We are currently seeking skilled and team-oriented applicants for the following position: Associate Director – Scholarships & Waivers

The Associate Director is responsible for administering all aspects of University Scholarship and Tuition Waiver Programs including development, administration, organization, coordination, supervision, quality services, compliance, fiscal accountability and program integrity. The Associate Director is also responsible for development, training and compliance around existing and new state and Federal aid programs.

Required Qualifications
  • Bachelor’s degree required;
  • Minimum of five years of financial aid experience, including one year at a supervisory level.
  • Experience managing scholarship programs or comparable programs.
  • Public speaking and training experience.
  • Excellent management, organizational, and supervisory skills.
  • PC- related experience in Microsoft Word, Excel, Access, and PowerPoint.
  • Candidate must demonstrate interest, ability and/or experience promoting cultural competency, universal accessibility and/or diversity.
Preferred Qualifications
  • Master’s degree preferred.
  • Experience with the Banner Financial Aid System preferred.

ADMINISTER AND COORDINATE THE INTERNAL SCHOLARSHIP PROGRAM

  • Develop and update an annual scholarship plan in support of the University’s strategic enrollment goals.
  • Develop and recommend scholarship funding needs for utilization by the EWU administration and EWU Foundation.
  • Develop and manage the selection process for the scholarship awards. Develop and produce the EWU scholarship application and scholarship publications. Promote the EWU scholarship program using a variety of media.
  • Develop and maintain strong relationships with University Development Directors and other departments at the University to insure comprehensive and coordinated utilization of scholarship funds. Advise University staff on the scholarship application process and deadlines, and train them on the necessity of meeting those deadlines.
  • Serve as permanent chair of the University Scholarship Committee.
  • Represent the University on scholarship selection committees for outside organizations.
  • Consult with and advise potential donors regarding the procedures and desirability of establishing scholarships.
  • Assure that all scholarship selections are in compliance with Washington State Initiative 200 regarding scholarships based on gender and race.
  • Consult with faculty, staff, students and donors concerning scholarship questions and programs; research legal questions.

ADMINISTER AND COORDINATE THE STATE TUITION AND FEE WAIVER PROGRAMS

  • Responsible for the overall administration and coordination of the state tuition and fee waiver programs.
  • Provide policy guidance, recommendations, statistics, and expertise to the University on matters related to the state tuition waivers.

FUND ACCOUNTING, REPORTING, AND COMPLIANCE

  • Calculate and request quarterly endowed and restricted scholarship funds from EWU Foundation.
  • Reconciling month-end internal scholarship accounting reports.
  • Obtain and calculate annual fund projections and allocations for internal scholarship and tuition and fee waiver programs.
  • Provide statistical and expenditure reports as requested to the Washington State Achievement Council (WSAC), Western Undergraduate Exchange, Director of Financial Aid and Scholarships, , Provost for Academic Affairs, Associate Vice President for Enrollment Services, Business and Finance staff, EWU Foundation and EWU Athletics.
  • Supervise office staff on the input of scholarship and waiver awards into the Banner Financial Aid system and monthly reconciliation of external and state scholarship accounts. Adjust financial aid packages as necessary in order to maintain compliance with federal and state over award regulations.

MANAGEMENT OF OPERATIONS

  • Collect, read, analyze, and interpret the large volume of technical and regulatory financial aid updates issued annually by the federal and state governments. Integrate those changes into the policies and procedures at Eastern.
  • Request changes to Banner audit reports for all direct programs and all subordinate programs.
  • Problem-solve with office and technical staff when operational issues arise.
  • Determine and update evaluation and verification policies, and administer the evaluation and verification processes to determine eligibility for financial aid.
  • Research and answer staff questions related to federal regulations, verification policy, and tax issues.
  • Set evaluation goals and motivate staff to meet those goals.
  • Maintain a thorough and broad knowledge of all the financial aid programs. Determine and assess packaging policies in cooperation with the Director and Associate Director of Operations.
  • Monitor many aspects of the packaging process to insure accuracy, quality control, and regulatory compliance.
  • Evaluate and award problem files and files with complex processing and/or tax situations.
  • Assemble and direct the various ad hoc work groups needed to insure that the financial aid process runs smoothly.

NEW PROGRAM IMPLEMENTATION

  • Read and learn regulations and laws regarding new federal and state financial aid programs.
  • Work with Director and Associate Director of Operations to develop policies and procedures.

  • Develop operational and audit reports and communicate specifications to the technical staff.
  • Test and refine reports as they are developed.

SUPERVISION AND LEADERSHIP

  • Provide oversight for the customer service function and direct supervision to one Program Support Supervisor I for Customer Service.
  • Provide oversight for the administration of the various EWU scholarship programs, private and state scholarship programs, special off-campus programs, study abroad, independent learning, consortium agreements, residency, third party funding, and public relations/outreach and direct supervision of several Program Coordinators who are responsible for those functions.
  • Responsible for interviewing, hiring, orientation, training, evaluation, and coaching of subordinate staff.
  • Delegate duties to subordinate staff and work study students.
  • Establish an office environment that is committed to the mission and goals of the University.
  • Involve staff in decision making and goal-setting.

  • Provide comprehensive training for staff on all federal and state financial aid regulations, program administration, verification/evaluation and internal policies and procedures.
  • Coordinate training initiatives with the Program Support Supervisor for Customer Service to insure that customer service staff has a thorough knowledge of operational procedures and status of operations.
  • Keep staff apprised of changes in the scholarship program, the progress of scholarship selections, and any other information needed to provide quality serve to students and parents.
