Departmental Overview

The Institute for Preset and Future Quantum Computation was established by the National Science Foundation as a Quantum Leap Challenge Institute (QLCI) with a 5-year, $25 million grant. The Institute will stand as the premier academic institute for quantum computing in the United States. Its mission is to address fundamental challenges to the development of the quantum computer. The Institute will pursue this mission through an extensive program of research, education and workforce development, research coordination activities serving both the Institute and also the broader quantum information science community, and synergetic partnerships with the quantum technology industry, National Laboratories and other government entities, and other centers for quantum science and technology in the US and abroad.

The Institute is multi-disciplinary. Its investigator team comprises 27 researchers spanning Departments of Physics, Computer Science, Electrical Engineering, Mathematics and Chemistry. The Institute is housed at UC Berkeley, with 13 investigators coming from the home campus. The other 14 researchers include investigators at UCLA, UCSB, Caltech, MIT, University of Southern California, UT Austin, and the University of Washington. The Institute has also established significant partnerships with the Simons Institute for the Theory of Computing at UC Berkeley, and the Institute for Pure and Applied Mathematics at UCLA. Both of these partner Institutes will conduct additional research, education, research coordination, public outreach, and industry outreach activities in collaboration with the QLCI.

The Executive Director provides the necessary coordination among Institute personnel and organizations across all member institutions, strategic planning and execution, operational management and oversight, and external outreach required to ensure the success of the Institute and the impact of its programs.

Responsibilities
  • Coordinate research planning and dissemination of research outcomes within the three sub-challenge areas.
  • Plan and execute Institute research coordination meetings including the annual QIS Community Symposium and the annual Joint Quantum Center Symposium; identify, with extensive communication with Institute personnel, additional workshops and meetings to be hosted by the Institute; and coordinate activities with the Simons Institute and IPAM.
  • Define, establish and manage synergetic partnerships with industry, National Laboratories, government entities, and other quantum science and technology centers, with such partnerships relating to the Institute activities and goals in the area of research, education and workforce development, and research coordination.
  • Independently manage the Institute and the Center for Quantum Coherent Science (CQCS) facilities and budgets, and coordinate with campus administrators on matters of research administration, human resources, travel and entertainment, and other matters.
  • Oversee relations and financial arrangements with participating Universities, including through in-person visits, and also with the Simons Institute and IPAM.
  • Prepare grant reporting materials as requested by the National Science Foundation.
  • Plan, direct and control program budget, and manage financial, HR, technical and other supporting resources.
  • Oversee communications and public relations for the Institute and the CQCS, including maintaining the Institute website, managing social media communications, producing publicity materials, working with outside resources to create and distribute press releases, and coordinating with similar outreach efforts at the Simons Institute and Institute of Pure and Applied Mathematics (IPAM).
  • Assess program effectiveness and recommend changes to program content, policies and strategic goals accordingly.
  • Identify sources of funds for the Quantum Leap Challenge Institute (QLCI) and the CQCS, including funding supplements from the NSF, funding for new sponsored projects to be conducted by the QLCI and CQCS that emerge from the activities of the Institute, funding from private sources, and support from the University of California and the UC Berkeley campus to support the system-wide and campus-wide functions.
  • Plan and host public outreach events.
  • Identify potential funding opportunities and share recommendations.
  • Work with the Leadership Team to respond to requests for proposals.
  • Communicate with potential funders, organize meetings and events with a fundraising goal.
  • Oversee University pre-award, contracts and grants, and post-award functions.
  • Coordinate varied and competing requirements associated with managing an innovative program in a university.
  • Coordinate and maintain CQCS Colloquium series, seminars, and visitor programs by coordinating the selection of speakers and visitors, ensuring that travel and lodging arrangements are made and reimbursements are processed.
  • Coordinate communications between visitors and scientific investigators
  • Design and execute a communications plan.
  • Represent the program to governing boards, outside agencies and the public. Develop and maintain liaisons with external advisory board.
  • Facilitate meetings with the Institute Director, co-Directors, Educational Director, Assessment Program Manager, Diversity Advisor, and external Advisory Board to develop strategic goals, objectives, and directions of the Institute and to help identify specific changes to resource allocations and program activities to achieve these goals.
  • Act, where appropriate, as a point of contact between Institute sponsors PIs, partner institutions, University administration, and the Institute scientific Leadership Team.
  • Continuously streamline the operational execution and effectiveness of the Institute and of the CQCS.
  • Represent the Institute and the CQCS, as needed and when appropriate, at national level meetings, and at briefings to the National Science Foundation, other government agencies, industry, University leadership, or other interested parties.

Required Qualifications
  • Management and leadership experience.
  • Experience with program building within academic institutions and with building collaborations between academic, industrial and government sectors .
  • Expertise in administrative, operational, budgetary, human resources, and financial principles and practices.
  • Expert ability to work with dynamic and diverse group of researchers (faculty, staff, students), sponsors, and external collaborators.
  • Advanced scientific knowledge related to quantum information science.
  • Expert oral and written communication skills.
  • Expert fundraising and business development experience.
  • Expert negotiation skills, including political acumen, social perceptiveness, and an understanding of different cultures and social norms.
  • Bachelor's degree in related subject area and/or equivalent experience/training

Preferred Qualifications
  • Terminal degree in a related field (PhD, JD, MD, etc.).
  • Advanced degree in related subject area and/or equivalent experience/training

Salary & Benefits

This is a monthly paid (exempt) position. Annual salary will be commensurate with experience.
