Reporting to the Director of Public Safety, the Investigator provides investigatory expertise, leadership, management oversight and administrative direction for all aspects of the investigation function of the Department of Public Safety. The Investigator works closely with the Title IX Coordinator, Vice President of Human Resources, Director of Residence Life, Dean of Students and Campus Life, law enforcement, and others, in conducting and supervising investigations pertinent to the interests of Susquehanna University. The Investigator has the responsibility of maintaining compliance with federal and state laws related to university investigations.
Public Safety staff members at Susquehanna University are not sworn police officers; they have no arrest powers. The Public Safety Investigator is authorized to carry a firearm in an open or concealed manner and must possess a valid and current Pennsylvania License to Carry Firearms as well as demonstrate competence with a firearm by completing and maintaining current certification through the Lethal Weapons Training Act 235.
•Conduct investigations into alleged violations of university policy, administrative regulations and potentially criminal acts.
•Write reports based on investigations suitable to be evaluated by university officials, regulatory bodies and law enforcement agencies.
•Working collaboratively with the Title IX Coordinator, Director of Human Resources, Dean of Students, Director of Residence Life, law enforcement and others.
•Supervise investigations conducted by Public Safety Officers and providing direction on investigative steps.
•Oversee the investigative function of the Department to include report management.
•Assist with the overall supervision of the Department as assigned by the Director.
•Assist with Public Safety Officer duties as needed for the efficient operation of the department.
•Conduct specialized training programs for the University community, as needed.
•Provide positive customer service and ability to build relationships within the framework of community policing.
•Communicate effectively with students, faculty, staff and visitors under normal and stressful situations.
High School degree or equivalent is required.
2 years of experience as an investigator OR a combination of investigative experience and supervisory experience in a law enforcement agency is required.
This position requires a valid driver’s license and the ability to drive and qualify under the university’s insurance carrier when driving a university and/or leased vehicle.
Knowledge, Skills, Abilities
Knowledge of state criminal laws, rules of criminal procedure and court rulings associated with the rules of evidence and search and seizure; Trained Title IX Investigator or ability to obtain training within 60 days of employment; PA Act 235 training or ability to obtain certification within first six months of employment; Knowledge of investigative techniques; Knowledge of supervisory concepts; Skilled at interviewing students related to potential wrongdoing or criminal acts; Excellent written and verbal communication skills; Skilled at analyzing complex information; Ability to speak formally to groups; Ability to set priorities and advocate team concepts, work collaboratively with students, faculty, staff and federal, state and local law enforcement; Ability to respond to an emergency situation; Ability to demonstrate physical and psychological fitness; Ability to satisfactorily complete training programs within a six-month probationary period; Ability to use a variety of computer software programs, including: Microsoft Office products, computerized records management systems and video surveillance equipment; Ability to work during evenings, weekends and holidays, if needed, to meet University and/or Department needs.
5 years of experience as an investigator OR a combination of investigative experience and supervisory experience in a law enforcement agency is preferred.
