DescriptionPosition Summary: University Information Systems (UIS) provides technical services and enterprise applications to the University of Colorado’s (CU) four campuses and the Office of the President. UIS is committed to excellence in customer service, technical expertise, and the development of enterprise applications responsible for supporting CU’s students, faculty, human resources employees, finance employees, and others.The Assistant Director of Web, Portal, and Business Applications serves as a production owner and development manager for the University’s system-wide Web, portal, and mobile applications. This position serves as the leader of a co-development group of developers from across CU who are jointly engaged in the creation of a usable, performant, and feature-rich Web, portal, and mobile environment. The Assistant Director manages a diverse group of stakeholder priorities, sets development and quality assurance standards, promotes knowledge transfer among the co-development group, and enables local development talent to assist in meeting local needs within an enterprise focused framework.This position reports to the Associate Director of PeopleSoft and is exempt from the State of Colorado Classified Staff System.Duties and Responsibilities: Duties and responsibilities of the position include, but are not limited to:

- Management of enterprise Web, portal platform, mobile, and business applications, including the establishment and monitoring of performance according to defined service levels and problem resolution standards
- Tactical vendor management to control costs, drive service excellence, mitigate risks, and gain an increased value of vendor solutions
- Sets direction and establishes priorities for Technical Strategy and Leadership Mentoring, community leadership, and support of a cross-campus co-developer community based on the enterprise portal and mobile platform(s)
- Leadership and definition of standard Web, portal, and mobile solution designs that conform to established application and system architecture standards and best practices
- Collaborates with marketing and communications teams, academic departments, and colleges across the University to help them establish the technical specifications, functionality, and aesthetics needed to produce and maintain Web projects
- Continual re-evaluation of current platforms, approaches, and architectures to adapt to changing business and technical goals
- Manages new technology implementations and related strategy
- Builds and maintains relationships with campus partners to establish expectations and meet community needs

QualificationsMinimum Requirements
- Bachelor’s degree from an accredited institution of higher education, or equivalent professional experience (professional experience may be substituted for the educational requirement on a year-for-year basis)
- Five (5) years’ experience managing Web/portal applications and platforms (e.g. Drupal, Peoplesoft Application Portal, uPortal), which includes:
- Experience with HTML, CSS, and Javascript
- Web application development using modern tools and frameworks (e.g. Bootstrap, Angular, jQuery, React, Node.js)
- Designing and delivering user experiences for both desktop and mobile browsers
- Using dependency management tools (e.g. NPM and Bower)
- Leveraging APIs in front-end development
- Utilizing ticketing systems (e.g. Cherwell, ServiceNow, JIRA)
- One (1) year of experience in a team lead or supervisory role, which includes assigning and reviewing the work of others, providing guidance to internal and external team members, and assisting management with performance reviews (this requirement may be substituted by formal leadership training)
- Seven (7) years’ experience managing Web/portal applications and platforms, as indicated above, which may also include:
- One (1) year experience in leading a development team or personally developing an application for iOS or Android and publishing to their app store
- Two (2) years’ experience in a team lead or supervisory role, as indicated above (one year of this requirement may be substituted by formal leadership training)
- Previous professional information technology (IT) experience working with or in government or an institution of higher education
- Previous work experience providing portal services to students, faculty, and staff throughout their lifecycles
- Previous experience with enterprise resource planning (ERP) systems
- Expereince with continuous integration (CI)/continuous deployment (CD) pipelines and automation using tools like GitLab or Jenkins
- Experience with Marketing Automation Tools (e.g. Salesforce, Pardot, Marketing Cloud)
- Experience with graph databases or applicaton programming interfaces (APIs)
