Departmental Overview

The California Social Welfare Education Center (CalSWEC) is a training and evaluation unit of the University of California at Berkeley's School of Social Welfare. As the nation's largest statewide consortium of social work educators and practitioners, CalSWEC's goal is to support and enhance the delivery of effective, culturally competent services in California's public systems of care. CalSWEC's work include pre-service social work education and training and student support projects, professional in-service training projects, and workforce development-related program evaluation and applied research projects in the arenas of child welfare, behavioral health, and services for aging and vulnerable adults. CalSWEC facilitates and supports statewide partnerships for the education and training of social workers to ensure culturally responsive, effective, and high-quality health and social service delivery to the people of California.

CalSWEC collaborates with 22 universities as well as partners and stakeholders that include the California Department of Social Services (CDSS), the California Office of Statewide Health Planning and Development (OSHPD), the County Welfare Directors Association (CWDA), the County Behavioral Health Directors Association (CBHDA), California's Regional Training Academies, the California chapter of the National Association of Social Workers, and other advocacy groups and foundations focused on workforce development for California's public systems of care.

CalSWEC seeks to hire an In-Service Program Director to serve the department. Under the direction of the Center Director and in close collaboration with the California Department of Social Services (CDSS), the incumbent will be part of CalSWEC's Leadership Team, supervise a team of 8 staff, including training & curriculum specialists and program evaluation analysts. The incumbent will also collaborate with California's Regional Training Academies, County Child Welfare departments, consultants and other universities and stakeholders. The incumbent will manage a large statewide contract, ensuring compliance with deliverables, budgets and current CDSS training priorities for County Child Welfare staff. This is a leadership role in CalSWEC.

Responsibilities

Programmatic Leadership:
  • Provide overall leadership for the development, planning, revision, and distribution of curricula for training and education of child welfare professionals at all levels in the state.
  • Co-chair statewide training and education subcommittees.
  • Consult frequently with the CDSS on State priorities for public human services training.
  • Provide consultation to Branch and Bureau Chiefs of CDSS Adoptions, Foster Care, and Child Welfare Services Division on their initiatives for statewide training.
  • Provide oversight and direction for statewide meetings and forums for California's coordinated in-service training system, including strategic planning sessions for regional staff, in-service training directors meetings, and other statewide committees as identified by CalSWEC, CDSS and the County Welfare Directors' Association (CWDA).
  • Provide ongoing technical assistance to the Regional Training Academies (RTAs) throughout the State of California, including needs assessment methodology to address identified needs for the current training delivery system.
  • Identify resources and activities that will advance the development of training both statewide and in each region.
  • Enhance communication and complex problem solving that may arise between the counties, the regions, and the state as to training focus and priorities.
  • Manage the planning and facilitation of the annual Regional Training Academy All-Staff meeting.
  • Develop and maintain positive relationships with state, county, and regional training academy directors.
  • Work with statewide groups such as the CWDA to secure input and approval throughout the training academy program.
  • Attend monthly statewide CWDA Children's Committee meetings in Sacramento.
  • Manage the statewide training for trainers system for county staff development personnel as well as for certified trainers.
  • Develop competencies for trainers and a delivery system for training trainers throughout the state.
  • Attend CalSWEC Committee and Advisory Board meetings as a resource regarding the continuum of education and training.
  • Chair, staff or attend other CalSWEC meetings as needed.
  • Collaborate with the CalSWEC Executive Committee and Board.
  • Recommend policy and programmatic priorities, objectives, and strategies (with respect to child welfare in-service training).
  • Partner with CalWEC's Title IV-E Stipend Program to ensure that the continuum of education and training is optimized to the extent possible.
  • Partner with CalSWEC's Title IV-E Stipend Program, Integrated Behavioral Health Stipend Program, and Technology and Instructional Design Program to ensure that evaluation efforts are aligned to the extent possible.
  • Assist with other CalSWEC activities as requested, including staff and management team meetings.
  • Evaluate prospective program partnerships.

Programmatic Management and Supervision:
  • Formulate operational budget for the project, execute the implementation plan, and ensure compliance to the contract.
  • Manage consultant and trainer contracts for specific statewide child welfare training projects.
  • Manage development and implementation of sub-award agreements with coordinating partners.
  • Seek out funding to support and enhance education and training of public child welfare workers.
  • Manage development and implementation of requests for proposals.
  • Supervise the In-Service Training Team including, 1 ETO Director, 4 Training Specialists, 3 Research Data Analysts.

In-Service Training Evaluation:
  • Participate in organizing and implementing activities designed to improve evaluation of child welfare in-service training within the state.
  • Develop new strategies to accomplish this evaluation.
  • Contribute to in-depth evaluation projects on core training, supervisory training, and interdisciplinary training, and others as identified.
  • Attend regional training academy strategic planning meetings as requested.
  • Coordinate with CalSWEC's Title IV-E Stipend Program, MHSA Stipend Program, and Research and Evaluation Program to ensure that evaluation efforts are aligned to the extent possible.
  • Contribute to publications and presentations on statewide regional training activities and on results of training and system evaluations.

Distribution of CalSWEC Publications:
  • Responsible for the distribution of information regarding CalSWEC activities; prepare and present scholarly papers and reports at the local, state, and national level and publication of Center, curricula, research and activities; testify at public hearings, website content development.

Required Qualifications
  • Demonstrated ability and knowledge to carry out California Department of Social Services (CDSS)-mandated training curricula for county child welfare workers and supervisors.
  • Subject matter expertise in California child welfare curriculum development, training and workforce development.
  • Advanced analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
  • Advanced knowledge of training delivery methodologies and demonstrated ability to plan, design and build to deliver effective training programs.
  • Prior experience or knowledge of training and/or coordination of program delivery in a staff development program.
  • Advanced knowledge of assessment of organizational culture and climate.
  • Advanced knowledge of adaptive strategies to develop and maintain positive, professional relationships with partners and stakeholders in a variety of contexts and levels.
  • Advanced management skills, including strong skill in directing and developing staff members.
  • Strong skills to conduct needs assessment and program development and delivery.
  • Strong facilitation skills.
  • Demonstrated ability to allocate and monitor resources through formalized budget processes.
  • Demonstrated ability to identify and secure fiscal resources to support program goals.
  • Demonstrated ability to implement programs on a county, regional, or statewide basis.
  • Experience in or knowledge of adult learning theory and effective adult learning methods.
  • Strong supporter of innovative instructional modalities including online learning.
  • Proficiency with Microsoft Office applications, Google applications, webinar applications.
  • Proficiency with and comfort in learning technologies to support program implementation and process improvements.
  • Advanced verbal, written, interpersonal communication and presentation skills, both in person, over the phone, and online.
  • Advanced degree in Social Work (with emphasis in child welfare) or a related field required and/or equivalent experience/training.

Preferred Qualifications
  • Knowledge of state and university contracting procedures.
  • Knowledge of the structure and organization of graduate social work education and specifically public child welfare training and practice.
  • Ability to learn and/or articulate the scope, goals and purposes of the Regional Training Academy Coordination Project, as well as CalSWEC's other in-service training initiatives.
  • Knowledge of the California Child Welfare Core Practice Model and its role in practice change and workforce development.
  • Knowledge of learning management systems.
  • Knowledge of the structure and organization of graduate social work education.
  • Minimum of five years experience in child welfare at a county child welfare agency preferred. Evidence of leadership, supervision and/or management experience training programs preferred.

Salary & Benefits

This is an exempt, monthly paid position. Annual salary is commensurate with experience.

Other Information

This is a one-year, full-time (40-hours per week) Contract appointment eligible for renewal based on funding availability.
