Position Description:
The Broad Stem Cell Research Center (BSCRC) is a multi-disciplinary and integrated collaboration of scientific, academic, and medical disciplines for the purpose of revolutionizing the treatment of disease through personalized cellular therapies and regenerative medicine. Our more than 200 faculty members represent the professional schools (Medicine, Nursing, Public Health, Dentistry, Engineering, Law, and Management) as well as the College. The Center's activities involve collaborations across UCLA, as well as throughout the state, country and internationally. Our work encompasses all three pillars of the University's education, research and service mission.

As a member of the BSCRC senior leadership team the director of human resources, finance, and research administration oversees a large portfolio of sensitive functions. This position directs business and financial services for the Center including budgeting, purchasing, accounting, personnel and payroll services, and preparation of financial reports. The director also provides financial oversight to the Center's complex research enterprise supported by multiple funding streams. This position prepares the Center's annual budget in consultation with the associate and deputy directors, provides financial analysis and projections, and tracks performance against projections.

In addition, this position holds primary responsibility for human resources management at the Center. Incumbent oversees all of the Center's HR functions including recruitment, employee onboarding, benefits management and counseling, compensation administration, and contract administration. This position directs talent development and performance management for the Center, leads organizational and job evaluation and structuring, oversees records management, and manages the Center's inputs to university HR information systems.

This position also directs the Center's research administration (pre- and post- award) including proposal development, submission, and post award fund management for all contracts, grants and donor-directed research awards. The position oversees BSCRC intramural awards portfolio, including research awards (>$1.5M annually) and training program (~$1M annually). This position provides key financial oversight of intramural and extramural grants including budgeting, oversight of purchasing, reconciliation and internal auditing, as well as development of policies and procedures and maintenance of pertinent files and required records.
The director must possess advanced business and financial knowledge to establish and manage effective business practices for the Center, to effectively train and supervise subordinates to ensure sound and effective management of the Center's critical financial and human resources functions. The director must also be able to interact effectively with faculty, staff, and donors in order to build and maintain close working relationships across the university and beyond. The position helps ensure the BSCRC's compliance with university, state and federal policies, laws and requirements.
