SUMMARY: Under the direction of an assigned supervisor, perform a variety of technical payroll duties in the preparation, maintenance and processing of the community college district payroll. Responsible for maintaining all aspects of this district's complex educational payroll systems as well as oversee a variety of diverse and specialized payroll related records, file, and reports.
- Receive, analyze and audit timesheets and hire letters. Audit and review all timesheets for percent of contract adjustments and leave without pay calculation. Calculate hourly timesheets and verify position control and budget information. Prepare and input information to generate accurate employee pay; review and revise preliminary payroll run records; prepare budget conversions.
- Analyze, calculate and post necessary adjustments to regular monthly and hourly pay; determine appropriate pay rates and deductions.
- Receive, audit and verify instructor absence reports against the instructor grid to verify courses teaching, days teaching, and hours teaching in order to appropriately charge their leave balances. Assign leave codes to each instructor absence report, calculate and post accurate information from instructor absences into online leave system and prepare and process payroll docks as necessary.
- Verify and audit substitute time sheets for accuracy, completeness and compliance with established procedures against instructor absence reports.
- Calculate and post accurate information to appropriate sick leave records.
- Assign position control numbers, verify budget numbers, look up pay level and rate, and calculate each substitute timesheet. Post timesheets to online county system for payment.
- Independently analyze, research, calculate and audit academic hire letters. Complete a detail analysis of each hire letter thoroughly evaluating: LED calculation, LED banking, pay level, length of assignment, team teaching, and sick leave hours, and adjustments. Enter data into two (2) payroll systems and work closely with deans' division secretaries to resolve any issues that may arise.
- Calculate, type, process and distribute large class bonuses for qualified faculty that meet regulating policies.
- Responsible for independent tracing, research and reconciliation of errors, which includes research using the online systems (such as TREEV).
- Independently interpret and apply proper educational codes, labor laws, STRS, PERS, PEAR, and college bargaining unit contract rules and regulations relating to a full range of payroll transactions.
- Receive, review, analyze and process diverse and complex voluntary deductions for staff and faculty applying relevant guidelines and critical dates. These include but are not limited to union dues, tax shelter annuities, direct deposits, etc.; ensure that appropriate vendor code(s) and amounts are valid.
- Communicate effectively with district personnel to receive, request and provide payroll information, resolve discrepancies troubleshoot and explain payroll procedures.
- Prepare, verify and post information to the County via pay screen and submit in accordance with established County payroll procedures and time lines.
- Prepare and maintain a variety of complex and specialized records and files related to sick leave, vacation, compensatory time, days/hours worked, and the Pension Eligible Alternative Retirement (PEAR) Plan.
- Assist in preparations for year-end and prepare expenditure accruals and expenditure transfers as required.
- Operate a variety of business machines including personal computer, typewriter, calculator, microfiche, etc.
- Calculate and prepare pay warrants manually as needed, compute payroll adjustments for revised/cancelled hire letters, docks, bonuses and other unusual items.
- Establish payroll records for new personnel; explain payroll procedures and answer questions as needed; enter and update information in the payroll system.
- Prepare a variety of local, state and federal reports related to employment and earnings, including wage audits for unemployment/social security and welfare.
- Assure that payroll practices are in compliance with district policies, and the Education Code; maintain current knowledge of district policy and collective bargaining contract changes related to payroll.
- Maintain current payroll computer files related to payroll deductions, retirement plans, expense distributions, mandatory tax, miscellaneous contributions, etc.
- Sort, distribute and verify the accuracy of pay warrants received from the County.
- Receive, open and route mail; prepare purchase requests for department supplies.
- Maintain departmental area(s) in a safe, clean and orderly condition; assure compliance with established safety procedures and regulations.
- Process reimbursements for workers' compensation claims and jury duty.
- Maintain currency of qualifications for area of assignment.
- Complete retroactive pay processing which involves diverse knowledge and complexity, extensive research and in depth analysis using various salary schedules and numerous calculations to meet extremely tight deadlines.
- Assign work, give direction and train hourly and part time personnel.
- Substitute for other payroll personnel as required.
- Perform related duties as assigned.
KNOWLEDGE AND ABILITIES:
- Preparation and processing of payroll information.
- Personnel/payroll online systems.
- Research and analytical methods.
- Methods and terminology used in financial and statistical recordkeeping.
- Laws, codes and other legal controls related to payroll processing.
- Modern office practices, procedures and equipment, including telephone techniques and etiquette.
- Review, record and verify payroll information with speed and accuracy to process the District payroll in accordance with established procedures.
- Maintain specialized and complex records and files.
- Research and resolve payroll-related problems and complaints.
- Learn various terms of the collective bargaining contracts, State Teachers' Retirement, Public Employees' Retirement, and the Pension Eligible Alternative Retirement (PEAR) Plan as they relate to district payroll processing.
- Add, subtract, multiply and divide quickly and accurately.
- Operate a personal computer including various software packages to enter and retrieve data using keyboarding skills in an efficient and effective manner consistent with requirements of the position. Operate other standard business machines such as typewriter, calculator and microfiche.
- Communicate effectively both orally and in writing.
- Read, interpret, apply and explain rules, regulations, policies and procedures.
- Coordinate, organize and complete multiple projects with many interruptions.
- Compare and verify names and numbers quickly and accurately.
- Establish and maintain cooperative and effective working relationships with others.
- Work independently with little direction; plan and organize work to meet schedules and time lines.
- Maintain confidential records and files.
EDUCATION: Graduation from high school or equivalent supplemented by formal training in business, accounting, or related field.
EXPERIENCE: At least 2 years experience in the payroll or accounting field.
WORKING CONDITIONS: Office environment; subject to noise and frequent telephone interruptions.
