About the Department:

This position is the senior technical lead for the Center for Urban Affairs and Community Services (CUACS) and serves to support Center business processes being responsible for the specific technology systems (both enterprise and custom) supported by the Center and its clients. This position provides advanced support for a broad range of technologies and is responsible for oversight of all Center IT projects. This position does advanced work in providing consultation and support for technology-based systems for CUACS. Position oversees the support of hardware, applications, operating systems, and networking and requires an in-depth understanding of a wide variety of technologies to support end-users effectively and provide guidance to other staff members. Position must keep abreast of industry trends in IT and apply them when applicable and cost-effective to enhance the technology and efficiency of work environment and to achieve overall strategic goals of the Center. This position participates in applications development, system integration and networking activities. Position responsibilities requires that employee have strong written and communication skills, an ability to interact effectively with a broad range of end-users and others, as well as an ability to use a variety of resources for providing support. Position supervises IT staff members and ensures they carry out their job tasks. This position is responsible for managing all technology purchases to include software and hardware, asset management, and surplus.

Essential Job Duties:

Independently manages IT program/staff. Center IT staff develop, integrate, troubleshoot, improve, and maintain the technology infrastructure for technology at the Center. As such, their actions have a broad and lasting impact on the viability of our contracts with state agencies that carry out the State’s business. Ensures that all technical systems (software, hardware, services), IT support for the center operate effectively and efficiently daily. Manage activities including data collection, online testing, and analysis and report production including debugging/testing, help desk, diagnostics, and quality control processes. Assist clients with development of statewide Internet services and maintain access to web services for staff and clients. Provide training & evaluation tools to ensure effective and timely results for IT activities.
Provide direct support serves as lead IT staff in new systems development, programming, system analysis/design, and data analysis/reporting to provide systems required by projects supported. Initiate research into emerging and innovative systems that can increase efficiency and utility for potential needs. Manage the delivery of application dependent databases. Position guides Center and helps our clients determine appropriate proposed technology solutions, both internal and external to the Center. Actively engages in a leadership role with the IT staff on campus as well as with our clients.
Independently interacts with technology vendors to advise Director and clients of the most appropriate software and hardware for purchase based on the needs of the Center technical requirements and the needs of its clients.
Installs new servers, computers, printers, scanners, and software within 30 days of receipt. Lead database and programming support for all projects. Provides advice on how changes to the physical environment may affect the computer network, how to avoid those changes and/or provides alternatives that would minimizes disruptions to the computer network for the Center and our contractual deliverables (clients). Manage debugging/testing, help desk, diagnostics, troubleshooting to ensure projects meet contractual requirements.
Training and Assistance: Provides training to staff and clients when applicable as needed.
Responds to technical issues (hardware or software) within the same day that they are reported by staff and client. Contribute and lead IT staff in new system developments. Train and mentor staff and clients on proper use of supported systems.
Advises Director on IT needs and costs to be included in Center annual and 5-year strategic budget as well as for all contracts that have IT components. Position independently manages IT part of the Center Budget each fiscal year. Responsible for ensuring the payment of annual licensing fees for technologies, that hardware and software are appropriately updated and maintained, plans for the exploration of additional technologies in timely manner to allow for inclusion in budgeting process for the current fiscal year as well as for the long-term (5-year strategic) budget process and maintains process to document/surplus IT equipment use and storage. Maintains three server rooms for security, effective operations and maintenance.

Minimum Experience and Education:

Mid-career with Masters and 4yrs experience; Bachelors and 5 yrs experience

Planning and Organizing:
-Provides leadership in developing long-term strategies by serving on strategic team for Center setting overall direction for application development, hardware & software needs and related IT staff development needs.
-Plans for utilization of IT staff, space, equipment and other resources. .Manages the software and hardware purchases for the division. This entails analysis of technology trends and recommendations for effective and economical solutions to IT needs.
-Manages IT budget, operations and personnel functions for IT staff working closely with Director as appropriate for budget, business and personnel processes, following University policies and procedures.
-Provides timely reports and evaluations on programs and activities to Director and stakeholders
-Provide leadership, planning and support for Division projects and initiatives as needed.
-Provides input on technical systems development, implementation of the internal computing environment, and procedures that directly affect the long-term success of the Center.
-Manages the software and hardware purchases for the division. This entails analysis of technology trends and recommendations for effective and economical solutions to IT needs.
-Advises clients on the most appropriate IT approach to meet technical requirements of the contracts/projects.
-Manages the installation and operations of our server rooms, computers, printers, scanners, and software with IT staff.

Strategic Leadership:
-Participates in the strategic planning and direction for Center with the Director and other content Leads.
-Provides overall leadership and vision for technology support, proactively planning and implementing technology infrastructures successfully for the enterprise of the Center.
-Manages and supports IT staff in defining development and support workflow processes, establishing priorities, providing written documentation of processes including (software, hardware, and IT services).
-Manage activities including data collection, online testing, and analysis and report production.
-Manage debugging/testing, help desk, diagnostics, troubleshooting, and quality control processes.
-Works very closely with the Director and other supervisors to ensure that tools, content, products, etc. are developed and supported.
Teamwork
-Leads IT staff helping them be an integral part of other teams within the Center to ensure contractual needs are met and work is cost-effective.
-Manages and works with cross-team projects (ensures teamwork and collaboration between project teams and other teams within the Center).
-Effectively leads team efforts and integrate the skills and strengths of individuals across teams for project and organizational success.
Project Management:
-Contribute and lead IT staff in new systems development, programming, system analysis/design, and data analysis/reporting to provide systems required by projects supported.
-Initiate research into emerging and innovative systems that can increase efficiency and utility for potential needs.
-Lead database and programming support for projects.
-Use database systems, networking, and other software to manage data, produce interfaces, output, and reports.
- Manage the delivery of application dependent databases.
-Train and mentor staff and clients on proper use of supported systems. Ensure appropriate and ongoing staff development occurs for IT staff.
Technical Support:
-Direct IT staff in new systems development, programming, system analysis/design, and data analysis/reporting to provide systems required by projects supported.
-Initiate research into emerging and innovative systems that can increase efficiency and utility for potential needs.
-Collaborates with various information technology and support staffs of our client to ensure technology initiatives as appropriate.
-Successfully translates Center organizational strategic technical goals and plans into operational plans, consulting with others who are providing support for media distribution, and other services provided within the Center/clients.
