Job Summary:
The Manager, Recruitment and Training reports to the Assistant Vice President, Human Resources and Talent Management and leads a small team (currently two) of recruitment and training specialists. This group has responsibility for the oversight of the organization’s recruitment and training functions for faculty, staff, and student workers. The incumbent will work closely with hiring managers to facilitate the recruitment and hiring process including sourcing, recruitment, interviewing/selection, and onboarding. The Manager will ensure compliance with established interviewing and hiring guidelines and policy, as well as applicable federal and state law. Additionally, the manager will structure a training program to support a focused training and development program (to also include all mandatory training requirements) and manage LU’s learning management system. As a leader in the Human Resources Office, the incumbent may also be assigned various duties consistent with those of an HR Generalist to support routine operations of the office.

Essential Job Functions:
The Manager, Recruitment and Training will proactively address the following opportunities and goals:
•Lead with Vision. The Manager will provide strategic and organizational guidance to the AVP, HR & Talent Management (AVP-HR) and other senior leaders on human resources issues, especially in the recruitment and training realm. The Manager will evaluate and update the current HR policies and procedures and implement best practices while looking to future trends;
•Collaborative partner. The Manager will build and foster relationships and creativity across organizations and departments while maintaining the utmost professional integrity;
•Guide recruitment efforts and process. The Manager will be a future-focused leader and subject matter expert and will design and implement our recruitment efforts and processes including sourcing, selection tools, search committee guidelines, hiring checklists, manager/search committee training, and our onboarding process. Incumbent should research trends and use a variety of new sourcing methods (e.g. social media, new partnerships, job fairs, etc.). This position may serve as the point of contact and search coordinator for assigned positions, including senior faculty and administrative roles;
•Lead training efforts and learning management system. The Manager will develop and initiate a focused training and development program to increase existing competency levels in items such as common business and communication functions, and identify training opportunities aimed at enhancing performance in areas such as customer service, cross-cultural effectiveness, ethics, business skills, supervision, safety, leadership development, conflict resolution, performance management and coaching, staff engagement, and change readiness, among other topics. This will include developing training priorities, developing or acquiring training, developing a regular training calendar, and communicating/advocating for the enhanced use of employee training to grow professionally. The position will also be responsible for management of compliance-oriented training and the learning management system;
•Serve as an HR Generalist. The Manager will fulfill various roles consistent with those of an HR Generalist to ensure continuity of operations within a modest-sized HR office. This may include cross-training and serving as the back-up for many HR functions, including benefits, employee relations, policy review/interpretation, HRIS, or any other assigned functions;
•Develop and lead a strong team. Under the AVP, HR will offer the highest level of integrity and service to a relationship driven workforce while continuing to improve HR policy, programs, and practices that meet the evolving human capital needs of the institution. The Manager will play a critical part in this endeavor, as a leader within the HR Office;
•Build community. The Manager will research, recommend, develop, implement, and administer University-sponsored activities such as wellness and recreational programs aimed to highlight Lamar’s employee value proposition. Additionally, the AVP will develop strategies to recognize employees and promote Lamar as one of the best places to work in Southeast Texas; and
•Align with Lamar’s mission. The Manager will lead organizational initiatives that align with the University’s mission and goals working collaboratively with all colleges, divisions, and departments.

The successful candidate is a hand-on strategic and process-oriented individual and collaborator, that will translate Lamar’s strategic vision into forward-thinking operational plans.

Other duties may be assigned to this position on a regular or occasional basis to respond to needs of the university.

Minimum Qualifications

Minimum Education Required:
A BS/BA degree from an accredited college/university.

Minimum Experience Required:
A minimum of 4 years of relevant experience in employee recruitment, retention, training, or professional development.

Certification(s) Required:
SHRM Certified Professional (SHRM-CP) or PHR (Professional in Human Resources, HRCI) certification preferred.

Job Conditions:
Typical schedule is M-F 8am-5pm; with some after-hours work. This position supports essential functions of Human Resources and may occasionally work outside of normal business hours.
