POSITIONANNOUNCEMENT

 

TheUniversity of Tennessee, Knoxville, seeks applications and nominations for afull time Budget Director in the Division of Enrollment Management (EM). Reportingto the Vice Provost and serving as fiscal officer, the budget director providesfiduciary and leadership responsibility for the fiscal and human resourcesareas of the Division. UT is seeking candidates who can contribute inmeaningful ways to the diversity and intercultural goals of the University. TheBudget Director serves as an integral member of EM’s leadership team andprovides leadership, professional guidance, and management of all financial andadministrative processes for the division, including finance and accounting,financial planning, budgeting, human resources, strategic planning, and officeoperations.

The EM division comprises more than 150 full-time staff who serveour students through the following departments and functions: UndergraduateAdmissions, International Recruitment, Transfer Center, One Stop StudentServices, Financial Aid and Scholarships, University Registrar, EMCommunications, and EM Research and Analytics.

 

Functionsand Responsibilities: Position is responsible for thedevelopment, implementation, and oversight of all unit budgets across EM. Monitorsdivision financial activity and makes recommendations on an ongoing basis. Tasksinclude management of human resources, financial strategy, forecasting,accounting, formulating and preparing budgets, financial analysis andreporting, requisitions/bids, projecting revenues and expenses, developing andprocessing contracts, invoice and transaction approval, ensuring adequateinternal controls, ensuring sound processes for handling billing andreceivables/payables, identifying and implementing ways to conserve limitedfinancial resources, and overseeing all administrative functions. Responds toqueries from Audit and Compliance and is responsible for ensuring division-wideadherence to university HR and fiscal policies.

 

Budget Director is responsible forproviding strategic leadership and direction to the Vice Provost regardingorganization structure, budgets, and enrollment planning. Provides strategicdirection to the Vice Provost concerning hiring, promotions, career paths, andposition reclassifications. Conducts research and analysis on strategicinitiatives to measure return on investment and identify and inform programsthat will have a positive impact on the student body and student successefforts. Responsible for leading and developing EM's annual proposed budget andacademic planning budget request.

 

Functions as liaison between EM, theOffice of the Provost, Division of Finance and Administration, and HumanResources. Communicates relevant university and state procedure and policyupdates to EM staff and students as appropriate. Ensures strong workingrelationships are in place across the EM Division, campus, and communitypartners. Position will serve all departments in EM and has direct supervisionof two full-time staff positions. Supervision includes goal setting, hiring,terminating, training and developing, and reviewing performance of staff.



QualificationsRequiredEducation and Experience:

·        Bachelor’sdegree in Business, Accounting, Finance or related field (degree in otherdisciplines combined with relevant work experience may be substituted)

·        4+ yearsfiscal management experience

·        2+ years ofsupervisory experience

·        Extensiveexperience with Microsoft Office Suite

·        Progressivelyresponsible experience in financial administration and planning

 

PreferredEducation and Experience:

·        Master’sdegree in business related field

·        ExperienceBanner (student information system) and Taleo (HR system)

·        4+ yearsfiscal management experience in a university setting

·        3-5 yearsof SAP (IRIS) experience

·        Experiencein Enrollment Management, Admissions or Financial Aid

·        Experiencewith financial modeling and analysis

·        Stronganalytic, finance, and budget management skills

·        Ability toprioritize and manage complex projects in a fast-paced environment maintainingattention to detail and accuracy

·        Excellentleadership, administrative and problem-solving skills

·        Ability toresearch and analyze financial information and make appropriate recommendationsand projections

·        Stronginterpersonal, time management, communication and organizational skills

·        Knowledgeof Microsoft Office Suite

·        Proficientability with spreadsheets, databases and accounting software

·        Knowledgeof accounting principles

 

PreferredKnowledge, Skills, and Abilities:

·        Working knowledge of SAP orequivalent software

·        General knowledge of enrollmentmanagement, admissions cycle and financial aid/scholarships

·        Knowledge of university fiscal andhuman resource policies
