This position reports to the President of the college and works closely with the other vice presidents, and has primary responsibility for personnel policies and procedures, as well as providing leadership for the college’s equity, diversity, and inclusion planning efforts. The Vice President serves as the chief human resources officer and the chief equity officer for the college.

The position requires substantive knowledge of institutional policies and State and Federal laws and regulations. The incumbent must be well versed on the faculty and classified negotiated agreements, labor relations practices, and the civil service reform act of the State of Washington.

The VP for Human Resources and Equity leads the development and implementation of diversity, equity and inclusion initiatives in support of the college’s mission. This includes actively engaging faculty, staff, and students to further policies and practices that support equity and inclusion from a social justice perspective.

Skill in identification and resolution of interpersonal differences between faculty, staff and administration is required. This position also serves as the primary resource person for addressing major campus issues with legal implications, and develops policy papers and documents needed for major campus-wide policies.

This position serves as administrative liaison on the college Equity, Diversity, and Inclusion Committee, as well as coordinating the college’s Search Advocate program involving hiring practices. The position works collaboratively with all areas of the college to cultivate equitable procedures and a climate of inclusion.

Essential Duties Summary

•Serve as a strategic partner with other members of campus. Provide administrative direction and counseling regarding the interpretation of rules, regulations, and policies involving a wide variety of
personnel actions.
•Provide strategic leadership across the college to help Centralia College fulfill its mission, particularly with regard to facilitating an equitable and inclusive learning and work environment.
•Serve as Title IX Coordinator, EEO, and ADA compliance Officer for the Institution. Negotiate, interpret, and mediate collective bargaining agreements for the college.
•Provide leadership to the college on human resource issues. Attend meetings, participate on committees and advise campus committees and individuals regarding human resource and equity issues and practices.
•Oversee professional development opportunities for employees, compliance training, including strategic training that advances the achievement of equity goals.
•Represent the college at the state level using senior status to provide leadership on issues with statewide impact.
•Serve as liaison with management and advise departments regarding staffing, department structure, rules interpretation, compensation determinations and plans, and related personnel areas. Assist faculty, staff and administration in the identification and resolution of interpersonal disputes.
•Implement necessary controls to assure that employment practices throughout the college are effective and in conformance with effective personnel practices and the appropriate state and federal laws. Serves as the primary resource person for major campus issues with legal implications and for conducting rule-making hearings.
•Work closely with supervisors and administrators in the hiring, discipline and when necessary, the dismissal of faculty and staff.
•Serve as a strategic partner to other executive level staff for purposes of campus wide strategic planning; design, implement and monitor a Human Resources architecture that enables the college to achieve its strategic vision and goals; align Human Resource practices with college’s strategy; identify and implement processes to enable cultural change (identifying and framing problems, building on relationships of trust, solving problems, and creating and fulfilling needs).
•Provide supervision to staff in the Human Resources office.
•Responsible for recruiting candidates for all permanent positions as well as part-time positions.
•Develop the job announcements for classified staff, administrators, and faculty.
•Develop and recommend campus guidelines for recruiting and hiring of all non-student personnel based on effective Search Advocate principles.

Required Qualifications

•Masters degree in Human Resource Management, Organizational Design & Development, Cultural Studies, Legal Studies, or related field; Bachelor’s degree in conjunction with additional relevant training or certification may be considered.
•Five or more years of experience in Human Resource Management or related field.
•Demonstrated ability to provide leadership for advocacy and training related to equity and inclusion efforts within an organization.
•An established record of increasingly responsible supervisory experience.
•Demonstrated effective and proactive interpersonal communication skills.

Preferred Qualifications

•Juris Doctor degree or other relevant field.
•Experience in higher education,
•Bilingual, especially in Spanish.

CONDITIONS OF EMPLOYMENT:
This is a full-time, non-administrative professional exempt position. The salary is $115,000 annually depending on the qualifications and experience of the successful candidate. The state of Washington provides a comprehensive benefits package for state employees. The position may participate in the TIAA/CREF retirement system.

The Region

The college is located in southwest Washington on the 1-5 corridor midway between Seattle and Portland, in a beautifully green area of forests and farmland. Wide fertile valleys are bordered by picturesque Mt. Rainier and the Cascade Range on the east, and the Willapa Hills on the west. Puget Sound and Hood Canal to the north and the Columbia River and famous Columbia River Gorge and Mount St. Helens to the south are within a short commute from the college. The populace enjoys the mild climate of the Pacific Northwest with low mean temperatures of 38 in January and a high mean of 78 in July.

Centralia College East

Centralia College East (CCEast), located in Morton, represents Centralia College's dedication to meeting educational needs of the residents of central and eastern Lewis County. CCEast provides registration services, educational advising and tutoring, Running Start, career counseling, assistance with financial aid, adult literacy tutoring, GED, T.E.E.N. program for pregnant and parenting teens, placement testing (COMPASS), and online access to Centralia College's library resources. Some classes connect CCEast students to the main campus via interactive television. The CCEast Organization of Students offers additional activities for students.

Garrett Heyns Education Center

The Garrett Heyns Education Center (GHEC) is located within the Washington Corrections Center, a medium security correctional facility situated on a 455-acre site three miles north of the city of Shelton. The Corrections Center is located 50 miles north of Centralia College's main campus and houses approximately 1,600 inmates. Centralia College has participated in an interagency agreement with the Department of Corrections to provide educational services for offenders since 1975. GHEC is a branch campus of Centralia College.
