collaboratively with a team of network engineers with a high degree of interaction
● Definitive knowledge of all forms of copper wiring and fiber for telecommunications and familiarity with current best practices.
● Ability to use VLF, to troubleshoot/extend fiber paths.
● Ability to troubleshoot all copper media for telecommunication patch panels and outlets.
● Skilled in all seven layers of the OSI model.
● Expert in packet capturing and interpretation.
● Excellent analytical, troubleshooting, communications and public relations skills.
● Expert in using SNMP for Network Management.
● Expert in using Netflow for Baseline and troubleshooting communications.
● Expert in using Network Spans and Taps for troubleshooting/monitoring Traffic.
● In the event of a “network down” situation, Ability to work swiftly to correct all networking problems.

Minimum Qualifications:

Bachelor’s degree and 8 years of experience or equivalent professional experience. Position requires a current certification registered with Cisco Corporation: Cisco Certified. Or must obtain Cisco certification within one (1) year of hire.

Preferred Qualifications:

Preferred Qualifications
● An advanced degree with a concentration related to information technology, engineering, communication or business.
● 2+ years of experience administering Palo Alto firewalls and Panorama
● 1+ years of experience using Cisco DNA Center
● Experience with scripting for network automation
● One or more of the following current certifications:
o Cisco Certified Network Administrator (CCNA) or,
o Cisco Certified Design Associate (CCDA) or
o Cisco Certified Network Professional (CCNP)
