Job Summary

Under the general direction of the Employee and Labor Relations Director, this position establishes and maintains satisfactory labor-management and employee relations for the campus. The incumbent provides coordination, support and performance of duties for both employee and labor relations functions, UCB dissemination of related communications and creating/maintaining metrics and related reporting. Labor relations includes administration and negotiation of collective bargaining contracts related to terms and conditions of employment for represented employees such as: responding to requests for information, grievances, equity increases, and interpreting and advising regarding contract rights and responsibilities. Employee relations includes administration of employee workplace issues such as performance management, conduct, workplace investigations, and discipline by using and applying employee relations best practices in compliance with campus policies and procedures.


  • Independently and under some general supervision, handles moderately medium to complex labor and employee relations issues such as grievances, contract administration, negotiations of settlements, workplace complaints and investigations; performance management; discipline; layoffs; and partner to process and resolve issues involving ADA, FMLA issues related to specific campus and union groups or employees, and to problem solve on a variety of issues in a timely manner and within prescribed compliance guidelines including but not limited to related collective bargaining agreements, campus and system-wide policy, past practices and relevant state and federal law.

  • Independently and under general supervision determines the need to use templates or prepare original, customized communications to management and employees regarding employee and labor relations issues in a timely and competent manner.

  • Under some supervision may be involved in training and educating employees and campus partners regarding employee and labor relations process, procedures, policy, guidelines, or law. Works on projects or other requests by the Director while prioritizing work assignments and conducting moderately complex analyses.

  • Works in a collaborative manner with diverse entities across the campus organization, including establishing and maintaining positive relationships with union representatives, other human resources related personnel and campus partners.

  • Prepares reports concerning the type and frequency of problems and their solutions, and responsible for the input and retrieval of data in databases.
  • Ensures managers are in compliance with policies and contract provisions.
  • Analyzes situations that are moderate in scope and complexity and a variety of factors to determine most effective bargaining or response strategy working in tandem with internal teams.

Required Qualifications
  • Demonstrates analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
  • Knowledge of campus policies and procedures and/or the ability to quickly develop an understanding.
  • Knowledge of labor/employment law.
  • Knowledge of the principles of advocacy in order to represent the campus in various dispute forums.
  • Demonstrates skills relating to bargaining strategies that will lead to desired outcomes for multiple entities.
  • Knowledge of other areas of human resources.
  • Demonstrated interpersonal skills.
  • Demonstrated ability to handle difficult or volatile situations/individuals effectively.
  • Knowledge of employee relations practices and programs.
  • Applies employee relation-specific concepts and skills.
  • Provides employee relations related support to assigned client groups, under direction of Director.
  • Experience with Human Resources, Labor Relations and Collective Bargaining in a union environment.
  • General knowledge of labor and employment laws, including but not limited to, National Labor RelationsAct, California Labor Code, California Government Code, Fair Labor Standards Act, DFEH, EEOC, ADA,FMLA, FLSA, FFCRA, CFRA, ADEA, Title VII, etc., including recent developments and practices,applicability to the public sector.
  • General knowledge of the Information Practices Act, Public Records Act or HEERA requirements for information release, including release of personnel type records, creation of data for bargaining.
  • Demonstrated ability to write detailed, well organized, concise, analytical reports, procedures, webcontent and training documents.
  • Demonstrated skill or ability to analyze labor relations information, problems, situations, practicesand/or procedures to define the problem or objective; identify relevant concerns, identity patterns andrelationships, formulate logical and objective conclusions and recognize alternatives and theirimplications.
  • Extensive organizational skills to independently manage and prioritize multiple tasks and priorities withconflicting deadlines.
  • Ability to work cooperatively and communicate effectively with all levels of the UCD/UCDH community,system-wide and with outside professionals.
  • Experience in a customer service environment including skills to handle difficult and sensitive matters.
  • Ability to work with a high degree of confidentiality and independent judgment.
  • Strong Skill and ability to communicate with a high level of professionalism, clarity, accuracy.
  • Ability to maintain a service focus in work assignments and convey that in all written, oral and electronic communications. Proactively providing customers with a complete understanding of processes and possible outcomes.
  • Skills to independently manage, organize and prioritize work achieve timely progress on simultaneous projects, distribute efforts appropriately among competing projects, meet deadlines, and maintain a high level of productivity.
  • Demonstrated skills and ability to actively listen, observe, identify information requested, ask questions to understand and appreciate diverse perspectives, interests, and underlying needs of others,responding appropriately to a wide variety of requests.
  • Technical skill and ability to accurately utilize the MS Office suite of business software application,Outlook, Excel, Word, etc.
  • Experience with University of California systems and programs or the ability to quickly learn.
  • Ability to learn, master and utilize new applications as they become available.

Education and Training
  • Bachelor's degree in related area or similar experience/training.
  • 1-3 years expereince working in Employee/Labor Relations or similar experience/training.

Preferred Qualifications
  • Prior UC or higher education in Labor Relations and/or equivalent experience/training a plus.
  • Bilingual in English and Spanish and/or Chinese Mandarin preferred.
  • Prior Public Agency experience a plus.
  • Knowledge of HEERA, FLSA, DFEH, EEOC, ADA, FMLA, FLSA, FFCRA, CFRA, ADEA, Title VII, and Public Records Act a plus.
  • SHRM-CP or PHR certification.

Salary & Benefits

This is an exempt, monthly paid position. The annual salary range of the position is $67,500.00 - $120,000.00, commensurate with experience.
