Job Description PURPOSE AND SCOPE:

The Title V Manager directs and coordinates the activities of the Title V program by ensuring that goals and objectives are accomplished within prescribed time frame and funding parameters. This position supports and supervises all of a Lone Star College campus’ Leadership program activity duties for the length of the program, including the professional development activities, special events, and related campaigns that increase community awareness of Title V. This is a temporary, grant-funded position. Continuation of the position from one academic year to the next is dependent upon continued grant funding.

ESSENTIAL JOB FUNCTIONS:

Establishes work plan and staffing for each phase of project and arranges for recruitment or assignment of project personnel. Confers with project staff to outline work plan and to assign duties, responsibilities, and scope of authority. Provides technical advice and resolves problemsDirects and coordinates activities of project personnel to ensure project progresses on schedule and within prescribed budget Reviews status reports prepared by project personnel and modifies schedules or plans as required. Prepares project reports and progress updates for Chancellor, President, or othersDevelops project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, staff requirements, and allotment of available resources to various phases of projectCoordinates project activities with activities of US Department of Education and other governmental agenciesManages the Title V grant budget. Allocates the resources and appropriate support services to develop and implement the programOrganizes, promotes and participates in steering committee meetings and special activities to provide input into policy, program planning, curriculum design, evaluation, staff development, and other areas. Ensures that all appropriate parties participate in these meetings and activitiesEstablishes a means for all levels of the College to understand and support the program's goals and policiesResponsible for other reasonable related duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES:

Advanced organizational skillsKnowledge of and success in facilitating multidisciplinary or multi-organizational teams.Excellent project management and organizational skills. Excellent written and oral communication skills and strong interpersonal skills. Ability to create processes and systems, manage details, and work independently.Ability to plan, lead and organize efforts to develop and implement the Title V program.Ability to develop collaboration, build consensus, and promote a positive collegial work environment. Ability to think critically and creatively, solve problems, and prioritize own work.Knowledge of budgeting-- including planning, effective allocation, management, and analysis. Knowledge of and ability to use PC and Microsoft Office software.

PHYSICAL ABILITIES:

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

WORK SCHEDULE AND CONDITIONS:

Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone and other general office equipmentInterface with internal and external contacts as needed to carry out the functions of the positionWork is performed in a climate-controlled office with minimal exposure to safety hazardsSome local travel within the LSC service area by personal car may be required

REQUIRED QUALIFICATIONS:

Bachelor's degree and at least 5 years of related work experience, with at least 3 years in a higher educational settingExperience working closely with students and retention/persistence strategiesDemonstrated success at program management, working with populations of underprepared students who may be facing any number of barriers to completing their education

PREFERRED QUALIFICATIONS:

Bilingual English/Spanish highly preferredSalary

Hiring salary range is $52,430 to $60,294 annually.

Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education.
