Job Summary:
We are currently seeking skilled and team-oriented applicants for the following position: EHS Program Planning & Rural Engagement Manager

The Early Head Start (EHS) Program Planning & Rural Engagement Manager position will perform key functions to ensure compliance with federal regulations and required initiatives including:

40% Grant planning and governance responsibilities including supporting the EHS Director in coordinating, conducting and writing the community assessments, self-assessments, program goals and objectives, school readiness goals, outcomes measurements and reporting, grant applications and a variety of policies and procedures and supporting policy council trainings, meetings and activities and governing board activities.
20% Planning and managing finances for federal grant funded program.
15% Coordinating training and professional development system utilizing ChildPlus software.
15% Supporting student learning opportunities and the Health Services Advisory Committee.
10% Coordinating public relations and communication activities including, but not limited to, social media.

This position will work as a part of the program's planning team which includes the Director, Associate Director of EHS Operations, and the Services Monitoring and Evaluation Manager. The position will have a significant level of autonomy which will require someone who can demonstrate the ability to think about program-wide impacts and implications of decisions, take high levels of ownership and accountability, proactively identify areas needing improvement and be intrinsically motivated to act in a timely and appropriate manner to resolve problems and communicate proactively and timely with appropriate program and university staff.

This position will represent the university with stakeholders including program parents and community members and must be able to facilitate meetings effectively.

The position is based in Spokane with occasional travel within the Tri-Counties.

Required Qualifications:

  • Bachelor’s degree and at least 5 university-level courses with directly applicable content (i.e. organizational planning, management, administration, organizational communication, grants management)
  • Driver’s license and clean driving record.

  • Fiscal abilities to utilize databases and spreadsheets to track, analyze and project spending
  • Abilities to learn and utilize a variety of changing technologies including databases, Office 365, SharePoint and other program specific technology

This position will be frequently using the Office 365 Suite of programs including, but not limited to, SharePoint, Word, Excel, PowerPoint, OneNote, OneDrive, Planner and Stream; Tableau; Banner; Facebook; Messenger; Twitter; ChildPlus and Zoom.
  • Candidate must demonstrate interest, ability and/or experience promoting cultural competency, universal accessibility and/or diversity.


Preferred Qualifications:
  • MBA or MPA degree
  • Preference would be given to former Early Head Start parents and children, and candidates with life, work or volunteer experience in the Northeast Tri-Counties.
  • Experience working with university faculty and students is preferred.

Responsibility / Duty:
Grant planning and governance responsibilities including supporting the EHS Director in:
  • coordinating, conducting and writing the community assessments and self-assessments
  • evaluating program goals and objectives, school readiness goals and progress towards outcomes and writing reports
  • coordinating and writing grant applications
  • developing and writing a variety of policies and procedures and program resources
  • facilitating and supporting policy council trainings, meetings and activities and governing board activities.

Responsibility / Duty:
Planning and managing finances for federal grant funded program
  • Developing annual budgets in collaboration with program management and governing bodies
  • Projecting, monitoring and reconciling expenditures in compliance with federal and state regulations
  • Preparing financial reports for program management, governing bodies and the granting agency utilizing Banner, Tableau and Excel
  • Coordinating purchases utilizing PCard, Purchase Orders, Contracts, Petty Cash
  • Coordinating with the offices of Grants and Research Development, CHSPH and EWU General Accounting on federal reports and federal grant compliance
  • Preparing for federal monitoring reviews and state audits
  • Identifying and correcting fiscal errors

Responsibility / Duty:
Coordinating training and professional development system utilizing ChildPlus software
  • Designing a 2-year system for planning and documenting approx. 100 training sessions per year
  • Implementing the training system in ChildPlus
  • Maintaining database of trainers and syllabi within ChildPlus
  • Assuring all training records are up-to-date for every training and each employee
  • Preparing training reports and professional development records
  • Monitoring data quality and consistency

Responsibility / Duty:
Supporting student learning opportunities and the Health Services Advisory Committee
  • Identify and develop student learning opportunities with CHSPH and other university departments
  • Coordinate student learning opportunities with faculty
  • Coordinate Health Services Advisory Committee meetings
  • Supervise student employees and interns

Coordinating public relations and communication activities including, but not limited to, social media.
  • Implement EHS public relations and communication strategies as developed with Marcom
  • Assure EHS website and Facebook sites are up-to-date and functional
  • Write content for publications including newsletters, annual reports, social media posts

Conditions of Employment:
EWU Early Head Start provides services in family homes located throughout Stevens, Northern Ferry, and Pend Oreille counties. Home visitors work from regional hubs located in Colville and Newport. Position works in EWU office located in Spokane with occasional travel within the Tri-Counties.
  • Driver’s license and clean driving record.
  • Position requires use of a personal vehicle when performing job duties; proof of insurance and a valid driver’s license are required for this position; mileage for use of personal vehicle for completion of job duties will be reimbursed at the approved state rates.

This position, during the course of university employment will be involved in the receipt of, or accountability for, university funds or other items of value, as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. The offer of employment is contingent upon successful completion and passing of a background check prior to beginning employment.

Salary Information: $48,781.00
