Departmental Overview

The College of Engineering at UC Berkeley is recognized for its educational and research excellence, consistently ranking among the top three Engineering colleges in the United States. With more than 220 regular faculty members, 1, 600 graduate students and 2,700 undergraduate students located in seven academic departments, Engineering is the second largest college on the Berkeley campus. Operating expenditures for the College as a whole are close to $200 million annually.



The Dado and Maria Banatao GLOBE Center for Global Learning and Outreach from Berkeley Engineering develops collaborative educational programs with foreign universities, governments, and corporations, primarily in the form of multi-faculty research programs, visiting student programs, and engineering student international educational programs. The executive director of the center has two major roles as described below.



This position involves managing a significant, independent academic or research program. Formulates program strategies and goals. Plans, directs and controls program budget and other related resources.



International Partnerships: Over the past 10+ years, the International Partnerships function has been responsible for the initiation and establishment of well over $150M in large-scale research partnerships (Singapore BEARS, PCARI, TBSI) as well as over $20M in revenue generation programs (international executive education, membership programs, visiting scholars and student programs) serving as the international development and initial program management arm for academic and research collaborations (e.g. the Philippines California Advanced Research Institutes (PCARI) program, the Dado and Maria Banatao GLOBE Center's Visiting Scholars and Student Program, including the SRM University Visiting Student Program, multiple Chinese university visiting student programs, visiting scholars programs with Taiwan and Slovakia, etc.) and GLOBE membership programs with partner universities (e.g., KAUST and ShanghaiTech University). Funding for such programs spans contract to discretionary and gift funding. Research programs (such as PCARI, Singapore BEARS, TBSI) average $3M-$5M/year in research funding to UC Berkeley. The GLOBE Center's Visiting Student and Scholars Programs size is over 100 engineering students/year in all 7 departments with revenues of over $4M/year. The position overseas 2.5 FTE (International Programs Director, Assistant Director, part-time administrative assistant), the International Programs Director has the Assistant Director and several work-study students reporting to that position.



Engineering Student International Programs - The Global Engineer: The GLOBE Center has developed and runs several programs for the benefit of UC Berkeley undergraduate and graduate students, under the auspices of the Global Engineer program. This program seeks to broaden engineering students exposure to different countries and educate them on their role as global engineers - engineers with careers and capabilities that can benefit the world. The program includes the GLOBE Ambassadors program, an educational program that selects a small cohort (20-25 students) once per year to learn about a target country or countries (e.g., in Spring 2019 the countries were the Philippines and Singapore, in Spring 2020 the country will be Taiwan) and bring them to that country to learn first-hand the role of innovation and engineering in that country and that countries role globally. A second program is the GLOBE Scholars program, a supplementary scholarship program for students seeking to undertake a summer internship (academic or industrial) overseas. As part of the internship, students must also study an under-represented or economically disenfranchised community and present their findings back at UC Berkeley in a poster session in the Fall Semester. The third portion of the Global Engineer program is the ENGIN 187 course, Global Engineering: The Challenges of Globalization and Disruptive Innovation.



Responsibilities

50% International Partnerships:

Identifies and cultivates prospective new industrial partnerships and funding sources, both in the U.S. and from overseas constituents for the College of Engineering's academic initiatives and programs. Negotiates and develops academic programs (Memorandum of Understandings and contractual agreements) with overseas academic institutions. Develops and executes strategic plan for financing program activities and ensuring ongoing sustainability of program. Presents seminars and workshops and participates with faculty on research. Develops, implements and adheres to policies regarding intellectual property in addition to negotiating and managing IP agreements and contracts. Coordinates varied and competing requirements associated with managing an innovative program in a university and/or government environment. Plans, directs and controls program budget and manages financial, HR, technical and other supporting resources. Serves as contact point for international relations with government, corporate, and educational institutions for international initiatives; Coordinates and works with the UC Global Engagement Office, Business Contracts Office, Sponsored Projects Office, and other relevant administrative units for the establishment of agreements and Memorandum of Understanding Monitors strategic direction of the GLOBE Center and ensures robust revenue generation and program operations. Directs long-term planning and develops policies and procedures. Assesses program's effectiveness, and recommends changes to program's content, policies and strategic goals accordingly. Develops ideas and options for faculty review and decision, and develops and implements instruction and research programs that reflect faculty interests. Designs and develops major research program components, oversees execution of programs once funded. Identifies and solicits corporations and government organizations for support of collaborative academic and research programs in engineering.

50% Engineering Student International Programs:

Oversees implementation of the Global Engineer programs - including: GLOBE Scholars: information sessions, 2-step application and selection process, guidance for students considering internships and locations, guidance on under-represented/economically disenfranchised community research project. GLOBE Ambassadors: application and selection process, travel planning, selection of educator for educational program, travel ENGIN 187 Course: in conjunction with instructor, course frequency and target country/countries. In conjunction with International Programs director and assistant director, additional support of students for the above programs as necessary.

Required Qualifications

Academic background and recognized expertise in selected area of research. Expert oral and written communication skills. Leadership experience in academic and/or government agencies. Demonstrated expertise building collaborations between academia, industrial and/or governmental agencies. Demonstrated expertise with program building within a leading academic institution and administrative, budgetary, human resources and financial principles and practices. Expert ability to work with dynamic and diverse group of faculty, staff and students. Expert negotiation skills. A strong interest in international affairs, foreign cultures, and the development of technology. Familiarity with or knowledge of other languages and cultures of Asia (China, Korea, Japan, India) highly desirable. Knowledge of European languages and cultures desirable but not essential. Familiarity with UCB College of Engineering faculty and engineering areas of expertise essential.

Preferred Qualifications

Advanced degree in engineering area preferred and equivalent experience in running international research and educational programs.
