The University’s Business and Technology Extension Services Unit is comprised of the Small Business and Technology Development Center (SBTDC), the Procurement Technical Assistance Program (PTAC), and other small business focused programs, as approved and funded.Essential Job Duties
The incumbent will serve as the Director of the statewide Procurement Technical Assistance Program (PTAC), funded in part by the Defense Logistics Agency (DLA). The incumbent will be the primary contact with DLA. The position also is expected to maintain regular communication with the legislative delegation and work with them in planning federal government contract training and vendor events. Finally, the incumbent will have lead responsibility for the PTAC’s relationships with public and private entities, initiatives and projects related to contracting and government procurement activities.Other Responsibilities

This is the senior management position within the PTAC program. While it’s direct staff supervision and budget responsibilities are modest, it’s representation and relationship responsibilities are quite significant. The PTAC’s government procurement activities are viewed as national models and it’s role in these areas within North Carolina is highly visible and respected.
The position supervises eight to ten professional staff at disbursed sites (Raleigh, Winston-Salem/Greensboro, Charlotte, Hickory, Asheville, Fayetteville and Greenville. Because staff is based at other campuses, supervision involves significant inter-campus contact and oversight. The budget for the PTAC’s government procurement activities is presently $750,000 annually from the DLA and is matched with State Funds for a total of $1,500,000. This includes state, federal, and private grant funds. The complex funding compliance and reporting requirements for PTAC are the responsibility of this position.
2. Program Development
The incumbent will have lead responsibility for developing and enhancing government procurement award process initiatives of the PTAC program. This will include the identification and procurement of capital and human resources to support and expand upon current counseling, training, research and advocacy efforts. Significant fund raising and new contacts both in-state and at a national level. Initial attention will be focused on sustaining the University’s role and reputation as a leading support resource for government procurement efforts within the University community and on positioning the PTAC program as the state’s primary assistance resource for the businesses interested in doing business at the state and federal levels.
3. Marketing and Outreach
The position will be involved in significant public representation within the academic, government and business communities. University contacts will typically be at the Vice Chancellor and Dean level. Contacts with business and government will be at senior levels as well.
It is expected that this position will represent the PTAC and the state on various advisory boards, task forces and planning groups. This will frequently require the preparation of reports and presentations focused on government procurement issues and needs, often with a high public profile.
This position will have lead responsibility for education and training activities that support the government procurement development objectives of the PTAC program.
Minimum of a Bachelor’s degree and at least ten years of progressively responsible senior management experience is required.Other Required Qualifications
Familiarity with businesses new to federal, state and local government procurement contract awards is expected. The candidate selected will have demonstrated extensive senior management experience and abilities. He/she will be expected to manage a professional staff of 8 to 10 persons and support staff.
Strong analytical and planning abilities and outstanding written and oral communication skills are also expected.
The selected candidate also must have an ability to develop and manage multiple projects and a proven ability to work effectively with and within both the academic and business communities.
