Program Manager - Social Work Research & Public Service

Program Manager  
The University of Tennessee Knoxville, College of Social Work, through the Social Work Office of Research and Public Service (SWORPS) is accepting applications for a Manager for the Tennessee Child Support Employment & Parenting Program (TCSEPP). This position supervises and directs the SWORPS' Tennessee Child Support Employment and Parenting Program (TCSEPP) staff and is responsible for meeting program goals and criteria for Tennessee Department of Human Services (TDHS) grant funded program, establish program procedure, assure contract compliance (scope of service), assist with budget, personnel, and service delivery. 
 
Primary areas served will be the 5th and 9th Judicial Districts of East Tennessee.  Frequent travel may also be required in the 4th, 5th, 6th, 7th, 8th and 9th Judicial Districts of East Tennessee to provide additional coverage based on program needs.   
Manager’s responsibilities will include but are not limited to:   
Managing the work and supervising the work of TCSEPP Coordinators and Administrative Assistants within the multi county region.  
Interviewing, hiring, training employees; planning and directing work; evaluating performance and addressing complaints/issues and resolving problems   
Providing leadership and guidance to staff in keeping with the program mission and goals    
Monitoring and verifying work prepared by staff for accuracy, completeness and timeliness   
Assisting staff with analyzing/resolving issues with participants in their caseload   
Planning and facilitating scheduled staff meetings and staff development sessions   
Providing individual counseling and guidance to staff in meeting their goals   
Preparing performance evaluations and maintain records of employee issues and performance  
Assist in developing, administering, and monitoring program budget and expenditures seeking effective ways to provide services  
Collaborate and coordinate with Community Agencies, TDHS Partners, Attorneys and Court Magistrates to promote TCSEPP, resolve program concerns and assure continued referrals  
Meet with different community agencies to educate, review program services to promote and connect with as needed.    
Maintain positive relationships with TDHS - particularly Child Support to ensure consistency and cooperation    
Prepare and conduct presentations to the community and at regional and national conferences   
Participate in community collaborative efforts and coalitions    
Provide quality assurance oversight to ensure all data collection requirements are complete and accurate   
Analyze records and data to monitor goal attainment and program progress  
Coordinate with evaluator to provide necessary information for reports to funder that captures impacts with non-custodial parents, families and community agencies   
Monitor referrals and adjust program caseloads of specialists to ensure quality program delivery and changing needs of employment and community resource providers in the multi county region and prisons and recovery court outreach.   
Review program services and outreach services to ensure the highest level of quality and efficiency  
Develop program materials and outreach materials; update regularly to ensure accuracy - Evaluate the effectiveness of ongoing activities  


QualificationsPOSITION REQUIREMENTS:  
High School Diploma with 10 years of experience working with non-custodial parents and /or employment programs. Preferred Bachelor’s degree with 5 years of experience or Master’s degree with 3 years of experience. Experience requirements also include program planning, program coordination and supervision.  
  
Competencies/Qualifications:  
• Three to five years of demonstrated skill in program/project coordination/management, community outreach and engagement, and employee supervision  
• Ability to work with TDHS partners, community groups and/or social service organizations  • Work competently and knowledgeably with a diverse population in a variety of settings  • Ability to work independently and in a team setting  • Flexibility with respect to changing needs of the project  • Ability to positively interact with community partners
