Departmental Overview

The Office of the Vice Chancellor for Research (VCR) oversees 55 multidisciplinary research units, including six museums, and six remote location field stations/reserves; administers the flow of research funding to the Berkeley campus and oversees research support units, including the compliance of campus research with federal, state and university regulations. The VCR plays a major role in campus-wide research policy development, as well as design and oversight of long-range strategic planning.

Responsibilities
  • Performs complex financial or resource research and studies for both internal department and external campus constituents. Examples include generating, modifying, and conceiving of new financial or other resource reports, analyzing and forecasting budgets, gifts, endowments, or user fees, and making recommendations for maximizing financial or other resource outcomes.
  • Responsible for distributing monthly projections and reports to unit directors/managers; performing monthly/quarterly key controls review; budget forecasting that complies with division and campus systems; processing financial transactions that comply with campus, university and external policies and procedures; and assisting units with information for annual reviews.
  • Coordinates and implements unit budget allocations. Applies professional concepts to perform highly complex analysis to understand past performance and possible trends for future performance and/or resource allocations.
  • Responsible for analyzing and forecasting budgets; analyzing the use of restricted gift and endowment funds; communicating and coordinating monthly, quarterly, annual and ad-hoc financial reviews with department director, manager and/or staff; and for meeting all fiscal close procedures and deadlines.
  • Plans, formulates and justifies recharge rates and policies for financial viability of each recharge unit. Coordinates recharge billing for all recharge services including invoicing external customers and following-up to ensure payment is received. Develops innovative resolutions to highly complex recharge and self-supporting operations and develops policy recommendations.
  • The incumbent will be expected to establish and achieve annual learning objectives for skill-building and professional development. Learning opportunities may include self-directed activities (such as recommended reading or participation in online courses) and/or programs, courses and activities assigned by the incumbent's supervisor. The incumbent will be expected to share key lessons learned with co-workers at the conclusion of each activity, and to incorporate lessons into work performance.

Required Qualifications

PROJECT MANAGEMENT:

  • Participate as a member of a project team
  • Develop basic test scenarios, perform testing, and analyze and summarize results
  • May serve as subject matter expert on existing systems and processes on a project team

    TECHNICAL SKILLS:

  • Advanced proficiency in business applications, such as Microsoft Office suite, especially Excel (such as pivots, lookups, nested formulas)
  • Advanced proficiency with cross-functional enterprise financial systems and interdependencies
  • Advanced proficiency with query and reporting tools
  • Intermediate knowledge of software features such as Smartview or equivalent
  • Intermediate to advanced knowledge of presentation and project management software or tools
  • Likely act as a subject matter expert for unit in certain advanced features of Excel, use of enterprise financial systems, or query and reporting tools

    FINANCIAL THEORY:

  • Understands basic accounting procedures like journal entry creation (including preparation of supporting documentation) and review and running basic reports
  • Able to interpret internal and external policies and regulations
  • Knowledge of GAAP
  • Understands basic budgeting and planning concepts (trends and Capital and Operational Budgets)
  • Ability to identify and resolves complex accounting/finance issues
  • Can provide limited local or unit oversight of the use of the COA
  • Understands the components and interdependencies of financial statements/reports including basic statistical relationships; examples include financial statement ratios, Key Performance Indicators (KPIs) and Compounded Annual Growth Rate (CAGR)

    ANALYTICAL SKILLS:

  • Understand, apply and ensure compliance with internal policies and external regulations
  • Abiliyt to design and perform ad-hoc analyses, incorporating checks and balances to ensure data integrity
  • Ability to construct and assemble data for budgeting, forecasting and decision making
  • Identify and resolve complex issues that may span multiple areas
  • Experience developing conclusions, and present high level summary of recommendations
  • Experience developing reports and presentations of complex financial data and metrics for management
  • Can own complex budget and forecasting scenarios and long-range planning
  • Experience running and analyzing moderately complex financial reports, often from multiple systems
  • Identify and understand trends in data, draw conclusions, develop solutions, present and implement recommendations, and create follow up analysis
  • Interpolate results from large amounts of data, perform root cause analysis and propose solutions, and design and run ad hoc reports
  • Ability to provide consulting advice to client group(s); serve as a resource on matters that require technical , financial, or subject matter expertise

    FUNCTIONAL FINANCE COMMUNICATION:

  • Presents clearly and comfortably on systems/policy/reporting of finance to any members of a unit
  • Actively shares/explains/provides support re: understanding of financial reports/policy/systems and seeks improved understanding
  • Advocates logically and rationally for specific financial action
  • Provides concise captioning of financial presentations
  • Ability to generate standard and non-standard financial reports and export to various formats for use in various formats to best illustrate a point or provide specific or general financial information

    EDUCATION/TRAINING:

  • Bachelors degree in accounting, business, economics or related field and/or minimum of 2 years financial related experience in a multidivisional organization or similar combination of work and experience

    Salary & Benefits

    Salary is commensurate with experience. Hiring range is $70,000 - $80,000/annually
